STATEMENT OF OBJECTIVES (SOO)

BASIC IDIQ & TASK ORDER 0001

“HPEM SOURCE RESEARCH”

1.0 BACKGROUND INFORMATION:

The Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), High-Powered Electromagnetics Division (RDH), located at Kirtland AFB, is the Air Force’s Center of Excellence for research in High Powered Electromagnetic (HPEM) technology and functions as the Air Force Materiel Command’s center for HPEM technology development, acquisition, transformation, and support.

AFRL/RDH is composed of highly specialized research facilities and HPEM scientists and engineers that work in close partnership with the AF, DoD, and industry to provide innovative technologies.

The HPEM Sources for the Next Generation Program conducts research that addresses the Air Force and DoD requirements for HPEM technologies. This program aims to develop successful HPEM source technologies and components necessary to address future mission requirements. In addition, this program researches the Physics of HPEM technologies such as tunable high power oscillators, broad frequency bandwidth high power amplifiers, structures to radiate the generated high power pulse, and ancillary technologies such as pulsed power, cathodes, System Engineering and safety. The program has been successful in developing and demonstrating the potential for HPEM systems to provide game-changing capabilities in combat operations.

2.0 GENERAL DESCRIPTION AND SCOPE OF WORK TO BE PERFORMED

Applicable Technical Areas from BAA-RVKD-2014-0003:

Technical Area 6- HPEM Source Research

This Statement of Objecitves (SOO) is for offerors to propose research for an Indefinite Delivery Indefinite Quantity (IDIQ) type contract in the area of HPEM Source Research. The contractor shall participate in research of various technologies required for High Power Microwave Systems such as: 1) Tunable HPEM oscillators, 2) Broadbandwidth HPEM amplifiers, 3) Increased efficiency sources, 4) Radiating structures for these sources, and 5) Recommended infrastructure research to safely investigate these new HPEM technologies including repetitive pulsed power, Electromagnetic Interference (EMI), and ionizing and nonionizing radiation. These efforts shall include analytics, simulation, developmental design drawing, component fabrication, system assembly and operational checkout for pulsed power drivers required for HPEM devices, vacuum electronics including vacuum diodes and microwave circuits, and HPEM loads/interfaces/antennas. The contractor shall also support all research with diagnostics, data acquisition, and laboratory preparation.

These activities shall be completed in cooperation with government scientists and engineers conducting this research.

3.0 OBJECTIVES OF WORK TO BE PERFORMED:

IDIQ Objectives:

The contractor shall develop apparatus and plans for experiments demonstrating HPEM technologies. This shall include recommending new, or modification of, existing equipment, building new components, conducting safety analyses and preparing safety permits, obtaining specialized items required for safely conducting experiments in our laboratories.

The contractor shall perform laboratory preparation and provide daily operation of experimental hardware in conjunction with government researchers. The contractor shall furnish all design drawings to government related to these experiments, including certified engineering approval of new items such as pressure vessels.

The contractor shall work with government personnel and other researchers to setup, design, simulate, develop, fabricate, experiment with, and analyze High Power Microwave (HPM) components for eventual use in HPEM systems. The definition of components includes, but is not limited to, vacuum diodes, pulsed power interfaces, pulsed power components (such as capacitors, Pulse Forming systems, pulsed power drivers), timing and triggering components, pulsed power diagnostics, HPM diagnostics, HPM loads, and antennas. Developmental evaluation of these components requires a variety of equipment, techniques, and measurements which the contractor shall review with government personnel to ensure fidelity of testing to the achieving of the technical objectives.

The contractor shall work with government researchers to evaluate and integrate these HPEM technologies as they mature into future systems. This shall include consideration of System Engineering issues.

Task Order 0001 Objectives:

1) Develop Tunable HPEM Oscillators -Research and development of Tunable HPEM Oscillators with greater than 10% bandwidth.

-Tunability must be demonstrated with no significant change in output power.

2) Develop HPEM Amplifiers -Research and development of Broadbandwidth HPEM Amplifiers with a minimum of 10% bandwidth.

-Bandwidth must be demonstrated with no significant change in output power.

3) Increase efficiency sources -Research of HPEM sources with greater than 40% efficiency.

4) Develop broadbandwidth Radiating Structures for these types of Sources compatible with anticipated platforms -Must be compatible with the frequency content of the HPEM source.

-Must be compatible with the power of the HPEM source.

5) Recommended Infrastructure Research to include:

-Ancillary technologies such as cathodes or magnetic field system for the investigated HPEM system.

-Safety considerations for the experiments or laboratory to enable researching such HPEM systems.

5.0 BASE SUPPORT:

The offeror will be offered access to AFRL facilities located at Kirtland AFB. These facilities are located where the HPEM research will primarily be conducted, and are tentatively within buildings 322, 323, 903, 909 compound, and 66071. Other locations may be added depending on project requirements.

6.0 CONTRACT SECURITY CLASSIFICATION SPECIFICATION:

TO 0001effort requires a Top Secret facility clearanceand safeguarding capability. A DD254, Contract Security Classification Specification is required during the performance of this effort. (Attachment 3, Draft Contract Security Classification Specification, DD Form 254).

7.0 FOREIGN PARTICIPATION:

Foreign participation is prohibited on this effort.

8.0 CONTRACTOR ACQUIRED PROPERTY:

The offeror should propose Contractor Acquired Property (CAP) as required to fulfill the proposed effort.

9.0 REQUIRED TRAVEL:

Study/expertise/demonstration related work may come from various CONUS locations requiring travel to/from those locations. Furthermore, participation in equipment assessment, equipment removal or transport, system test studies, technical interchange meetings or demonstrations at remote locations, and conference attendance may be required.

10.0 OPERATIONS SECURITY CONSIDERATIONS:

The Security Classification Guide (SCG) for Counter Electronics SCG (15 February 2012) will apply to this effort and can be provided upon request. All applicable health, safety, and environmental regulations will also apply.

11.0 CONTRACT HOLIDAYS:

Contract Holidays: The prices/costs include holiday observances; accordingly, the Government will not be billed for such holidays, except when services are required by the Government and are actually performed on a holiday. The following days are contract holidays:
