REQUIREMENT DESCRIPTION:

The Air Force Research Laboratory is soliciting proposals in Radiation-hardened Reliable Electronics under Topic 1, subparagraph (1) of Space Electronics Technology Broad Agency Announcement VS-06-05 posted on 22 September 2006. See the following for detailed information:

CALL 0012

Topic 1, Subparagraph 1, Radiation-hardened Reliable Electronics.

AFRL is soliciting proposals in Radiation-hardened Reliable Electronics, subparagraph (1), specifically in the area of:

Radiation characterization of promising new devices and technologies with potential for application in space and nuclear radiation environments (includes methodologies of test administration, data acquisition, and data reduction).

Development and Execution of Radiation Test Projects for Advanced Space Electronics A. The Air Force Research Laboratory Space Electronics Branch (AFRL/RVSE), is requesting proposals (technical and cost/business) in response to this call under the subject Broad Agency Announcement (BAA). The primary objective of this BAA is to conduct innovative experiments to identify operational procedures, test procedures, analytical techniques and test hardware that will advance the state of the art in the analytical and experimental capabilities of the AFRL/RVSE Radiation Effects Laboratory (REL), located at Kirtland AFB, NM, for radiation and electronic characterization and validation of advanced micro/nano-electronics for space applications. The successful offeror will be responsible for scheduling and operating the radiation test resources of the AFRL/RVSE REL in the conducting of experiments to ensure timely evaluation of high payoff space microelectronics in support of future DOD space systems.

B. This effort requires the development of characterization and validation methods and procedures followed by testing within the independent AFRL/RVSE REL. This laboratory’s objective is to execute the radiation response characterizations and validations of advanced microcircuits. It includes the analysis of test results to identify physical mechanisms responsible for the radiation response. The data and analyses produced by this laboratory are vitally important in determining the overall performance and radiation hardness of micro/nano-electronics for use in space applications. The types of devices to be tested include but are not limited to: volatile and non-volatile memories, microprocessors, ASICs (application specific integrated circuits), ADCs (analog-to-digital converters), and analog functional blocks (e.g., operational amplifiers, comparators, voltage regulators, etc.). AFRL/RVSE REL is an independent evaluator of industrial claims of product performance.

C. This technical effort anticipates the following areas: (1) devising experiments to determine the radiation response of advanced micro/nano-electronics and documenting them in a test plan, (2) performing pre- and post-irradiation characterization for advanced microelectronics using one or more of the following instrumentation capabilities -- (a) the Keithly 4200 Semiconductor Parameter Analyzer and Keithly 7002 Switch Matrix, (b) the Tekronix TLA 715 logic analyzer and TDS 5054 Oscilloscope, (c) the Credence ASL 1000 mixed signal tester, (3) performing radiation experiments on advanced microelectronics as listed previously using one or more of the following AFRL/RVSE REL radiation sources: (a) the Febetron 705 flash X-ray , (b) the ARACOR X-ray source and wafer probe system, (c) the LEXR X-ray source, and (d) the Co-60 irradiation facility, and (4) documenting the experimental results in a test report. Execution of the radiation experiment shall include operation of the source, performing dosimetry using the Harshaw TLD 3500 system, and performing post-irradiation electrical characterization. A minimum of one member of the contractor’s technical staff must possess and maintain a Cobalt-60 certified source operator’s license as outlined by the Nuclear Regulatory Commission. Relevant experience will be an indicator of technical merit.

ANTICIPATED FUNDING (Topic 1, Subparagraph 1): Anticipated funding for this CALL (not per contract or award) is FY08: $75,000; FY09: $100,000; FY10: $125,000. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.

PERIOD OF PERFORMANCE (Topic 1, Subparagraph 1): The anticipated period of performance for individual awards resulting from this call is 24 months for technical effort and 3 months for Final Report preparation.

Page Limitations: The technical proposal including the C-SOW shall be limited to 20 pages single spaced, double-sided, 8.5 by 11-inch pages. Select an easy to read font no smaller than 12 pitch fixed or proportional font size 10 or larger. Smaller type may be used in figures and tables as long as it is clearly legible. The page limitation includes all information i.e., indices, photographs, foldouts (2 page), appendices, attachments, resumes, C-SOW, etc. Each printed side counts as one page. Blank pages, title pages, tables of content, lists, tabs or cover sheets are not included in the page count. The Government will not consider pages in excess of this limitation.

PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 1:00 p.m. MDT on 21 April 2008. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

Proposals for FAR type contracts Shall be submitted to:

Det 8 AFRL/PKVE, Attn: Jill Mahdessian, 2251 Maxwell St SE, Bldg 424, Kirtland AFB NM 87117-5773. Proposals sent to any inappropriate address are ineligible for award. Proposals sent via facsimile or electronic means will not be accepted.

CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov and/or Grants.gov/FIND http://www.grants.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a CPFF as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. There are no grant or cooperative agreement opportunities for this CALL. A model contract will be provided to the apparent successful offeror for review and comment as part of the BAA solicitation and award process.

ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.

ANTICIPATED AWARD DATE: on or about 7 July 2008.

INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact (by e-mail) if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

Offerors are expected to provide their test results and analysis through submission of Test Plans and Test Reports. Briefing material, Monthly Technical and Financial Status Reports and a Final Technical Report in accordance with PRS Pamphlet 61-201, Preparation of Final Report, may be required data items.

OTHER RELEVANT INFORMATION:

1. Program security classification for this CALL is UNCLASSIFIED.
