About this file

This is a Questions and Answers document for RFQ 70Z08126QELIZ0016, issued as of August 10, 2026, addressing inquiries related to a closed-cell spray foam insulation project for the U.S. Coast Guard.

The project involves installing closed-cell spray foam insulation with a "No Burn" ignition barrier on ceiling surfaces. Key technical requirements include a minimum 3-inch thickness as a baseline, with additional thickness required to achieve a minimum R-20 insulation value. The approximate ceiling height is 20 feet at the highest peak in all areas. Electrical conduits attached to ceilings may be covered with spray foam, but junction boxes, heat detectors, and other fire protection devices must remain exposed. Structural steel members do not require insulation. The underside of the mezzanine in the Center Bay will not be sprayed, but the roof/ceiling above the mezzanine will be. Existing substrate repairs, including damaged plywood, roof deck, framing, corrosion, or water damage, are excluded from the base scope.

Operational requirements specify that a maximum of one bay will be out of service at a time, with items from one bay storable in another. The contractor is responsible for posting warning signs and advising the government when areas are safe for re-entry. The completion period is 30 workdays from notification to proceed and acceptance of submittals, with calendar days computed after award. The government will remove vehicles from work areas and provide onsite storage in other bays. Standard electrical service (120 volt, 15-amp, single phase receptacles) is available in each bay. Boom lifts are permitted with the contractor providing all equipment. Prime contractors must submit quotes to Frank.M.Powers@uscg.mil, while subcontractors submit through their prime contractor. The solicitation references FAR 48 CFR 28.307-2(a) for insurance requirements.

Questions and Answers as of August 10, 2026

1. We will be providing a bid on the project for the insulation scope. Our Construct Connect states that "All quotes must be submitted via email to Frank.M.Powers@uscg.mil." However, we received a bid invitation from a GC. Do we bid through them? Also, I see there was a site walkthrough yesterday. I haven't been able to find the attendee list on Construct Connect or

SAM.gov. Would you be able to send a copy to me?

Answer: If you intend to submit a quote as the prime contractor, you must submit it to

Frank.M.Powers@uscg.mil. If you submit a quote through a prime contractor as a subcontractor, you will submit it to them following their instructions. The solicitation and all the documents can be found at www.SAM.gov. SAM.gov is the only official site for posting this and any other federal contract opportunities.

2. Please confirm the required fire rating/test and whether “No Burn” is a specified product or approved equal, including the required thickness.

Answer: There is not a specified product or required thickness for the “No Burn” ignition barrier.

The Contractor shall provide with their quote the Initial Product Data to be used which includes the closed cell spray foam insulation & “No Burn” ignition barrier as a submittal for approval.

3. Please clarify what “system” requires activation flushing.

Answer: The word “system” is a reference to installed systems like a fire main, steam pipes, fuel lines, etc. The Contractor shall not be flushing any systems during this project. However, should the spray foam insulation fall to the deck or any component thereof, it would have to be cleaned up, containerized and not washed down the deck drain. Nothing shall be discharged to a storm drain at any time during the project.

4. Please confirm the completion period: 30 workdays after NTP and submittal approval, or 65 calendar days after NTP.

Answer: The completion period is 30 workdays from notification to proceed and acceptance of submittals, as outlined in the SOW. The actual number of calendar days for Block 11 of the SF-

1442 will be computed after award, will be based on the anticipated period of performance start date, and will take into account holidays and weekends.

5. Please provide the approximate ceiling height in each bay.

Answer: The approximate ceiling height is 20 ft. at the highest peak in all areas.

mailto:Frank.M.Powers@uscg.mil mailto:Frank.M.Powers@uscg.mil http://www.sam.gov/

6. Please confirm the work phasing, maximum bays out of service at once, and required vacancy period after spray foam application.

Answer: The government does not have a preference on which bay to start or end. A maximum of one (1) bay will be out of service at a time. The method will allow items from one bay to be stored/moved to another bay if necessary. The Contractor will be responsible to post warning signs and taping off the area during the installation. The Contractor will be responsible for advising the government when the area is safe for personnel to re-enter after the installation.

7. Please confirm whether the structural steel members require insulation and, if so, identify the appropriate insulation system for the steel surfaces.

Answer: The structural steel members do not require insulation.

8. Please confirm whether electrical conduits attached to the ceiling may be covered with spray foam or must remain exposed.

Answer: The electrical conduits attached to the ceiling may be covered. The Contractor shall not cover any junction boxes, heat detectors or any other fire protection devices.

9. Please confirm who will move vehicles from each work area.

Answer: The government will be responsible for removing vehicles from each work area.

10. Please confirm whether onsite storage will be provided for items removed from the bays.

Answer: Yes. The items removed from one bay can be placed in another bay during the insulation process. The Contractor shall ensure to cover all items that cannot be moved.

11. Please provide the available electrical service, including voltage, amperage, phase, and connection point.

Answer: Standard receptacles…. 120 volt, 15-amp, single phase are available in each bay. The

Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded.

12. Will the use of a lift boom be allowed?

Answer: Yes. A boom lift will be allowed, but the responsibility is with the contractor to provide all equipment.

13. Please confirm whether spray foam insulation is required on the underside of the mezzanine in the Center Bay.

Answer: No. The underside of the mezzanine in the center bay will not be sprayed. However, the roof/ceiling above the mezzanine where parts/hardware are stored will be sprayed.

14. Please confirm that existing substrate repairs, including damaged or deteriorated plywood, roof deck, framing, corrosion, water damage, or other unsuitable existing conditions discovered during surface preparation, are excluded from the Contractor’s base scope and will be addressed separately if encountered.

Answer: Yes, all are excluded from the base scope.

15. Please confirm whether the 3-inch closed-cell spray foam requirement governs the installation thickness or whether additional thickness shall be required wherever necessary to achieve the specified minimum R-20 insulation value.

Answer: 3 inches is a base line, and the Contractor shall provide additional thickness to achieve the specified minimum R-20 insulation value if necessary.

16. The solicitation references FAR 48 CFR 28.307-2(a) regarding insurance requirements;

however, we were unable to locate the minimum required coverage limits within the solicitation.

Could the Government please specify the minimum insurance coverage requirements applicable to this procurement, including the required limits for Workers' Compensation, Employer's

Liability, Commercial General Liability, and Automobile Liability? If a Certificate of Insurance

(COI) is required after award, please also confirm whether any additional endorsements or insured party requirements will apply.
