QUESTIONS AND ANSWERS- SOLICITATION NUMBER BEP-RFP-15-0403

Q: We estimate that the regularly scheduled maintenance, updates, training and other routine activity, along with anticipated levels of system adjustments and trouble response activity can be covered within the 56 hours per month specified in the RFP. However there are plausible scenarios where additional hours in a given month might be needed to respond to emergencies or other events that exceed anticipated levels of response time are beyond the contractor’s control.

Q: a. Will there be the ability to reallocate hours between periods, so that more or less time can be spent in one month and made up or “credited” in another month?

A: Yes.

Q: b. Will there be a mechanism in place to receive approval to bill for additional hours that are mutually agreed as necessary between the contractor and BEP?

A: Reallocation of hours is preferred.

Q: May the small business replying to the solicitation as the prime contractor utilize the past performance of subcontractors/team mates which will be used for part of the execution of the scope? And if so, can the team mate be a subcontractor is a teaming agreement requirement to meet contractual requirements

A: The Bureau of Engraving and Printing (BEP) Acquisition Office does not decide who the prime contractor selects as their subcontractor. Teaming agreements are not required.

Q: Can it be clarified if the responders are only to provide firm fixed pricing for the 56 hours of maintenance or is the additional proposed scope to be included, and if so what specifically should be accounted for to meet the requirement of firm fixed pricing.

A: the responders should provide a firm fixed price for each of the following:

Citect SCADA Support Contract, - please note that the present license count is shown. If additional licenses are added resulting in an increase in the Citect support contract, then a change order will be executed.

Maintenance Support Services (56 hours per month) Ongoing User And It Operations Annual Training (see SOW for hours) Major Modifications And Hardware Related Repairs (Hourly rates only)

Q: Has a contractor performed similar work to this for the government in the past?

If available, please provide the incumbent contract number.

A: No Q: How are these services currently being performed? Under contract? In-house?

A: These services are currently not being performed under contract.

Q: Would it be possible to get a 1 week extension on the Sept 24 due date?

A: The due date will remain September 24, 2015 no later than 12:00 pm Eastern time.
