About this file
This is a Business Case document and procurement notice for the Kenton County Airport Board (KCAB) in Kentucky regarding the replacement of aeration equipment for two digester tanks. The project scope involves upgrading aeration equipment in both digester tanks from a fine bubbler system to a coarse bubbler system and replacing existing PVC piping with stainless steel piping. A pre-bid meeting and site visit will be held on Thursday, April 23, 2026 at 10:00 am at CVG Centre, Admin. Offices, 77 Comair Blvd., Erlanger, KY 41018. Bidders must submit questions by 11:59 pm on Monday, April 27, 2026, with answers posted by Thursday, April 30, 2026 at 11:59 pm. Bids are due by Thursday, May 7, 2026 at 2:00 pm. The project schedule indicates procurement completion by April 30, 2026, contract negotiation finalization by May 26, 2026, equipment purchase and construction notice to proceed by June 1, 2026, and construction/equipment completion by November 1, 2026.
The total appropriations request is $639,000.00, comprising $551,000.00 for equipment costs (design, equipment, force labor, and miscellaneous) and $88,000.00 for construction and installation costs (including a 20 percent vendor contingency). The project addresses equipment installed in 2004 that has reached end-of-life, with cost estimate certainty at 80 percent due to potential stainless steel price fluctuations. Key business objectives include increasing air delivery efficiency and extending pipe and blower lifespan, with expected benefits including reduced energy consumption, decreased maintenance costs, and a reduced carbon footprint. The project is contingent on completion before the DHL Expansion to accommodate increased recovery of spent aircraft deicing fluid. Project approvals were obtained from Scott Thacker, Tim Haizlip, and Dilwyn Gruffydd as of February 2, 2026.

Organizational Impact Justification
A reduction in energy consumption will lead to a decrease in our carbon footprint.
Certainty of Cost Estimates
80% - the cost of stainless steel could increase before the contract is finalized
Business Objectives: Increase the efficiency of air that is delivered to both digester tank and increase the life span of the pipes and blowers
Risk if Not Funded: Increased costs to replace the equipment upon failure. Long lead times for equipment to be manufactured and delivered. Unexpected downtime during the critical operating season.

Upgrade Digester Tanks Aeration Equipment PMWeb #
Current Situation/Background Information
Two digester tanks and associated aeration equipment were installed in 2004. In 2006, the BIOLAC system was added and the operation of the tanks changed from sequence batch reactors to digesters.
The PVC piping and associated equipment have begun to reach their end of life. The current aeration equipment uses a fine bubbling diffuser system, which is not suitable for the water decanting process that is required to thicken the sludge.
Project Definition
Project Scope: Upgrade the aeration equipment in both digester tanks to a coarse bubbler system and replace the existing PVC piping with stainless piping
Cost
Project Value/ROI: The system and piping upgrades in both digester tanks will lead to a reduction in energy consumption. There will be a decrease in maintenance costs because the blowers and pipes will remain operational for a longer amount of time
Organizational Impact
Project Approach
Replace all aeration equipment in both digester tanks with stainless piping and a course bubbler system
Alternatives
Vendor Contingency (20%):
Continue to operate with existing fine bubbler system and PVC piping until failure
