About this file

This is a Scope of Work and Specifications document for roof insulation installation at Building #93 (Vehicle Maintenance Shop) at USCG Base Elizabeth City, with a project timeline of March 2026 and project COR Michael Barclift (Michael.D.Barclift@uscg.mil).

The contractor must provide all transportation, labor, equipment, materials, parts, and supervision to install closed-cell spray foam insulation with an R-value equal to or greater than R-20.0 across approximately 4,928 square feet of ceiling/roof space. The installation requires three inches of spray foam insulation with a "NO BURN" ignition barrier cover for fire safety. The contractor must prep and clean all surfaces, ensure uniform application without peaks or valleys, check for voids and gaps, and protect or cover all equipment and fixtures that cannot be moved to prevent overspray damage. All work must comply with manufacturer specifications, industry best practices, OSHA regulations (29 CFR 1910 and 1926), EPA requirements, and state/local laws. The contractor is responsible for all safety program implementation, site restoration, and debris removal, with final payment contingent on COR approval of job site cleanliness.

Contract submittals include initial and final product data for spray foam and ignition barrier (due within 7 calendar days of award), past performance documentation, a detailed project schedule (due within 15 calendar days), and product warranty information (due within 15 workdays of project completion). Work must be performed during normal base hours (0700–1530, Monday–Friday) unless COR approval is obtained. The contractor must complete all work within 30 workdays from notification to proceed and acceptance of submittals, following mobilization within 10 workdays. Construction Wage Rate Requirements (Davis-Bacon Act) apply. Environmental compliance includes adherence to wastewater discharge permits, spill prevention protocols, waste management per RCRA standards, and pre-approval of all chemicals. A one-year warranty on equipment and labor is required from startup date. The project COR must approve all work scheduling, site visits require three days' advance notice with specific personal information, and all contractor personnel must comply with Base regulations including smoking restrictions and airfield safety protocols.

The Vehicle Maintenance Shop also handles all the maintenance required for fuel trucks and fire trucks. There is currently no roof insulation present in the interior of the building. The project will improve thermal performance, help control condensation & humidity, and protect the existing roof system. This building experiences varied temperature fluctuations and therefore providing roof insulation will have a significantly positive impact to the personnel working in the spaces, especially during extremely cold and hot conditions.
