Please provide written inputs to the contracting office in Word or PDF format by
May 29th, 2017. Try to keep responses to questions 1-9 less than two pages total.
1. Does the proposal requirements description (section I-1.3 though I-1.10) clearly explain and outline the technologies desired in the BAA? Are the requirements too restrictive or too broad?
2. Does Call 3 clearly illustrate the two-step process of first white papers and then invited full proposals? Is there are confusion between what defined a white paper and what defined a full proposal?
3. Are page limits too generous for each sections III-2.3 and III-2.4? If so, what would you suggest and why?
4. Are the appendicies clear and match information desired without being too rigid?
Is the formatting requirements (section III-2.1) clear?
5. Are any of the requirements too challenging for the given timeline and funding? If so, what, why, and how would you change them?
6. Are any of the proposal requirements (general or subtopic) overly burdensome? If so, suggest ways to reduce the burden.
7. Are there any changes to the proposed CDRLs (additions, subtraction, modifications, or changing the frequency)?
8. The plan is to award CPFF contracts with a FPP final report sections. Are there any concerns with that plan or any lessons learned from MAST Call 1 experiences?
9. Any other comments or concerns about the draft BAA or draft Call 3?
