A. DEFENSE FAR SUPP CONTRACT CLAUSES IN FULL TEXT
252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause-
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web- Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).
Cost Voucher.
Note: If a “Combo” document type is identified but not supportable by the Contractor’s business systems, an “Invoice” (stand-alone) and “Receiving Report” (stand-alone) document type may be used instead.)

The payment office shall make payment from each ACRN in accordance with the amounts invoiced by CLIN/SLIN/ACRN as referenced on the contractor's invoice in Wide Area Workflow (WAWF).
This requirement includes support for multiple programs with independent budgets and funding lines.
These funding lines are NOT interchangeable and it is critical that the Paying Office pay in accordance with the ACRNs and SLINs noted on the contractor's invoices. To do otherwise could result in a misappropriation of funds.

252.232-7007 LIMITATION OF GOVERNMENT'S OBLIGATION (MAY 2006) - ALTERNATE I (MAY

ALTERNATE I (MAY 2006).
(a) Contract line item _____ is incrementally funded. The sum of ______ is presently available for payment and allotted to this contract. An allotment schedule is contained in paragraph (j) of this clause.
(b) For item(s) identified in paragraph (a) of this clause, the Contractor agrees to perform up to the point at which the total amount payable by the Government, including reimbursement in the event of termination of those item(s) for the Government's convenience, approximates the total amount currently allotted to the contract. The Contractor is not authorized to continue work on those item(s) beyond that point. The Government will not be obligated in any event to reimburse the Contractor in excess of the amount allotted to the contract for those item(s) regardless of anything to the contrary in the clause entitled "Termination for Convenience of the Government." As used in this clause, the total amount payable by the Government in the event of termination of applicable contract line item(s) for convenience includes costs, profit, and estimated termination settlement costs for those item(s).
(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor's best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s). The notification will state
(1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph (j) of this clause, or to a mutually agreed upon substitute date. The notification will also advise the Contracting Officer of the estimated amount of additional funds that will be required for the timely performance of the item(s) funded pursuant to this clause, for a subsequent period as may be specified in the allotment schedule in paragraph (j) of this clause or otherwise agreed to by the parties. If after such notification additional funds are not allotted by the date identified in the Contractor's notification, or by an agreed substitute date, the Contracting Officer will terminate any item(s) for which additional funds have not been allotted, pursuant to the clause of this contract entitled "Termination for Convenience of the Government."
(d) When additional funds are allotted for continued performance of the contract line item(s) identified in paragraph (a) of this clause, the parties will agree as to the period of contract performance which will be covered by the funds. The provisions of paragraphs (b) through (d) of this clause will apply in like manner to the additional allotted funds and agreed substitute date, and the contract will be modified accordingly.
(e) If, solely by reason of failure of the Government to allot additional funds, by the dates indicated below, in amounts sufficient for timely performance of the contract line item(s) identified in paragraph (a) of this clause, the Contractor incurs additional costs or is delayed in the performance of the work under this contract and if additional funds are allotted, an equitable adjustment will be made in the price or prices (including appropriate target, billing, and ceiling prices where applicable) of the item(s), or in the time of delivery, or both. Failure to agree to any such equitable adjustment hereunder will be a dispute concerning a question of fact within the meaning of the clause entitled "Disputes."
(f) The Government may at any time prior to termination allot additional funds for the performance of the contract line item(s) identified in paragraph (a) of this clause.
(g) The termination provisions of this clause do not limit the rights of the Government under the clause entitled "Default." The provisions of this clause are limited to the work and allotment of funds for the contract line item(s) set forth in paragraph (a) of this clause. This clause no longer applies once the contract is fully funded except with regard to the rights or obligations of the parties concerning equitable adjustments negotiated under paragraphs (d) and (e) of this clause.
(h) Nothing in this clause affects the rights of the Government to terminate this contract pursuant to the clause of this contract entitled "Termination for Convenience of the Government."
(i) Nothing in this clause shall be construed as authorization of voluntary services whose acceptance is otherwise prohibited under 31 U.S.C. 1342.

Development of technologies to determine the state of solid rocket motors (SRMs) on an individual basis at any point within their service life (past, present, and future) with an acceptable confidence level in order to enable safe and successful mission completion.
These technologies must reduce the predictive uncertainty of the service life estimate, with negligible impact to other RP21 goals.
2. Topic 1 Requirements: A&S Technology Development
2.1. Technology Development Objectives:
Technology Development Objective: This effort focuses on developing technologies including physics-based models and embedded sensor analysis technologies to meet the RP21 A&S goals. These technologies will appreciably increase our detection, prediction, and/or understanding of aging in SRMs and their safe operation.
2.2. All the technology development efforts shall:
2.2.1. Illustrate reduction of reliance on dissection of motors and depot operations to determine asset viability, and logically lead to the ability to predict the lifetime of an individual solid rocket motor with greater fidelity
2.2.2. Primarily apply to large scale monolithic and segmented SRMs such as may be used for strategic, space launch, and ballistic missile systems, and ideally to tactical missile systems with minimal alterations
2.2.3. Designed for use in environments for tactical and strategic missile systems to include, but not limited to, manufacturing, operational (for example: cyclic temperatures, vibrational loads, wind shear), motor handling, storage, and transport

2.2.5. Surpass accuracy of previously funded efforts (for example: Service Life Prediction Technology [SLPT], Critical Defect Assessment [CDA], Sensors and Applications Modeling [SAM], Non-Destructive Evaluation Data Processing [NDE- DP], and various Advance Missile Propulsion Technology [AMPT] and Missile Component Advanced Technology [MCAT] Task Orders) in the area of SRM health modeling including, but not limited to, AFRL funded efforts.
2.2.6. Develop individual technology derived requirements from program requirements and methods to verify them (inspection, demonstration, test, analysis). The requirements and method are subject to approval by the integrated product team
(IPT)
2.2.7. Exit the Call 1 technology development effort at a minimum of TRL 4
2.2.8. Use open, well documented, and industry accepted standards
2.2.9. Confirm the proposed quantifiable improvement over the current state of the art along with how much they contribute to meeting the RP21 A&S goal and any impacts to other RP21 goals
2.2.10. Develop a proposed concept of operation (CONOPs) for the technology as well as the method that will be used to integrate the technology into the operational system – not just the missile but the overall weapon system
2.2.11. Design technology that is operable, sustainable, supportable, interoperable, modular, and reliable over the expected life time of the system for the operational users
2.2.12. Disseminate the results at JANNAF and/or other relevant forums
2.2.13. Estimate the payoffs to the operational system
2.2.14. Develop a plan to validate and verify technology for a future RP21 demonstration effort
2.3. All technology development efforts that contain computer code/software shall:
2.3.1. Develop a sustainable code following modern software development practices such as version control; modular code; source code documentation; theory, developer, and user manuals; administrator guide; graphical user interfaces (as required); regression suites; verification; and validation.
2.3.2. The code shall be capable of satisfactorily completing functional user testing to include installation and operation on current DoD standard desktop configuration client or DoD server core configuration connected AFRL’s SATURN enclave.
2.3.3. The code shall comply with AFI 33-210 certification and accreditation to including:
2.3.3.1. No CAT I or II finding of Security Technical Implementation Guides
(STIG)
2.3.3.2. Documentation of CAT III finding of STIGs that will be recommended for risk acceptance and the reasoning

2.4. Subtopic 1-1 Requirements: Physics-based modeling and their validation and verification
All the modeling efforts shall:
2.4.1. Clearly define sources of error
2.4.2. Perform a detailed uncertainty and sensitivity analysis of the model
2.4.3. Develop a usable and highly automated code for distribution to the Government and their contractors
2.4.4. Develop a code usable on a high power workstation – either Linux or Windows based
2.4.5. Develop and document the necessary inputs for models throughout the life of the system including test methods for all modeling efforts
2.4.6. Document all outputs from the codes
2.4.7. Validate and verify codes, including development of experimental techniques as necessary
3. Other Requirements:
3.1. Data Rights:
In exchange for paying for development of the data, the Government expects technical data, Non-Commercial Software (NCS), and NCS documentation developed entirely at Government expense to be delivered with unlimited rights. Technical data, NCS, and NCS documentation developed with mixed funding are expected to be delivered with Government purpose rights at minimum.
3.2. Integrated Product Team (IPT):
All efforts resulting from this BAA will operate within an integrated product team (IPT) arrangement led by AFRL. All offerors awarded contracts under this BAA are required to participate in the IPT. In addition to AFRL and all organizations awarded contracts under this effort, participants in the IPT will consist of representatives from academia, other government entities with an interest in this technology, Federally Funded Research, and Development Centers (FFRDC), and other qualified commercial and non-commercial entities upon their request or invitation. The IPT will meet as necessary but at least once per quarter alternating between Edwards AFB and remote meetings (via teleconference, video conferencing, Defense Connect Online [DCO], or other technical means). The nature of the IPT meetings is variable; some IPT meetings are expected to be highly detailed technical briefings, while others are anticipated to be focused on coordinating activities between the Government and each offeror with few formal presentations. It is EXCEEDINGLY desirable that offerors share information at IPT meeting to the greatest extent possible including but not limited to development, technical results, and demonstration plans. In addition to IPT meeting, individual awarded contractors will need to have as needed (based on sized and level of effort) but routines meeting with the Government to discuss progress, schedule, and any ongoing issues.

4.2. Residual Hardware:
Residual hardware deliveries may be required. If applicable, residual hardware will be identified for individual efforts and delivered to AFRL/RQRM upon the completion of the technical effort. Delivery due thirty days after end of technical effort of each contract if there is residual hardware developed.
4.3. Software:
All efforts that develop computer code shall deliver the source and compiled code thirty days after end of technical effort of each contract.
5. Contractor Full-time Equivalent Reporting Addendum:
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting Period: Reporting inputs will be for labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals are available at the Army link at http://www.ecmra.mil.
