101.8 OTHER INFORMATION

Visa Information for Saipan:

The Northern Mariana Islands are a commonwealth to the United States but administer their own labor/immigration standards and internal laws.

All native residents are U.S. citizens and U.S. citizens traveling to the islands do not require a visa. It is mandatory that all U.S. citizens have a valid passport for entry.

Non-U.S. citizens entering the Commonwealth of the NMI require a U.S. visa for entry. Non-U.S.

citizens are also required to have a passport valid for at least six (6) months upon arrival, return or onward ticket, and sufficient amount of money or demonstrable means of support for the duration of stay in the CNMI. There are other requirements for citizens of certain countries, so it is recommended that non-U.S. citizen IBB personnel travelling into the CNMI must first contact the IBB Office on Saipan for entry clearance prior to travel.

Visa Information for Guam:

U.S. citizens traveling to Guam do not require a visa, but must have a valid passport or original birth certificate to support U.S. citizenship. Non-U.S. citizens (except Canadians and those traveling on a visa waiver) must obtain a US visa in advance before entering Guam. Under Guam’s visa waiver program, citizens of certain countries like Australia, Japan, New Zealand and Great Britain, may enter Guam for up to fifteen days for business or pleasure without a US visa. There are other countries included under the visa waiver but the list may vary from time to time, so it is recommended that inquiry be made regarding visa waiver from the U.S. Embassy or U.S. Immigration Office prior to travel.

Animal Quarantine Regulations:

The following is in regards to animal quarantine rules and regulations on dogs and cats intended for importation into the Northern Marianas. All dogs and cats from rabies infected areas intended for importation in the Northern Mariana Islands are required by law to undergo at least 120 days of quarantine in Guam, Honolulu or at the As Perdido Animal Quarantine facility in Saipan.

The reason behind this is to avoid the possible introduction of rabies, which we are quite fortunate not to have. All other quarantine places are not acceptable. Station will assist in acquiring the necessary entry permits if needed. Typical kennel fees are quite high, (e.g., a dog weighing over 80 lb. the fee is $5.00 per day). This fee does not cover the cost of drugs, medication, veterinary supplies and materials, deworming, examinations, bathing or grooming, vaccinations, treatment for any medical reason, surgery, veterinary care, or any other services needed.

BUDGET ESTIMATE AND FINANCIAL PLANS

103.1 PURPOSE OF INSTRUCTION

To provide a procedure for preparation of budget estimates and quarterly financial plans. It applies to both overseas and domestic stations. (Domestic stations should ignore sections applying to FSN salaries, American allowances and exchange rate considerations.)

103.2 SCOPE

The instructions contained in this TSI apply to all transmitting stations. The proponent for this TSI is ER/EO.

103.3 GENERAL OVERVIEW

Throughout the fiscal year Washington headquarters requires budget submittals from the transmitting stations. These documents are used to prepare budget submissions to OMB for future funding requests, are used to plan budgets for the next fiscal year, and/or are used to update the funding needs of the stations in the current fiscal year.

Updates to current year funding requirements occur through submission of the Quarterly Financial Plans. Planning for the next fiscal year occurs through submission of the Proposed Next Year Financial Plan. Finally, planning for the Budget Year (current year +2) occurs through submission of the Budget Year Estimate.

103.4 REQUIRED SUBMITTALS

The budget estimate and financial plans are comprised of the following documents. Each plan shall be submitted to EO via email at engfreebal@ibb.gov by the date indicated. The following list is organized by due date in the fiscal year. Sample documents are contained in Appendices at the end of this TSI.

Note: Quarterly plans represent the annual requirements of the station that are in turn updated on a quarterly basis. They do not represent funding requirements for the quarter.

DECEMBER 5: SECOND QUARTER FINANCIAL PLAN for the current year. The submittal shall consist of:

Appendix 3 - Cover memo. The cover memo will provide an overall summary and provide additional details if needed.

mailto:engfreebal@ibb.gov

Appendix 4 - Explanation of increases and decreases required for the quarter. This report includes a summary of requested adjustments to International Broadcasting Operations (IBO) funds, Station held World-wide Procurement (WWP) funds, and U.S held WWP funds.

Appendix 5 - Contingency Report. This report will detail potential upcoming costs that are unconfirmed. For example, an expected but unconfirmed salary increase or an anticipated power increase.

MARCH 5 - THIRD QUARTER FINANCIAL PLAN for the current year. The submittal shall consist of:

Appendix 4 - Explanation of increases and decreases required for the quarter. This report includes a summary of requested adjustments to International Broadcasting Operations (IBO) funds, Station held World-wide Procurement (WWP) funds, and U.S held WWP funds.

Appendix 5 - Contingency Report. This report will detail potential upcoming costs that are

MAY 20 - PROPOSED NEXT (FIRST QUARTER) YEAR FINANCIAL PLAN for the upcoming fiscal year. (Example: The current year is FY-00, this submittal would be for FY-01). The submittal shall consist of:

Appendix 7 – Explanation of increases and decreases required for the Next Year. This report includes a summary of requested adjustments to International Broadcasting Operations (IBO) funds, Station held World-wide Procurement (WWP) funds, and U.S held WWP funds.

Appendix 5 - Contingency Report. This report will detail potential upcoming costs that are

Appendix 6 - Free Balance Quarterly Summary (Free Balance Budget Report). The quarterly summary will show the proposed Next Year funding requirements by quarter.

Foreign Service National and PSC Employee Staffing Patterns – Per the requirements of paragraph 103.8.

ICASS Costs – This report shall detail the proposed ICASS costs for the Next Year. Use the ICASS software to generate the “ICASS Specific Expenses Invoice” form showing the expected costs even though actual costs will not be determined until the December ICASS meetings.

See paragraphs 103.6 and 103.8 for additional guidance.

MAY 20 - BUDGET YEAR ESTIMATE. (Example: Current year is FY-00, next year is FY-01, Budget Year is FY-02). The submittal shall consist of:

additional details if needed. If desired, a single cover memo may be prepared for the Proposed Next Year Financial Plan and Budget Year Estimate submittals, thereby consolidating the two submittals.

Appendix 7 – Explanation of increases and decreases required for the Budget Year. This report includes a summary of requested adjustments to International Broadcasting Operations (IBO) funds, Station held World-wide Procurement (WWP) funds, and U.S held WWP funds.

Appendix 5 - Contingency Report. This report will detail potential upcoming costs that are

103.5 GUIDELINES TO PREPARE THE QUARTERLY FINANCIAL PLANS FOR THE

CURRENT YEAR

All financial plans are submitted in the same format but the third quarter plan is important as it becomes an instrument in Washington for developing the base or current services for the coming fiscal year. Also, the third quarter plan is the means for the station to make known current year unfunded requirements for consideration by Washington. Finally, the third quarter plan becomes the base for your estimate for the next and budget years.

Calculations on this and subsequent budget documents should be based on a uniform exchange rate. Preferably you should use the rate incorporated by in your last advice of allotment. State the exchange rate on the financial plan.

If there are some resources that are U.S. dollar based, such as American Allowances, and thus not subject to exchange rate fluctuation, identify the resource with an asterisk on the financial plan just to the left of the budget object code. (Note: It is the practice of BBG budget offices to automatically adjust station allotments, usually quarterly, for exchange rate fluctuations.)

Do not include anticipated increases in unit costs or wages. This would be included in Contingencies. In apportioning the current quarter by month, and the remaining quarter, take into account variations in obligations such as bonus salaries, allowances, fuel deliveries, and other contractual obligations.

As an attachment to the plan, complete the Contingency List. This list is your opportunity to inform the budget office of anticipated but unconfirmed requirements such as COLA's, currency revaluations, anticipated price increases, expected program schedule changes, and other anticipated funding requirements which are not included in your approved advice of allotment.

103.6 GUIDELINES TO PREPARE PROPOSED NEXT YEAR FINANCIAL PLAN

Use your Third Quarter Financial Plan (current fiscal year) as the base for projecting a plan for the next fiscal year. If there were wage rate increases, power fuel increases, or any other program startup , etc. that were effective for only part of the current year, be sure that you annualize these increases so your next year fiscal plan is fully funded.

Use the same exchange rate as used in your third quarter financial plan, and state the exchange rate on the plan.

The amounts shown in Appendix 4, column 3 should reflect the annual amounts requested in your March 5 submittal (Third Quarter Financial Plan) for the current year.

Prepare a Contingency List to identify anticipated funding requirements beyond the base level of your third quarter plan and through the next fiscal year.

Also, see the general guidance contained in paragraph 103.8.

103.7 GUIDELINES TO PREPARE BUDGET YEAR ESTIMATE

This document is in two parts, the first section for station IBO funds and station held WWP and the second part for Washington held WWP funds. The Next Year budget prepared in paragraph 103.6 is used as the base in preparing the budget year plan.

Use a uniform exchange rate (the same as used in your Proposed First Quarter Financial Plan) for calculations and indicate the rate used in the introduction.

The amounts reported in Appendix 4, Column 3 of the Budget Year Estimate must be the same numbers as reported in column 4 of the Proposed Next Year Financial Plan.

Also, see the general guidance contained in paragraph 103.8.

103.8 GENERAL GUIDANCE FOR NEXT YEAR AND BUDGET YEAR ESTIMATES

Keep the following in mind as you estimate the Next year and Budget year.

a. Salaries and Benefits - start from the annual salary rates on your staffing pattern and then take into account the future effect of anticipated promotions, step increases, upcoming classification surveys, cost of living adjustments and changes in local law. Do not list any increases that are projected but unconfirmed as these will be reported on the Contingency List.

For those cases where increases/decreases are not definite (i.e., a wage rate increase which has a definite implementation date and rate as opposed to those which are anticipated) include as much information as is known about the effective date and rate on the Contingency List, Appendix 5.

b. Allowances - Describe definite requirements due to American staff turnover and any known changes in allowance rates in the budget document and anticipated requirements on the Contingency List.

c. Power Costs - Where commercial power is used, include current rate structure and kilowatt usage. For generated power, include information about fuel storage capacity, availability of fuel, rates, gallons consumed and kilowatt generation. Anticipated changes in these factors influencing fuel consumption cost and commercial power should be reported on the Contingency List.

d. R&R Travel - If your station is entitled to R&R travel, indicate designated R&R location, round trip travel cost and list each person eligible for R&R within each of the two years.

e. Station travel - Identify proposed trips and cost for each year.

f. Service contracts - Guard, driver and B&G contracts may be subject to the cost of living increases authorized for foreign service national (FSN) employees. If so, identify any increases in the same manner as for salaries in "a" above.

g. Local Employee Staffing Pattern - The staffing pattern of Foreign Service National staff will include total FTE budgeted and should reconcile with your authorized FTE total.

There will be separate total for personal service contractors (PSC’s) for both fiscal years.

Include a column for each of the following data items:

- Name

- Position grade/Step

- Service Computation Date (SCD)

- DOB (Date of birth of incumbent)

- Annual salary rate (in local currency and U.S. Currency)

- Date of last step increase or promotion

Organize the staffing pattern by functional responsibilities:

- Manager's office

- Administrative Unit

- Transmitter Plant

- Facilities Unit (i.e., Power Plant, B&G, Riggers, drivers, etc., if not included under one of the foregoing functional areas).

Place an asterisk preceding the incumbent's name if covered by U.S. Civil Service Retirement System.

The total annual salary plus regular salary based allowance should equal the current year regular salary estimate in your 3rd quarter financial plan. If not, explain the difference (e.g. third quarter plan includes an anticipated wage rate increase).

Describe the pay plan annual and sick leave earning rules in a note at the end of the staffing pattern.

APPENDIX 1 TO TSI-103

DEFINITIONS

Budget Year (BY) - Is the fiscal year which will begin nearly l8 months in the future (current fiscal year plus 2) and for which budget estimate planning begins each spring. For example, during the spring of 2000 you are planning the budget year FY-02 which begins October l, 2001.

Next Year (NY) - From the time frame of the spring, it is the fiscal year which begins the next October l and for which you are updating your estimates submitted a year ago as "budget year" estimates. For example, in the spring of 2000, you will be updating your estimate for the next year FY-01 which was estimated as a budget year one year earlier.

Current Year (CY) - Is the year in which you are operating. In the examples above, the current year is FY-00.

Prior Year (PY) - Is the previous completed fiscal year. In the examples above, the prior year is

FY-99.

Advice of Allotment - Is your current year's total annual fund availability as reported on BBG Form IA-l50 and signed by the BBG Chief Financial Officer (IBB Budget Officer for domestic stations).

It can only be issued after U.S. Congress passes an Appropriation Bill or a continuing resolution for BBG. Advice of allotments are revised, at least quarterly, to revise apportionments and reflect increase or decrease adjustments. Each revision is numbered sequentially as a change number to the initial advice. Changes to allotments are accumulated during the month and incorporated in a single change processed on the last day of the month.

Apportionment - Is the distribution of your annual advice of allotment by fiscal quarters.

Continuing Resolution - Is a resolution passed by Congress in the absence of an appropriation bill and it allows BBG to spend funds at the rate established in the prior year pending enactment of an appropriation.

Continuing Services or Going Rate - Is a technical budget term used to identify the base from which to make the best estimate for the next year based on known costs as of the spring of the current year. From this estimate, the next year and budget year levels are determined for the BBG budget submission to the President's office.

Financial Plan - Is a calculation of requirements by detailed accounts (budget object codes) for your allotment accompanied by an explanation of change from your current advice of allotment for each account.

Contingency list - Is an attachment to your financial plan in which you project anticipated requirements for your allotment. Such projections can reflect anticipated wage increases;

allowances for expected American assignments, anticipated price changes due to inflation, currency exchange rate shifts or other reasons. Contingency list items concurred in by BBG will be added to your allotment when you confirm and document that the anticipated event has occurred.

Mandatory Funded Items - Are funded from the Board of Governor’s reserve. Wage increases, exchange rate adjustments, BBG approved program changes and commodity price changes (i.e., most items identified on the Contingency List)are examples of items in this category.

Discretionary funded items - are funded by IBB by reallocation of resources. An illustration could be the added energy cost to shift transmitter time from a 50 KW to 250 KW to improve broadcast quality.

Mid-Year Review - The RMC normally meets after March 30 to consider reallocation proposals.

IBO Funds – International Broadcasting Operations (IBO) Funds are funds previously referred to as “Salaries and Expenses”.

BCI Funds – Broadcasting Capital Improvement (BCI) Funds are funds previously referred to as “Radio Construction”.
