About this file
This is a Statement of Work (SOW) for radiological decommissioning services at the Department of Veterans Affairs Bedford Health Care System in Bedford, Massachusetts. The project encompasses a Radiological Final Status Survey of approximately 6,300 square feet across Buildings 17, 18, 70, and 79, which were previously used for medical isotope research involving C-14, H-3, I-125, P-32, and S-35. The scope includes reviewing historical site assessments, documenting physical data and existing equipment, collecting biased radiological survey data from affected areas (drain lines, floors, walls, fume hoods, laboratory benches, storage locations, and equipment), analyzing laboratory results, removing radioactive waste from Building 79, and developing a comprehensive Final Status Survey Report in accordance with the Multiagency Site Survey and Investigation Manual (MARSSIM) standards. The contractor must be licensed by the Nuclear Regulatory Commission or Commonwealth of Massachusetts for decommissioning work and shall provide all necessary instrumentation calibrated to National Institute of Standards and Technology (NIST) standards with daily functional checks.
The contract is structured as an all-inclusive fixed-price engagement with estimated duration of three weeks and includes waste disposal and remediation costs within the overall pricing. The contractor must demonstrate extensive experience decommissioning radioactive use areas in hospital or university settings with professional references. Additional requirements include providing as-built drawings, complying with interim life safety measures and infection control risk assessments (minimum Class IV precautions), obtaining VA ID badges and background clearances for all personnel, coordinating utility shutdowns (45 days advance notice for major shutdowns, 15 days for minor), working during standard business hours (8:00 AM to 4:30 PM Monday through Friday) unless otherwise approved, maintaining security protocols for VA information, attending weekly project coordination meetings, and submitting detailed project schedules broken into activities with less than 20 workday durations. The Contracting Officer's Representative will provide day-to-day oversight with technical guidance from the facility Radiation Safety Officer.

Contractors shall refer to the solicitation documents for the minimal submission requirements and instructions pertaining to this project. The contractor shall provide services during construction as outlined in this statement of work, as well as associated design documents, drawings, and specifications. These construction services shall be provided to the Veterans Affairs Bedford Healthcare System (VABHCS), located at 200 Springs Rd., Bedford, MA 01730, all in accordance with this Statement Of Work (SOW) and applicable contract terms or conditions.
1 PROJECT BACKGROUND
Buildings 17, 18, 70 and 79 are located on the VA Bedford campus, an area that includes an active hospital and multiple other inpatient and outpatient clinical facilities. The buildings are used for various administrative and research purposes. The buildings were previously used for research that included the use of various medical isotopes. Before any demolition or redevelopment efforts can proceed, a comprehensive radiological decommissioning process must be undertaken. Only after the successful completion of this decommissioning can the building be safely removed or repurposed, paving the way for future development that better serves the needs of the VA community.
2 PROJECT PURPOSE AND DESCRIPTION
The intent is to select a qualified contractor to provide all labor, materials, equipment, tools, and supervision required for the radiological decommissioning of approximately 20 rooms (approximately 6,300 square feet total) in Buildings 17, 18, 70 and 79 at the VA Bedford Health Care System Bedford Campus, Bedford, MA. These services will include the review of a historical site assessment and radiological final status survey in accordance with the Multiagency Site Survey and Investigation Manual (MARSSIM). All work shall be performed in compliance with federal, state, and local regulations, and in accordance with the project narrative and referenced standards.
VA Bedford Health Care System is licensed by the Nuclear Regulatory Commission to perform research using typical medical isotopes including C-14, H-3, I-125, P- 32, and S-35. Areas where radioactive material was used or stored requiring decommissioning are located in Buildings 17, 18, 70 and 79 at the Bedford campus. Closeout surveys have been performed on Buildings 17, 18, 70 and 79 by the hospital Radiation Safety Officer (RSO).
3 PROJECT SCOPE
