BELFAST KELLER ROAD IMPROVEMENTS

FROM INTERSTATE 95 TO CRANSTON BLUFF ROAD

PREPARED FOR:

BRYAN COUNTY BOARD OF COMMISSIONERS

T&H PROJECT NO.

J–27691.0083

ADDENDUM NO. 1 October 10, 2024

GENERAL

This Addendum has been issued on behalf of Bryan County Board of Commissioners. The following information should be considered by prospective bidders in preparation of their proposals and is hereby incorporated into the Proposal Documents. Bidders shall be responsible for acknowledging receipt of this addendum in the Bid Form, Document 00313. Failure to do so will result in the proposal being considered non responsive.

PART I – QUESTIONS AND CLARIFICATIONS:

A. QUESTIONS:

1. Question: Will this project utilize the GDOT Asphalt Cement Index, or will it be a Non-

Indexed Project?

Answer: The project will not utilize the GDOT Asphalt Cement Index, thus it will be a

Non-Index project.

2. Question: Are there any Staging Plans for how you want the project to be constructed?

Answer: The are no staging plans for the project; however, as per General Note 35, the contractor shall submit Traffic Control and Staging Plans to Bryan County and the Engineer for approval prior to the start of construction. In addition, these plans should be submittal sufficiently ahead of the start of construction to allow for adequate review and approval by Bryan County and the Engineer.

3. Question: Do you have any Utility Relocation Schedules/Durations for scope of work that is not included in this project?

Answer: The Electrical will be relocated outside of the proposed ROW. Gas will be relocated within the proposed ROW and currently has been permitted. A relocation schedule has been requested from utilities and will be provided when/if received prior to bid. Relocations will not take place prior to construction commencement.

4. Question: Typically, GDOT will use 12.5mm Polymer for the final surface within the limits of Roundabouts, your typical sections only show 12.5mm. Are you sure you don’t want to go with 12.5mm Polymer?

Answer: Yes, the surface pavement will be as specified in the typical section and in the bid form and will not use the polymer.

5. Question: What is the Expected Notice to Proceed Date for this project?

Answer: The Expected Date of Notice to Proceed is January 2025.

BELFAST KELLER ROAD FROM I–95 TO CRANSTON BLUFF ROAD ADDENDUM #1

Z:\27691\27691.0083\Documents\Construction\Bid\Addenda\Addendum #1 Addendum # 1 Dated October 10, 2024

6. Question: The Drainage Profiles in the plans do not seem to match the storm drain shown on the plan view, could you please provide all of the Drainage Profiles for the storm drain pipe shown on the plan view?

Answer: Project adjustments resulted in drainage changes. The plan sheets have been updated, and profiles will be updated in Addendum No. 2.

7. Question: The Drainage Profiles in the plans do not seem to match the storm drain shown on the plan view, could you please provide all of the Drainage Profiles for the storm drain pipe shown on the plan view?

Answer: See answer to question 6.

8. Question: Typical section #2 shows the truck apron and circulatory lanes for the roundabout at the I-95 ramps as new construction. However, plan sheet 13-0002 appears to show that the existing travel lanes & the majority of the existing truck apron is to be retained. Please clarify if the existing truck apron and circulatory travel lanes will be removed and reconstructed as part of this job.

Answer: The Typical Sections have been revised. A portion of the truck apron will be removed and reconstructed.

9. Question: The tuck aprons are shown as 9” Class 3 Paving with Insignia Red color and stamped. The 9” Class 3 paving is used for the concrete travel lanes, which is not colored or stamped. Since these scopes of work will have different unit prices, please add a separate bid item for the truck apron (Class 3 Conc Paving, 9”, Colored & Stamped).

Answer: The truck apron will be paid under 9” Class 3 Conc.

10. Question: Would it be possible to get the CAD Files for this project now so that we can use them to determine the Grading on the project? With this being grading complete – 1 lump sum we need to know as much as possible about the earthwork volumes in order to price the work. The CAD Files will provide what we need.

Answer: Yes, files for earthwork can be provided. Interested parties may request files for earthwork calculations.

11. Question: Can you please confirm that you want Thermoplastic Rumble Strips installed for this project?

Answer: Rumble strips should be installed per detail T-19. The bid form has been updated to incorporate the pay item for rumble strips.

12. Question: Class 1 concrete paving (Section 431) requires an on-site concrete plant and is usually used for larger projects (greater than 50,000 SY). Based on the small quantity on this project (1,000 SY), please change this paving to Class 3 (Section

439).

Answer: Concrete paving items have been updated in the bid form.
