Water Softener Equipment Replacement Project

1) SCOPE:
The Contractor shall provide ALL supervision, labor, equipment, parts, and materials to perform the following:
Remove 2 (TWO) existing failed water softener units and replace with 2 (TWO) in like kind to match the capacity and operations, including one salt reservoir tank.
This equipment serves steam boiler makeup water for the main steam plant.
This work is located at the USCG Base Elizabeth City, NC in Building 91 Main Boiler Plant.
2) GOVERNMENT FACILITIES AND UTILITIES:
a. Electrical power is available on the site. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded.
b. Telephone services will not be available for use by the contractor.
c. Building restroom facilities are available for use.
3) MATERIALS AND LOCATIONS:
a. Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturer’s recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight and kept away from excessive heat. Insulation board shall not be exposed to flame or other ignition sources. The contractor shall not store any highly flammable materials in the work area. Sufficient area for staging is available on site; storage areas will be pre-approved by the Contracting Officers Representative (COR). Special precautions shall be taken to ensure construction materials and debris does not enter the airfield, runways, or taxiways.
b. The Contractor is required to comply with local VOC laws and regulations. All applicable Material Safety Data Sheets shall be available upon request.
4) SCHEDULE OF WORK: Completion of work shall be accomplished within 45 calendar days from acceptance of submittals. The Contractor shall perform all work during normal base work hours. The base normal working hours are 7:00 am to 4:30 pm, Monday through Friday, but the contractor is not limited to these hours. If the contractor is going to work outside normal working hours, prior permission must be obtained from the COR.
5) EXISTING CONDITIONS: The contractor is expected to satisfy himself as to the existing conditions and the work to be performed. The contractor shall verify all dimensions and equipment data prior to ordering materials and commencement of work. A site visit should be arranged with the Contracting Officer’s Representative (COR) – Mark.E.Croley@uscg.mil or phone (252) 339-2104.
6) LIABILITY OF CONTRACTOR: Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government. The contractor shall not disconnect any service without approval from the COR.
7) INSPECTION AND ACCEPTANCE: The COR will accomplish inspection and acceptance of work.
8) LABOR LAWS: The Service Contract Act applies to the procurement.
9) SAFETY: The Contractor is wholly responsible for work site safety. The
Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules and regulations.
10) ENVIRONMENTAL COMPLIANCE: Any waste generated as a result of the project shall either be recycled IAW CIM 16455.10 and the BASE Pollution Prevention Plan or be disposed of IAW the Resource Conservation and Recovery Act (RCRA). Any Hazardous Waste shall be manifested off site with Base listed as the Generator and signatory. Any hazardous waste shall be analyzed, characterized, stored and disposed of IAW RCRA and all applicable federal, state (i.e. DOT) and local laws and ordinances. All solid waste/trash shall be removed from site and not disposed of in onsite dumpsters. BASE recycling areas are reserved for BASE Tenants and shall not be used by Contractors at any time. All work will be performed IAW the BASE Spill Prevention Control and Countermeasures Plan, Clean Water Act (CWA) 40 CFR 112 and the BASE Storm water Pollution Prevention Plan (SWPPP). All chemicals required for this project shall be preapproved by the Base ECO Wastewater Permit Manager in Building 62. Safety Data Sheets (SDS) shall be provided to both the BASE ECO and Safety offices and proper storage shall be provided IAW 29 CFR 1910.1200.
All installation related solid waste shall be removed from the BASE after each working day. All extra chemicals and products shall be removed from the site upon work completion, as the Emergency Planning and Community Right-To- Know Act requires Coast Guard maintain an inventory of all Hazardous Materials located at the site. A laydown area as required and an Erosion and Sediment Control Plan, shall be preapproved by BASE ECO IAW the SWPPP. No parking is allowed on vegetated areas if non-vegetated areas are within reasonable distance of worksite. Office on non-vegetative areas only. Any damage to vegetated areas shall be repaired and reseeded by the Contractor. Nothing shall be discharged to a storm drain at any time during the project. All storm drains within range of a potential discharge shall be covered/sealed during installation and kept covered until the work has been completed and the system has been deemed fully operational and compliant with all applicable CG policies/plans/permits/laws/ordinances. All storm drains and waterways within range of a potential discharge shall be covered/sealed or protected by silt fence. Any spills shall be reported to BASE ECO (Chris Dunn) at (252)267-9789 after containing and dialing (252)335-6257 for Base Spill Response. Draining of chemicals/fluids/petroleum shall not be allowed onsite unless preapproved by ECO.
11) SITE RESTORATION & CLEAN UP: The work site shall be cleaned up at the completion of each workday. The Contractor shall take special care to contain dust while working. Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of all removed equipment, trash, extra materials, dirt, debris, or other litter that remain. There will be no final acceptance of the contract until the Contracting Officer’s Representative (COR) approves the appearance of the job site.
12) GOVERNMENT FACILITIES AND REGULATIONS:
13) The Contractor, their employees, and any subcontractors shall become familiar with and obey all Base/ Unit regulations. All personnel employed on the project shall keep within the limits of the work area and shall not enter any other area outside of the work site unless to do so in the performance of their duties. There shall be No Smoking in any Coast Guard Building. All smoking must be done in the designated smoking area.
14) CONTRACT TIMELINE: The Contractor shall provide all required information and complete this contract within this time schedule, unless approved by the Contracting Officer.
a. Provide all required submittals to the Contracting Officer within 14 calendar days after the contract award.
b. The U.S. Coast Guard will have 7 calendar days to review the submittals and respond to Contractor.
c. The Contractor shall provide projected delivery schedule during proposal and provide a firm delivery date within 14 calendar days after the contract has been awarded.
d. The Contractor, upon receiving notification that the U.S. Coast Guard has approved the submittals and having received the Contractors firm delivery date schedule, will have 14 Calendar days to begin work on the project and have the project completed within 21 calendar days. The Contractor shall notify the Contracting Officer of any long lead time delivery of equipment, so that the Contracting Officer can modify the delivery date of the contract.
15) SUBMITTALS:
a. Once awarded, the following list of submittals required for approval defines the specific minimum requirements for this contract. The submittal shall contain sufficient information that can be used to determine compliance of the material with these specifications and referenced specifications.

17) TECHNICAL REQUIREMENTS:
The Contractor shall provide ALL supervision, labor, equipment, parts, and materials to perform the following:
a. Remove 2 (TWO) existing failed water softening equipment units and 1
(ONE) salt storage tank.
b. Provide and Install 2 (TWO) new water softener units and 1 (ONE) Brine/ salt storage tank of equal size/ capacity in like kind to match the capacity and operation of the existing equipment.
c. The Contractor shall connect the new water softener equipment to the building piping as required by the manufacturer, using the current NC Plumbing Code as the standard. All water piping shall meet or exceed the current Plumbing code. The Contractor shall replace any and all water piping including shut off valves from the Backflow preventer to the building water piping connection.
d. Contractor to provide and fill the salt/ brine tank with the recommended salt type as recommended by the equipment manufacturer.
e. The Contractor shall demonstrate by providing the effectiveness of the new equipment by testing conducting water hardness tests in the presence of the COR.

g. The Contractor shall provide and install vinyl decals on each water softener as #1 and #2 for identification. Additionally, the Contractor shall apply a vinyl decal to each equipment listing the installation date and Warranty end date.
h. The Contractor shall provide training to USCG Facility Engineering staff on the operation and maintenance of the new equipment.
i. The Contractor is to test and operate the new equipment for proper operation in the presence of the COR.
j. The Contractor shall provide 2 copies of the Installation, Operation, and Maintenance manuals/ documents, including completed warranty registration to the COR.

TESTING AND INSPECTION:
a. The Contractor shall notify the Contracting Officer’s Representative (COR) 5 days before the performance, inspection and acceptance tests are to be conducted. The tests shall be performed in the presence of the COR.
b. Installation, workmanship, fabrication, assembly, erection, examination, inspection and testing shall be in accordance with appropriate sections of
29 CFR 1910, 1926.
