July 8, 2026 TO: Prospective Bidders FROM: Gary M. Winder, Administrative Services Officer III
Informal Solicitation:
Behavioral Safety Training Services
Desert Regional Center, (State of Nevada), is seeking proposals from qualified contractors to establish a contract with a credible and efficient service provider for behavioral safety training services. It is Desert Regional Center’s intent to enter into a contract with a vendor, acting as an independent contractor, who has experience in meeting the needs of the agency.
The purpose of the contract is to train and certify staff members in advanced skills for use in working with individuals who may exhibit self-injurious or violent behaviors. It is anticipated the contract, administered by Desert Regional Center, will commence on March 1, 2027, upon the Board of Examiner’s approval. The term will be for a four (4) year period. Desert Regional Center does not guarantee any minimum volume of work.
The Contractor shall provide all necessary materials. Compensation shall be at negotiated contracted rate(s) for labor and materials. The Contractor shall be paid only for the services performed.
Your proposal should include at minimum:
· A copy of your city and/or county business license/certification
· A copy of your State Business License
· A copy of your Certificate of Insurance
· Rates for services
· Company ownership and length of time in business
· Contact person and telephone number, email address and mailing address.
Attached to this request is the State’s standard Contract for Services of Independent Contractor form for your review. Please pay special attention to Section 16 and Attachment BB, as this identifies the insurance limits contracted vendors are expected to maintain for the life of the contract. Evidence of the required insurance in the form of Insurance Certificate(s) and Endorsements are required to be submitted to the contracting agency prior to the start of the work of the contract.
Questions regarding this solicitation must be submitted no later than Wednesday, July 15, 2026. Questions may be sent via email to: ccochran@adsd.nv.gov. Questions must be submitted in writing as no questions will be taken via telephone. Desert Regional Center will respond in writing via email to all vendors on or about Monday, July 20, 2026. Questions submitted after July 20, 2026, will not receive a response.
Please provide your proposal via email ccochran@adsd.nv.gov no later than 5:00pm Monday, July 27, 2026.
The awarded vendor will be required to register their business with the State Controller’s Office (if not currently registered) and in Nevada EPro.
The State of Nevada uses a goods and services procurement system called Nevada EPro (NV EPro). Vendors are encouraged to register their company in NV EPro, even if the vendor does not have a current contract with a State agency. The advantages to registering your company include the ability for any State agency to see your business and request to do business with you; Purchase Orders for work orders and invoices are approved faster and submitted to the business electronically; and your company can more easily be included in future bid solicitations. There is no cost to register. Please visit https://nevadaepro.com/bso/ , click Register in the top right corner of the screen and follow the instructions.
I look forward to reviewing your proposal.
Sincerely, Christine Cochran on behalf of Gary M. Winder Contracts Manager Desert Regional Center image1.png image2.jpeg image3.emf contract-extension-request-HAMILTON TELECOM RELAY NEVADA 2026 (1).docx

CONTRACT EXTENSION JUSTIFICATION AND
REQUEST FORM INFORMATION
The State Administrative Manual (SAM) is a compilation of policy statements concerning the internal operations of State government. Policies are based on statute or other approved regulations and are published for use as a guide in conducting the State’s business. The Purchasing Division is the authority for the State’s procurement processes and makes recommendation for policy to the State Board of Examiners (BOE); it is the BOE’s discretion as to whether a deviation to that policy may be approved. It is the BOE’s current policy that contracts be re-solicited every four (4) years. An agency requesting to extend a contract beyond the policy period must request and receive approval from the Purchasing Administrator, prior to submitting their contract to the Department of Administration’s Budget Office, and ultimately the BOE.
The waiver review process is generally completed within twenty-six (26) working days. Agencies must provide compelling justification as to why it is in the State’s best interest to extend a current contract beyond the BOE’s policy period. Full disclosure is required of any previous contractual relationships with the contractor, as well as the circumstances which lead to the contractual relationship.
Please Note: Prior to submitting a request, it is recommended that agencies review new guidelines outlined in Senate Bill 313 approved during the 2025 Legislative session.
Contract Extension Requests are required to be submitted for consideration to the Purchasing Division when:
1) Contracts were entered into via a solicitation process for which the agency is requesting to extend the contract beyond the re-solicitation policy period.
2) Contracts were entered into via the solicitation waiver process for which the agency is requesting to extend the contract beyond the re-solicitation policy period.
3) If the agency is requesting authority to extend an unsolicited contract beyond the policy period.
PLEASE BE ADVISED: A waiver approval exempts an agency from the solicitation process at the time of approval only and for the timeframe identified in Section #6, Proposed Amendment Information. It does not exempt an agency from any other contracting process. Additionally, if your waiver request contains an IT component exceeding $50,000, a Technology Investment Evaluation (TIE) approval or approval update memo must accompany your submission. Requests received without the required approval will be returned to the agency.
If you have any questions, please contact Cindy Stoeffler at 775-531-3304 or via email at cstoeffler@admin.nv.gov.

Time and Cost extension to ensure the Agency can meet Federal Requirements while waiting for the FCC to finalize regulations.
$452,400 increase Comment by Adrienne Navarro: @Tiffany - similar comment to other contract extension. Will total contract amount be $1,147,400? And, do these dollar change amounts take into account actual spend of contract to date? I am unsure how that works. Comment by Christine Cochran: Please see updated wording and updated total contract amount.

What is the justification to extend the contract term beyond the State’s four (4) year re-solicitation policy (SAM 0305)?
In November 2025, the Federal Communications Commission issued a Notice of Proposed Rulemaking proposing major revisions to the regulatory framework governing landline (analog) Telecommunications Relay Services (TRS). This contract is for the provision of all landline TRS services in Nevada other than Captioned Telephone Services, which are in a separate contract and extension request. ADSD administers Nevada’s FCC certified TRS program and contracts with Hamilton Telecommunications to provide these services. The FCC’s proposals would significantly alter technical standards, service delivery requirements, and compliance obligations for state TRS programs.
Because these federal changes are substantial and still pending, initiating a new solicitation at this time would be premature and could result in requirements that quickly become outdated once the FCC finalizes its rules. TRS is a highly specialized, federally regulated service, and ADSD must ensure that any procurement aligns with the final federal mandates to maintain Nevada’s certification and uninterrupted service. Proceeding with a solicitation now would require ADSD to make assumptions about future federal requirements, creating unnecessary procurement inefficiencies and increasing the likelihood of having to revise or reissue the solicitation once the new rules are released.
A one‑year extension allows ADSD to maintain continuous, compliant TRS operations while ensuring the State can time its procurement strategically. Once the FCC finalizes its regulatory framework, ADSD will be able to develop a fully informed, accurate, and compliant solicitation that reflects the new national standards.
What are the potential consequences to the State if the contract extension request is denied?
If the contract extension is denied, ADSD would be required to develop and release an RFP during a period of significant federal regulatory uncertainty. Drafting an RFP under these conditions presents substantial challenges: ADSD would need to define service requirements, performance standards, and compliance expectations without knowing which federal mandates will ultimately apply. This increases the risk that the RFP could be misaligned with forthcoming FCC rules, requiring extensive revisions, re‑solicitation, or amendments shortly after award.
Developing an RFP based on incomplete federal guidance would create administrative inefficiencies, delay the procurement process, and potentially disrupt the State’s ability to maintain a fully compliant TRS program. Extending the current contract avoids these risks and ensures that ADSD can issue a well‑structured, accurate solicitation once the FCC’s final regulations are known.

Please consider this memo as my support of your request to extend the identified contract beyond the current State policy period. This exemption is granted pursuant to NRS 333.135(5), SAM 0305 and SAM 0310 and may be rescinded in the event reliable information becomes available upon which the Purchasing Administrator determines the decision was based on incorrect or inaccurate facts. Pursuant to NRS 333.700(7), contracts for services do not become effective without the prior approval of the State Board of Examiners (BOE).
Reminder: If this box is checked, the agency must include the Technology Investment Evaluation (TIE) approval or approval update as an attachment in CETS.
This approval does not exempt an agency from any other contracting process.
