Statement of Work VOA Television and Radio Facilities
HYPOTHETICAL TASK ORDERS
The following section contains hypothetical task orders that represent the type of work the Offeror is expected to perform under the nine (9) task areas associated with this contract. The Offeror shall submit a proposal for each of the hypothetical task orders that shall be used by the Government to evaluate offerors’ proposal. Responses to the hypothetical task orders shall include a separate technical proposal and cost proposal. Proposed rates and labor category shall be the same in the contractor proposal for base and option period. The technical proposal, which shall include the Offeror’s technical approach to meeting the Government’s requirements, shall not exceed 3 single-side pages in length (for each task), in 12-point font. The cost proposal shall be submitted in the format shown at the end of this attachment. Labor rates shall be the same as those provided earlier in this document.
1.1. Task Area 1: Planning, Engineering and Design Support.
| Scope of Work: | Broadcasting Board of Governors (BBG) has a hypothetical requirement for a new Television Studio and Control Room(s) facility. |
| Proposal Requirement: | Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to perform the site survey, analyze requirements, prepare preliminary and detailed design drawings, develop an equipment list, and prepare a final report with recommendations for changes to infrastructure of the existing facility (e.g., supplemental HVAC & electrical). Offeror may assume that the space to be used for the studio and control rooms is currently office space. Offeror shall provide its technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work. |
1.2. Task Area 2: Installation and Configuration Support.
Scope of Work: The BBG has a hypothetical requirement to install and configure all equipment for a radio control room and studio. All necessary equipment and furniture has been purchased by VOA, including a digital audio console and all ancillary record, playout and distribution equipment. All equipment must be installed, wired, interconnected and tested in order to be a fully functional radio studio. Design drawings and wire run lists will be provided by VOA.
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to install, interconnect, and configure all equipment provided for a fully functional radio studio and control room. Offeror shall provide it’s technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work.
1.3. Task Area 3: System Integration Support.
Scope of Work: The BBG has a hypothetical requirement to integrate an automation system with TV Master Control switchers, video/audio routing systems and other devices required for a large-scale Master Control system.
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to integrate the automation system with the various equipment and systems in the television Master Control Facility. The Offeror shall provide a full requirements analysis to determine an automation system that will best meet VOA’s requirement. The Offeror shall provide it’s technical approach on how it will determine the appropriate automation system as well as its technical approach to integrating this system with VOA’s Television Master Control equipment and systems. Offeror shall present recent examples showing the successful completion of this type of work.
1.4. Task Area 4: Equipment Acquisition Support.
Scope of Work: Broadcasting Board of Governors has a hypothetical requirement to purchase a digital television production switcher and a digital audio console for a television studio renovation project.
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing equipment costs, shipping, and contractor mark-up to purchase specified equipment. Offeror shall provide it’s technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work.
1.5. Task Area 5: Documentation and Logistical Support.
Scope of Work: The BBG has a hypothetical requirement to prepare design documents and design “as-built” documentation and prepare an equipment inventory list for 5 video edit suites.
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to perform the site survey, prepare system documentation (VidCad/AutoCad format), and inventory equipment list for 5 video editing suites. Offeror shall provide it’s technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work.
1.6. Task Area 6: Maintenance and Repair Support.
Scope of Work: The BBG has a requirement for technical maintenance support for five (5) television studio facilities. On-site personnel shall respond to trouble calls and repair equipment associated with all television technical and operations facilities (i.e. Television studios and control rooms, Television Master Control, etc.).
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to provide on-site television studio maintenance at the BBG headquarters. Support requirements include evenings, week-ends, and holidays. Offeror shall provide it’s technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work.
1.7. Task Area 7: Training.
Scope of Work: The BBG has a requirement for operational and technical maintenance training for a new Radio Master Control facility. Training services shall include on-site classroom and local use of the Radio Maser Control systems. Training must include the use of all equipment and systems, workflow, operation, and maintenance of the automation system and associated equipment and systems.
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to provide on-site training at the BBR Headquarters. Offeror shall provide its technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work.
1.8. Task Area 8: Operations Support.
Scope of Work: The BBG has a hypothetical requirement for operational support for television production and on-air broadcasts. The support includes providing camera operators, audio technicians, technical directors, and other operations staff required to produce television programs.
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to provide technical operations crew to produce television programs at the BBG Headquarters. Support requirements include evenings, week-ends, and holidays. Offeror shall provide its technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work.
1.9. Task Area 9: Studio Set & Lighting Design, Fabrication and Installation.
Scope of Work: The BBG has a hypothetical requirement for a new television studio set in its Los Angeles television studio facility. This requirement includes the development of a visual concept, full set design, set fabrication, installation and studio set lighting for a full “set package”.
Proposal Requirement: Offeror shall prepare a firm-fixed-price proposal showing labor categories, labor hours, and hourly rate to provide the Television Set and Lighting package for the Los Angeles studio. Offeror shall provide its technical approach to meeting this requirement and present recent examples showing the successful completion of this type of work.
