1. TECHNICAL OBJECTIVE

The objective of this effort is to conduct IDAL threat/scenario development research to address sensor technology development for Anti Access/Area Denial (A2AD) sensing applications. This effort provides the simulation research to bring the integrated sensor threat battlefield environment to the laboratory. This effort also provides research to use and apply integrated sensor threat environments to evolve advanced A2AD sensing integrated sensor technologies.

This effort addresses the technology demonstration needs for sensors/EW applied (6.2) and advanced development (6.3) research efforts. This effort also defines threat/scenario development/training needs and roadmaps.

The contractor shall provide a proposal to address the above technical objectives and the following required tasks:

a. Threat/Scenario development and implementation

The contractor shall perform threat/scenario development research to address A2AD sensing requirements. The contractor shall develop threat/scenario training to transfer threat/scenario development and implementation knowledge. The contractor shall conduct threat/scenario training to familiarize participants with threat/scenario requirements and use.

b. Technology assessments and demonstrations

The contractor shall conduct capability assessments and demonstrations using appropriate integrated threat/scenario environments. The contractor shall consider technology and/or system performance, cost, schedule and risk data. The contractor shall perform technology roadmap, planning, and budgeting activities for multiple capability areas such as EGI, GPS, RWR and

Radar.

c. Technology/System Military Value and Interoperability Assessments

The contractor shall conduct technology/system military worth assessments to establish cost benefits of technology transition. The contractor shall conduct technology/system interoperability assessments that include system electromagnetic interference and electromagnetic compatibility.

d. Threat Exploitation Assessments

The contractor shall conduct threat exploitation assessments to discover and define exploitable threat vulnerabilities.

e. Threat Intelligence/Digital Force Projection Development

The contractor shall perform the required work to develop/produce threat intelligence and digital force projection products (such as Multiservice Force Deployment – MSFD) for this effort.

f. Management/Documentation

The contractor shall propose expertise, resources, management, and security efforts required to manage this effort and to accomplish documentation.

2. REPORTING REQUIREMENTS

At a minimum, a monthly status report, respective financial reporting statements, and final report will be required as stated in the Contract Data Requirements List (CDRLs). The contractor may propose additional deliverables as appropriate to the TO or alternate formats.

3. OTHER REQUIREMENTS.

The contractor shall specify and provide a list of travel requirements associated with this Task

Order. This list includes but is not limited to trips to attend conferences which require

AFRL/RY approval.

4. DELIVERABLES

The contractor shall provide data deliverables in accordance with the Contract Data Requirements List (CDRLs) below. No software or hardware items are anticipated for Task Order 0001.

GFP is not anticipated, but may be proposed.

7. SECURITY CLASSIFICATION

A significant portion of this effort will be performed at the SECRET level. Certain key aspects of this task will involve work at the TS/SCI level.

Program Security Requirements: Individuals must be US citizens and may be required to have

SCI DCID 6/4 Top Secret Eligibility based on a SSBI/SBPR to work classified efforts. Work will be required to be conducted within an accredited Sensitive Compartmented Information

Facility (SCIF). Specific security details and requirements will be outlined within future task orders. All classified efforts must be in compliance with the National Industrial Security

Program Operating Manual (NISPOM). Other regulations/policy that may apply to this contract are Information Assurance Workforce Improvement Program (24 Jan 2012 – incorporating

Change 3); Intelligence Community Directives (ICD) 704 and 705; other applicable SCI regulations/policy; other applicable Security Classification Guides (SCG); and other applicable regulations/policy and subsequent revisions.

Provide the following information with proposal submission: CAGE Code, Organization Name, and Security Point of Contract (name/phone number).

8. OPERATIONS SECURITY (OPSEC)

The contractor shall implement the appropriate security levels required to conduct this research effort. General OPSEC procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the lifecycle of the contract. The Critical

Information List will be provided upon request by the RYOY Security Office. While working on the government installation OPSEC will be provided by the RYOY Security Office.

9. SAFETY

The contractor must comply with all Air Force, federal, state, and local safety and environmental regulations. Requires an approved Safety Plan (AFI 91-202 AFRL Sup 1) before any experiment may be conducted outside of a laboratory environment.
