BAA-RQKS-2015-0003 Amendment 3 Q&A’s

Question: Can you provide instructions for submitting classified appendices for the

SWAT RFP?

Answer: The SWAT contract requires the use of classified information to properly implement specifics. However general technical approaches are not expected to be classified. As such, the responses to the SWAT BAA should not require any classified information.

Question: Should we follow the BAA Industry Guide outline and numbering OR follow the AFRL SWAT SOO outline and numbering?

Answer: The industry guide provides the proper formatting to be used for responses, as well as various required information categories. However the response should also address the contents of the SOO's.

Question: BAA Attachment 2 (TO-1 SOO) para 1.a. states, "The contractor shall conduct threat/scenario training to familiarize participants with threat/scenario requirements and use."

Does the government expect the contractor to develop the threat training materials and administer the training, or simply administer/instruct government developed threat training? Is the training only for contractor personnel, or will government personnel attend? If contractor-developed and instruction is desired, will specific training objectives be provided, and at what frequency should training materials be developed?

Answer: The intent of this statement is to ensure that the contractor will not only work on threat/scenario development, but also train/brief the government team, customer and other participants, on the threat/scenario RF environment provided to the demonstration system. The frequency of this requirement is on an as-needed basis, and is an integral part of the demonstration process.
