3.0 REQUIREMENT DESCRIPTION:
Applicable Technical Areas from BAA–RVKD-2014-0003:
Technical Area 6 – NextGen HPEM
The Air Force Research Laboratory (AFRL) anticipates awarding a single award IDIQ contract with Cost-Plus Fixed-Fee (CPFF) completion form task orders in the technical area of NextGen HPEM. The objectives of this technical area are to participate in research of various technologies required for High Power Microwave Systems such as: 1) Tunable HPEM oscillators, 2) Broadbandwidth HPEM amplifiers, 3) Increased efficiency sources, 4) Radiating structures for these sources, and 5) Recommended infrastructure research to safely investigate these new HPEM technologies including repetitive pulsed power, Electromagnetic Interference (EMI), and ionizing and nonionizing radiation. These efforts shall include analytics, simulation, developmental design drawing, component fabrication, system assembly and operational checkout for pulsed power drivers required for HPEM devices, vacuum electronics including vacuum diodes and microwave circuits, and HPEM loads/interfaces/antennas. The contractor shall also support all research with diagnostics, data acquisition, and laboratory preparation.
4.0 ANTICIPATED FUNDING:
4.1 Anticipated funding per Task Order (not per contract or award) is as follows:

The above funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs, including bid preparation costs.
5.0 PERIOD OF PERFORMANCE:
The ordering period for the resultant Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be 60 months. The anticipated period of performance for Task Order (TO) 0001 which will be awarded with the Basic IDIQ for this CALL will be 45 months for technical effort and three (3) months for Final Report preparation.
6.0 PROPOSAL DUE DATE AND TIME:
The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. Mountain Daylight Time (MDT) on 10 June 2016. Proposals for any other Technology Area identified in the baseline BAA will not be accepted at this time, unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).
7.0 CALL AMENDMENTS:
Offerors should monitor FedBizOpps http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
8.0 TYPE OF CONTRACTS/INSTRUMENTS:
The Air Force anticipates awarding a single Basic IDIQ contract with Cost-Plus-Fixed-Fee (CPFF) completion form task orders. Successful offerors are required to have an accounting system considered adequate for tracking costs applicable to the contract. The minimum ordering amount for an IDIQ award will be $100K. The overall maximum ordering amount per task order will be $15M with a maximum of $38M for all task orders in the aggregate. The anticipated value of TO 0001 is $12M.
The Air Force reserves the right to award the instrument best suited to the nature of research proposed in this CALL.
9.0 ANTICIPATED NUMBER OF AWARDS:
The Air Force anticipates awarding one contract as a result of this CALL. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.
10.0 INTENT TO PROPOSE:
Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

12.0 OTHER RELEVANT INFORMATION
12.1 The Basic IDIQ and TO 0001 proposals will be evaluated in accordance with the evaluation criteria specified in the BAA-RVKD-2014-0003, Amendment 2, dated 14 Jan 16, Paragraph V(1) Evaluation Criteria. This information can be found at FedBizOpps http://www.fbo.gov. The overall evaluation of the Basic IDIQ is of equal importance as the evaluation of TO 0001.
12.2 Upon award of the Basic IDIQ contract and TO 0001, the Government contemplates awarding subsequent task orders within the general scope of the basic effort to the one awardee.
12.3 Contract Security Classification Specification- TO 0001 effort requires a Top Secret facility clearance and safeguarding capability. A DD254, Contract Security Classification Specification is required during the performance of this effort. (Attachment 3, Draft Contract Security Classification Specification, DD Form 254).
12.4 Government Furnished Property- The following Government Furnished Property will be provided upon contract award: See BAA-RVKD-2014-0003, Call 0005, Attachment 7.
13.0 APPLICABILITY OF BASELINE BAA
All requirements of BAA RVKD-2014-0003 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA RVKD-2014-0003, refer to the Baseline BAA Announcement, Amendment 2. 14.0 PROPOSAL SUBMISSION:
All proposal submissions should be in accordance with BAA RVKD-2014-003, Paragraph IV, with the exception of the following specific instructions:
Each offeror shall submit one Technical/Management proposal that addresses the Basic IDIQ Statement of Objectives (SOO) and one Technical/Management proposal for Task Order (TO) 0001 SOO. Furthermore, offerors shall include one Statement of Work (SOW) for the Basic IDIQ and one SOW for TO 0001. Please reference the chart below for details.

Microsoft Word format, 10-point Arial, double-spaced, double-sided (each side = 1 page), 8.5 x 11 in., 1” margins on all sides (See BAA RVKD-2014-003 for reference.)
Please note: The Government will check the proposal and SOW for conformance to the stated requirements. Any pages in excess of the stated page limitation after the format check will not be considered.
Offerors must submit with a cover letter, one-original hard copy of the Technical/Management Proposals and one-original hard copy of the Cost/Business Proposal. A CD with the Microsoft Word version of your Technical/Management Proposals, Cost/Business Proposal, and the SOWs must be submitted and must match the hard copy. Proposals shall be submitted to the Contracting Point of Contact identified below at the following address. Proposals sent via facsimile or electronic means will not be accepted.

15.0 WORK AUTHORIZATION
Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until appropriate contractual actions are taken to add the work to the contract. Any work performed or expense incurred prior to that time (including bid and proposal costs) will be at your own risk.
