REQUIREMENT DESCRIPTION:
The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (RV) is interested in receiving proposals from offerors to enhance the modeling, simulation, and analysis (MS&A) capabilities of the Modeling, Simulation, Evaluation, & Analysis Program (MSE&A). The MSE&A Program develops modeling and simulation software tools that support technology assessments, flight experiment trades, technology research and development, and investment decision analysis. MS&A supports five Space Vehicle (RV) Directorate Technical Areas (TAs) by providing the tools and analyses needed to demonstrate and validate emerging technologies. The RV TAs are: Space Situational Awareness (SSA), Defensive Space Control (DSC), Responsive Space (RS), Intelligence, Surveillance, and Recognizance (ISR), and Counter Space Studies (CSS).
The three objectives of this Call are: (1) to develop new and enhance existing MS&A simulations, tools, and models in which data is generated, collected, analyzed, and presented to support directorate-level technology investment decision-making; (2) to provide R&D analysts with private "cloud" processing capabilities for computationally intensive projects, that is, leverage web services to remotely execute MS&A tools, and (3) to provide MS&A tools which allow R&D analysts to complete engineering studies for AFRL flight experiments. Each of these goals is described in more detail below.
(1) Develop New and Enhance Existing MS&A simulations, tools, and models:
In order to provide the best possible analysis support, MSE&A requires enhancement of the branch’s various simulations, tools, and models, as well as research leading to the development of new simulations, tools, and models. Examples of existing tools are System Effectiveness Analysis Simulation (SEAS), Tool, Visual Signal Generator (VISIG), System Simulation Toolkit (SST), Time Domain Analysis Simulation for Advanced Tracking (TASAT), and visible and IR synthetic scene generators, as well as Satellite tool Kit (STK), Matlab, and Satellite Orbit Analysis Program (SOAP). Many of these tools were developed in Fortran, C++, Java, etc.
(2) Provide R&D analysts with private "cloud" processing capabilities for computationally intensive projects, that is, leverage web services to remotely execute MS&A tools:
MSE&A is interested in research leading to a State-of-the-Art Modeling & Simulation Architecture. Research starts with designing and prototyping an innovative state-of-the-art M&S architecture within an enclave test facility. The components of this facility, both hardware and software, are wholly contained within an enclave test environment with no connectivity outside of the enclave. Physically the enclave is expected to expand to include several buildings within a “compound” and eventually expand to a “virtual compound” linked via wide bandwidth intranet copper/fiber connection.
The research approach should be based on the Software-as-a-Service (SaaS) model capable of dynamic information delivery with emphasis on web services while having access to existing cluster and grid computing capabilities. The approach should be capable of hosting web applications as well as web services. The solution must incorporate legacy simulations, a variety of computing operating systems (UNIX, Linux, MacOS, Microsoft Windows (VISTA, Server)), databases (SQL Server, MySQL, Access), and computationally intensive applications written in FORTRAN, C, C++, C#, Java, and MatLab. The solution should leverage existing hardware and software, design and procure additional hardware, COTS software, and design and develop web-service wrappers, grid computing, or similar software as required. The approach should also incorporate state-of-the-art network authentication and security approaches.
A key SaaS objective is to provide R&D analysts supporting flight programming and RV research the ability to reach M&S tools and leverage “private cloud” processing capabilities for computationally intensive projects. Secondarily, the goal is to provide R&D analysts an architecture that supports testing and evaluation of software tools that are made available via a SaaS model. Achieving these goals will enable M&S applications to be available from anywhere within a Rapid Enclave Development Cloud. Any solution should carry forward MS&A software tools that are currently being used by the program and should be adaptable, that is, provide for integration of additional tools. A secondary objective is to provide computer hardware, associated COTS tools, and simulation presentation equipment that are required to support the SAAS.
(3) Provide MS&A tools which allow R&D analysts to complete engineering studies for AFRL flight experiments :
MSE&A supports AFRL flight experiments by providing assistance in experiment design, system and subsystem modeling, technology trades, anomaly resolution, systems engineering, flight experiment mission planning, and software development. MSE&A utilizes various MS&A tools in order to complete these studies. The contractor will be expected to provide engineering trade studies and deliver additional tools which allow MSE&A to support the flight experiments.
Also, interaction with incumbent MSE&A contractors and other contractors is required, including ATK Mission Systems, Photon Research Associates (a subsidiary of Raytheon), and Advatech Pacific Corporation. Nondisclosure Agreements (NDAs) may be issued.
