About this file
This is an Invitation to Bid (ITB) document for Volusia County, Florida, soliciting qualified contractors to provide backflow prevention device testing, certification, maintenance, repair, and installation services across county-owned facilities. The scope of work encompasses annual testing of double check valves, pressure vacuum breakers, and reduced pressure zone devices in compliance with Florida Department of Environmental Protection regulations and local municipal requirements. Services also include diagnostic repairs, cost estimates, and installation or replacement of backflow devices for both potable and reclaimed water systems. The contractor must meet performance timelines of 14-21 calendar days for annual testing requests, 72 hours for normal service requests, and 12 hours for emergency services, with test results and certification documentation submitted within 14-21 days of completion in digital format (Excel or PDF).
The contractor must maintain a Backflow Assembly Tester Certification and Florida Plumbing Contractor License, with all certifications submitted to the County and applicable municipalities as required. The contractor is responsible for providing all labor, supervision, materials, tools, testing equipment, transportation, and mobilization costs, with permit costs pre-approved and reimbursed at actual cost with documentation. Invoicing shall be submitted separately per site within 30 days of service completion and must detail service type, labor hours, materials, and applicable permit costs. The contractor assumes full liability for water system contamination, property damage, and improper installation or testing, and is responsible for all job-site safety. The County reserves the right to add or remove service locations and adjust quantities without guaranteeing minimum volumes.
