Barracks Renovations Buildings 113-114
DPW Project 2020-008-03
1. General Requirements: The Contractor will provide required Bond. The
Contractor shall guarantee the material and workmanship for a minimum of one (1) year following the date of substantial completion. Equipment warranties are limited to original OEM warranties. Period of performance:
240 days from Notice to Proceed issuance.
2. Existing Conditions: The Contractor will make all alterations to interior and exterior components to facilitate the new construction as shown IAW the construction drawings, TOC specifications, and IBC standards, to include:
a. Remove existing gypsum board ceilings in accordance with project drawings AD100, AD110, and AD120; to install New Work
b. Prepare interior walls for new finishes
c. Prepare showers for new finishes
d. Prepare exterior walls for new finishes
e. Modify roof in accordance with project drawings A101, A111, and
A121; for new addition
f. The Contractor will remove and dispose of existing finish materials and prep for new to be installed.
g. The Contractor will remove, dispose, and modify the existing MEP systems in accordance with project drawings series M and E; to match the new layout as shown in the construction drawings.
h. The Contractor will remove and dispose doors IAW the construction drawings.
3. Concrete: The Contractor will install foundation footings, walls, and slabs-on-grade for the new utility room addition.
4. Masonry: The Contractor will install concrete masonry block walls for the new utility room addition. Walls will extend to truss bearing height and rest upon concrete foundation walls.
5. Metals: The Contractor will install miscellaneous metal lintels as indicated in the structural general notes and specifications.
6. Wood, Plastics and Composites: The Contractor will construct/install all carpentry items IAW the construction drawings, Master TOC specifications, and IBC standards, to include:
a. The Contractor will install prefabricated wood trusses as identified in the construction drawings and specifications.
b. The Contractor will install blocking and mounting boards as identified in the standard TOC specifications, construction drawings, and in accordance with the manufacturer’s recommendations.
c. The Contractor will install roof sheathing as identified in the construction drawings and specifications.
7. Thermal &Moisture Protection: The Contractor will construct/install all thermal and moisture protection products/materials IAW the construction drawings, TOC specifications, and IBC standards, to include:
a. Install liquid air barrier on the cavity side of the new CMU wall.
b. Install rigid insulation in the new CMU cavity wall.
c. Install loose fill insulation in attic space
d. Install vapor retarder on new interior walls
e. Install insulated metal ceilings in new mechanical room
f. Install soffit panels on new mechanical room
g. Install snow guards on the new mechanical room roof.
h. The Contractor will install a metal panel roof system to match the existing buildings. Finish and fasteners to match existing conditions and be installed IAW the construction drawings,TOC specifications, and with the manufacturer’s recommendations.
i. The Contractor will caulk all penetrations in exterior wall and roof panels, to match panel color.
j. The Contractor will include any associated trim, corners, clips, fasteners, polyethylene foam closures rubber boots and flashing to make a water tight seal.
k. The Contractor will install all sealants and caulking as identified in the TOC specifications, construction drawings, and in accordance with the manufacturer’s recommendations. At a minimum these materials will be applied at the joint of all dissimilar materials to provide a weather-tight/moisture resistant seal.
8. Openings: The Contractor will install all doors as identified on the door schedule of the construction drawings to include the associated framing, fire rating, and hardware plan/schedule and all work shall be IAW Master TOC specifications, and IBC standards, to include:
a. The Contractor will install new HM door and frame as shown in door schedule and as described in the TOC specifications and construction drawings. The jamb depths to be determined by field verifying wall thicknesses. All doors shall have a factory applied baked on primer for field applied finish.
b. The Contractor will install weather seals as shown IAW the construction drawings, Master TOC specifications, and accordance with the manufacturer’s recommendations to make a water tight seal.
c. The Contractor will install the new lock sets and hardware as called for on the hardware schedule. Coordinate with the security and door Contractors to prep all doors, frames and walls prior to installation.
9. Finishes: The Contractor will install all finish systems and finish materials as identified below in conjunction with the finish schedules, the manufacturer’s recommendations and all work shall be IAW Master TOC specifications, and IBC standards, to include:
a. The Contractor will provide new wall and ceiling assemblies per the layout shown in the construction drawings.
b. The Contractor will paint all new and existing doors, frames and access panels. The color palette will be provided once all finish samples have been reviewed and approved by the owner.
c. The Contractor will paint all walls and ceilings as indicated on the finish schedule. The color palette will be provided once all finish samples have been reviewed and approved by the owner.
d. The Contractor will patch and refinish all walls and ceilings disturbed by the construction and installation of Mechanical, Electrical, and Plumbing items. The color palette will be provided once all finish samples have been reviewed and approved by the owner.
e. The Contractor will provide new flooring and base IAW the construction drawings and TOC specifications
f. The Contractor will paint the existing showers with seamless shower coatings IAW the construction drawings and TOC specifications.
10. Specialties: The Contractor will install items IAW the construction drawings and TOC specifications.
a. The Contractor will install wall and door protection IAW the construction drawings and TOC specifications.
11. Fire Protection:
a. The Contractor will provide a new fire protection water service to the building with associated backflow preventer and reporting devices.
b. The Contractor will provide a new dry-pipe sprinkler system for full building coverage as indicated on the plans and specifications.
c. The Contractor will provide a new wet sprinkler main to a Fire
Department Connection.
12. Plumbing
a. Selective Demolition:
i. The Contractor will remove existing domestic water and gas piping and rough-ins as indicated on plans.
ii. The Contractor will remove existing instantaneous water heaters and store for re-use.
b. New Work
i. The Contractor will provide new domestic water, sanitary, and gas piping as indicated on plans and specifications.
ii. The Contractor will re-install existing water heaters as shown on the plans and specifications.
iii. The Contractor will provide all new insulation for piping as indicated on plans and specifications.
13. Heating, Ventilating and Air Conditioning:
i. The Contractor will remove existing furnace as indicated on plans
ii. The Contractor will remove existing ductwork and diffusers as indicated on plans.
b. New Work:
i. The Contractor will provide new water source heat pumps, and install new ductwork, diffusers and accessories as indicated on plans and specifications.
ii. The Contractor will provide all new insulation for ductwork and piping as indicated on plans and specifications.
iii. The Contractor will provide new energy recovery ventilators and associated ductwork and condensate drains as indicated on plans and specifications.
iv. The Contractor will drill new geothermal wells to the depths indicated on the plans, provide ground loop piping and grout as indicated on the plans and specifications, and provide a heat pump loop to the water source heat pumps.
v. The Contractor will provide a complete building HVAC controls system fully integrated with the existing site building management system as indicated on the plans and specifications.
vi. The Contractor will provide full airflow test and balance for each new and existing system as indicated on the plans.
14. Electrical:
i. The Contractor will disconnect all electrical circuits per plans to all existing devices including lighting, equipment, and devices in the space be to be remodeled.
ii. The Contractor will remove branch panelboards, branch circuits and feeders as indicated on the plans.
iii. The Contractor will remove existing data wiring and devices as indicated on the plans.
b. New Work:
i. The Contractor will provide new lighting through-out the space with control.
ii. The Contractor will provide fire alarm system and devices as indicated on the plans.
iii. The Contractor will provide rough-ins for data network to be routed and installed by others.
iv. The Contractor will provide raceways for LV cables as shown / indicated on the drawings.
v. The Contractor will provide a new electrical panel in the space fed from the existing service.
vi. The Contractor will provide receptacles and power outlets as described on the drawings from the new panel in the same area.
vii. The Contractor will provide electrical connections to all mechanical equipment.
viii. The Contractor will provide service and system grounding per NEC and as indicated on the plans.
ix. The Contractor will provide Surge suppression devices as shown on the plans
x. The Contractor will provide new branch circuitry from existing electrical panel to all devices in Living Quarters as indicated on the plans.
15. Site Development/Site Utilities:
i. The Contractor will relocate the existing gas meter and gas service as indicated on plans.
ii. The Contractor will field verity the location of the sanitary sewer and will coordinate the connection of sanitary sewer to the building addition.
iii. The Contractor will abandon existing water service, remove existing water pit, cut and cap existing water service at the water main.
iv. The Contractor shall remove stone mulch as required for installation of site utilities.
v. The Contractor shall saw cut and remove asphalt pavement as required for installation of site utilities.
vi. The Contractor shall saw cut and remove site concrete/sidewalk as required for installation of site utilities.
vii. The Contractor shall strip topsoil as required for the installation of site utilities, and stockpile on site for re-use.
b. New Work:
i. The Contractor will install new 6” water service from the existing 8” water main to the building addition, as indicated on the plans and specifications.
ii. The Contractor will install a geothermal system, as indicated on the plans and specifications.
iii. The Contractor will provide new domestic water piping as indicated on plans and specifications.
iv. The Contractor will restore the site, including replacement of stone much, topsoil and hydroseed, as indicated on plans and specifications.
v. The Contractor will replace site concrete/sidewalk, where removed for the installation of site utilities, as indicated on the plans and specifications.
16. Points Of Contact:
Contractor may be required to sign in each day with the DPW during the course of the actual contract at a place and time designated by IN ARNG POC or IN ARNG Inspector.

17. General Contract Provisions: Contractor is responsible to accomplish this work in accordance with all Federal, State, local laws; regulations, rules and codes, to include OSHA, IOSHA and AFOSH standards and to abide by ALL installation policies, guidelines and procedures including, but not limited to, the statement of General Contract Provisions given below.
a. Site Visit. Bidders are urged and expected to inspect the site where the work/services are to be performed. Site visits can be arranged by contacting the DPW at (812) 526-1251 between the hours of 0800 - 1600, Monday through Friday.
b. The Contractor must coordinate with the MPS, located in Bldg 225, for passes and briefing PRIOR to the start of work Each day before commencing any welding, flame cutting, flame soldering, burning or any operation involving an open flame or producing a quantity of sparks, the Contractor must obtain a burning permit from the Installation Fire Department for that days work and conform to all safety precautions set forth by the Fire Department or other regulatory agency.
c. The Contractor will request, as far in advance as possible, the disruption of any installation function or facility. This includes, but is not limited to, any shut-down, relocation, rerouting, etc. of any base utilities, services, roads, facilities, personnel, etc. The Contractor will not proceed with any disruption without the consent of the Contracting Officer or his/her Representative. When given approval for a disruption, the Contractor will accomplish the work during the period agreed upon. The Contractor will be required to notify the Contracting Officer or his/her Representative immediately prior to any disruption and as soon as the work is completed and normal functions are restored.
d. The Contractor must obtain an approval, DPW, Work Clearance
Request, AKA “Digging Permit” before commencing any excavation or subsurface activity. The digging permit request must be made a minimum of five (5) working days before digging is scheduled to begin. The superintendent shall maintain a copy of the approved digging permit on the site and shall provide a copy to all SubContractor(s) who shall also maintain a copy on site during digging operations.
i. Responsibilities for Utility Locating:
State Maintenance Supervisor: The State Maintenance Supervisor will provide the Contractor with an installation map indicating the location of underground utilities as available on as-built drawings to be used as a general planning guide by the Contractor. State Maintenance personnel will coordinate with the Contractor at the
Contractor’s request to “field locate” the approximate locations of known utilities (telecommunications & water).
Contractor: The Contractor shall notify the commercial locator service if commercial utility service is known or suspected to be within the work area. The Contractor shall stake out the limits of excavation prior to submitting the digging permit, if applicable. Based on the approximate utility locations determined in Paragraphs 4.71 above, the Contractor must determine the exact location of all utilities indicated to be within the work area before digging. The Contractor shall use electronic sensors, rodding, hand digging, witching and/or other methods deemed appropriate by the Contractor for locating utilities.
ii. Responsibility for Damaged Utilities:
State Maintenance Personnel: will be responsible for the repair/replacement of any utility damaged by the Contractor if utility was not indicated on the digging permit or if the utility is more than six
(6) feet from the indicated location.
The Contractor shall repair/replace any utility that is within the six (6) feet of the indicated location and damaged by the Contractor’s operations. All repairs shall be performed within 24 hours from the time of breakage unless otherwise directed by the Contracting Officer. Notify the Contracting Officer or his/her Representative immediately of breakage. Repair materials shall be approved by the Contracting Officer.
The Contractor shall identify, in writing, one or more authorized job site representatives, who shall be on the job site at all times during work operations.
18. Environmental/Cultural Issues:
a. The Contractor must comply with all cultural resource laws and regulations, including the National Historic Preservation Act and the Archaeological Resource Protection Act. If any discovery of an archaeological artifact or features such as but not limited to structure foundations, pier stones, old glassware and ceramic ware, old building remnants, Indian arrowheads, Indian axe heads (adzes), stone tools, crock ware, metal objects, etc. or human remains while performing the work outlined here the CONTRACTOR will immediately cease all work within 30 yards of the area of the discovery and contact the CA-DPW- ENV. Ground disturbance may only resume under the direction of the
CA-DPW-ENV.
b. The CONTRACTOR shall be responsible for obtaining and complying with NPDES, Rule 5 Erosion control permits. The CONTRACTOR will obtain all required permits prior to the initiation of construction. All fees associated with permitting shall be at the CONTRACTOR's expense
i. No open fires will be allowed without coordination with the CA-
DPW-ENV
c. Construction and Demolition:
i. Excess material resulting from excavation, demolition, and construction which is not identified to remain or be salvaged, shall be removed from the installation and relocated by the CONTRACTOR. At a minimum, recyclable construction and demolition debris that are taken offsite shall be diverted from the non-hazardous solid waste stream (reused/recycled) IAW IC 13-20-25 and Executive Order 13514.
ii. Environmental Requirements: The CONTRACTOR will be in compliance with all Federal, State, and Local laws, regulations, policies and procedures to include air, water, and solid waste requirements, and shall research and prepare necessary permit applications.
Effective 23MAR2016 Atterbury-Muscatatuck has adopted the requirements set forth in FAR 52.223-9 and 52.223-10. The CONTRACTOR shall perform demolition work that complies with this waste reduction initiative, maintain accurate logs related to construction debris, and assemble associated documentation required for close-out procedures on for this project. All disposal weights shall be provided by the CONTRACTOR to DPW COR via tipping fees or disposition receipts throughout the course of the project. Copies are to be maintained by the CONTRACTOR and log to assemble final tabulation at the end of the project.
