About this file

This file is a brand name exemption request document submitted by the Idaho Transportation Department to the Idaho Department of Purchasing (DOP) for the procurement of a Beechcraft King Air Aircraft. The agency is requesting authorization to specify only the Beechcraft King Air Aircraft brand in its solicitation, which would eliminate consideration of alternate or substitute aircraft models. If approved, this exemption would allow the state to proceed with a sole-source or brand-restricted procurement for this specialized aviation asset. The decision to grant or deny the brand name exemption remains discretionary with the DOP Administrator, and the state has provided suppliers an opportunity to submit information supporting or contradicting the claim that the Beechcraft King Air Aircraft is the only brand capable of meeting the agency's business needs. Suppliers were invited to submit their responses through the Idaho Procurement (IPRO) system or via email to purchasing@adm.idaho.gov prior to the closing date specified in the procurement notice.

The file does not contain explicit pricing terms, contract award amounts, or funding sources. No set-asides for disadvantaged business enterprises, small businesses, or other special categories are indicated in this exemption request. The procurement appears to be open to qualified suppliers capable of demonstrating that alternative aircraft brands could not meet the Idaho Transportation Department's specific operational requirements. This exemption process provides transparency by allowing market participants to submit relevant technical, performance, or cost information that may influence the Administrator's decision regarding whether restricting the procurement to the Beechcraft King Air Aircraft brand is justified by the agency's documented business needs.

Text version

The Idaho Transportation Department (ITD) currently operates two aircraft: a Beechcraft King Air and a Kodiak. While the King Air remains safe and airworthy, its service life is approaching an inevitable end. Originally serving in the U.S. Army for 20 years, the aircraft was transferred to the Idaho State Police in 1999 under the Federal 1033 Program. To extend its operational life, ITD funded a major refurbishment, and the aircraft is now operated by the Division of Aeronautics on behalf of the Idaho State Police.

The King Air serves as a critical asset for the State of Idaho, providing transportation for emergency response, law enforcement operations, and official state business. It is currently the only all-weather passenger aircraft available for statewide government use.

ITD Aeronautics pilots and maintenance personnel are fully trained on the King Air platform. This extensive experience provides several key benefits when procuring a replacement aircraft of the same type, including enhanced safety, operational confidence, and optimal utilization of the aircraft's capabilities. ITD pilots have undergone structured training that has ensured proficiency in the aircraft's systems, handling characteristics, and emergency procedures—preparing them for a smooth transition to a new or upgraded King Air.

In recognition of the importance of maintaining aviation capability, the Idaho Legislature has authorized a $10 million appropriation to ITD for the acquisition of a fixed-wing aircraft. Accordingly, ITD respectfully submits this brand name exemption for an Invitation to Bid (ITB) to procure a new or used Beechcraft King Air aircraft.
