***********This announcement does not request any white papers or proposals at this time*********** The following topic is an anticipated requirement for AFRL/RY. A BAA requesting proposals for this topic is anticipated to be published in January 2015.

The anticipated funding listed below reflects estimated funding only. This estimate is not a promise of funding. Funding is uncertain and is subject to change. Changes in availability may occur at the discretion of the Government.

Program Description: The objective of the Spectrum Warfare Assessment Technologies (SWAT) Program is to conduct leading-edge system of systems spectrum warfare applications/advanced technology development. Research will be conducted utilizing a multispectral synthetic battlespace simulation to integrate sensor/EW technologies, identify/resolve technology issues/risks, demonstrate technology applications/benefits and perform rapid technology insertions/transitions.

The SWAT program will facilitate demonstrations and verify value of new spectrum warfare technologies. The objectives include assessing methodologies and simulations for external Department of Defense (DoD) procurement activities related to electronic warfare skill sets. The work will develop and integrate assessment protocols and instrumentation, augmenting agency developmental testing goals in the areas of electronic warfare technology.

General OPSEC procedures, policies and awareness will be required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the lifecycle of any potential contract. The Critical Information List will be provided upon request by the RYOY Information Protection Office. While working on the government installation OPSEC will be provided by the “RYOY Information Protection Office".

The contractor shall be required to deliver all hardware, software, and associated data developed and utilized in the development of any resulting contract. It is anticipated that a BAA providing details into this program will be released in January 2015; the BAA will be made available at www.fbo.gov. Anticipated Contract Type: Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) contract with Task Order(s) is contemplated.

Anticipated Funding: $49,500,000 Ceiling Place of Contract Performance: Air Force Research Laboratory (AFRL), Sensors Directorate, Wright-Patterson Air Force Base, OH Set Aside: None NOTE: Industry Day: AFRL/RYWD will host an Industry Day to include a tour of the AFRL IDAL Laboratory facilities for the Spectrum Warfare Assessment Technologies (SWAT) Program on 3 December 2014, tentatively 10:00 A.M. to 12:00 P.M. local time. These facilities are available for performance of the effort and the tours are intended to provide potential offerors with the additional benefit of viewing the laboratories and equipment. Potential offerors are not required to participate in the tours to be eligible for consideration. This event is limited to interested representatives of U.S. Government agencies and U.S. contractors only. NO FOREIGN PARTICIPATION is allowed.

This acquisition involves data that is subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) and have a legitimate business purpose may participate in the tour. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-352-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Militarily Critical Technical Data Agreement, with your proposal.

Pre-registration e-mails must be received no later than close of business 25 November 2014. Entities/firms/organizations are limited to two (2) participants due to limited space. For base access (gate passes) pre-registration emails must include the following information for each individual attending:

•Visitor’s full name as it appears on their driver's license (no nicknames i.e. Bill instead of William)

•Valid e-mail address for the visitor

•Visitor's full driver's license number and the state of issue Each individual must have a visit request submitted through JPAS, no later than close of business 1 December 2014, using the following information:

•Reason – RFCM IDAL Discussions

•SMO Code – WE1MFSDH6

•Meeting & Security POC – Philippe Duvelle, philippe.duvelle@us.af.mil, 937-528-8935 (DSN 798) It should be noted that questions will not be entertained during the tour. Request any/all questions be submitted, in writing, to the Contracting POC (Kate Compton) at kate.compton@us.af.mil and copied to the Contracting Officer (Jo Ann Sillaman) at jo.sillaman@us.af.mil no later than 12:00 P.M. local time 15 Dec 2014. These questions and answers will be posted as an amendment to the BAA as soon as practicable.
