BAA-VS-07-02
Air Force Research Laboratory/Directed Energy/Space Vehicles Directorate
PROPOSAL CALL ANNOUNCEMENT (CALL) 0002
BROAD AGENCY ANNOUNCEMENT TITLE: Simulation and Technology Assessment
BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-VS-07-02
PROPOSAL CALL ANNOUNCEMENT (CALL) TITLE: Develop Software Analysis Tools for Space Situational Awareness
PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER: 0002
TECHNICAL POINT OF CONTACT: The technical point of contact for this CALL is Ross Wainwright, AFRL/RVES, Kirtland AFB, NM, Phone 505-853-4123, Fax 505-853-4760, Email ross.wainwright@kirtland.af.mil.
CONTRACTING POINTS OF CONTACT: The contracting points of contact for this CALL are:
Contract Specialist: Theresa Erickson, Det 8 AFRL/RVKI, Kirtland AFB, NM, Phone 505-853-8273, Fax 505-853-2804, Email: theresa.erickson@kirtland.af.mil Contracting Officer: Geralyn M. Warner, Det 8 AFRL/RVKI, Kirtland AFB, NM, Phone 505-846-6189, Fax 505-853-2804, Email: geralyn.warner @kirtland.af.mil
REQUIREMENT DESCRIPTION:
The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (VS) is interested in receiving proposals from offerors to perform Technology Assessments (TA), conduct flight experiments with modeling, simulation, and analysis (MS&A), and provide software support in order to demonstrate and validate emerging technologies that benefit Space Situational Awareness (SSA) efforts. Solutions may include the use/modification/development of commercial off the shelf (COTS) Technologies. TA includes quantifying technology performance at the physics/engineering level, inserting the model into a system simulation, and evaluating performance at the systems-to-mission-to-campaign levels. It covers developing Concepts of Employment Concept (COE) and performing Military Utility Analysis (MUA) studies to quantitatively assess the technology’s military value or utility, using metrics such as value modeling and deriving Measures of Performance. It may also require inserting the technology/system models/software into wargame and virtual exercise simulations for warfighter interaction and feedback or into hardware-in-the-loop simulations.
Software developed by the contractor under this CALL will provide simulated real-time modeling and visualization of space operations and may use state-of-the-art COTS tools. Software will provide a methodology to develop, define, and evaluate tactics, techniques, and procedures. The software will support interaction between algorithms and strategies developed in C++ or Perl, for example, and orbit propagation software. These simulations will enable the evaluation of advanced SSA and DCS concepts that support, but are not limited to: space object maneuver detection, direct assent detection, co-orbital space object detections, and ISR.
The software will enable modeling of blue satellites and blue asset sensors and other payloads showing integrated systems capabilities and near-space vulnerabilities. The user will be able to select modeling fidelity and to compute sensor and spacecraft requirements needed to meet mission requirements. Realistic models of spacecraft and spacecraft sensor hardware can be used to develop new concepts in Satellite Operations and to support Technology Assessments. Models will include what faults and how faults manifest themselves in a spacecraft or sensor. Models will include the effect and probability of a fault, enabling Monte Carlo Simulations. Development of modeling capability will include researching, testing, and integrating emerging non-proprietary sensor data standards. Attention will be given to data standards used to construct the models.
The goal is to provide data for directorate-level technology investment decision-making. MS&A support to flight experiments ranges from experiment and scenario definition, systems engineering, risk mitigation, cost modeling, technology/design trades, launch vehicle selection, system/subsystem performance modeling, and visualization of the mission operations, scenarios, and detailed vehicle behaviors.
ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY 08: $2M. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is 15 months in duration. The period of performance is to be proposed in the format “includes 12 months for technical effort and 3 months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MDT on 27 June 2008. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).
CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov and/or Grants.gov/FIND http://www.grants.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.
ANTICIPATED AWARD DATE: 31 July 2008 INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
DELIVERABLES ITEMS:
The intent of this project is described in the Requirement Description above. Offerors should propose data, hardware, and/or software deliverables consistent with tracking progress, verifying performance, and otherwise establishing the objectives of the project. Monthly technical and financial Status Reports and a Final Technical Report in accordance with PRS Pamphlet 61-201, Preparation of the Final Report, are required data items.
OTHER RELEVANT INFORMATION:
1. Program security classification for this CALL is Secret.
2. ITAR/Export Control: Research areas may involve technology that is subject to U.S. Export Control Laws. Therefore, only offerors who are certified by the Defense Logistics Information Service (DLIS) may submit proposals. For questions, contact DLIS on-line at hhtp://www.dlis.dla.mil/jcp or at DLIS, US/Canada Joint Certification Center, Federal Center, 74 North Washington, Battle Creek MI 49017-4312, (800) 352-3572. It is envisioned that the developed item may trigger ITAR and Export Control restrictions. Offerors should explain how ITAR and Export Control restrictions will be met in the context of their development, manufacturing, and marketing strategy. Status Reports and the Final Technical Report are assumed to be under ITAR restrictions (DD Form 2345 required).
3. Government furnished property, equipment, or facilities needed for this requirement should be specified in the proposal.
APPLICABILITY OF BASELINE BAA: All requirements of BAA-VS-07-02 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-VS-07-02, refer to the initial opened-ended BAA as amended. It contains information applicable to all CALLS issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the points of contact identified above.
