About this file
This is a Question and Answer Amendment document issued by the Illinois Department of Transportation (IDOT) for Invitation for Bid solicitation number 26-494DOT-FINAD-B-51410, addressing clarifications regarding the D1 Water Truck Rental for fiscal year 2026. The procurement seeks three (3) tandem axle water trucks with minimum 3,500-gallon capacity equipped with street flushing systems for a seven-month rental term. The specification clarification defines "Street Flusher" as a manufacturer's standard four-corner street flushing system with operator-controlled water head or nozzle control that permits individual corner flushing operations while in transit. The water trucks will support multiple operational functions including dust control, bridge deck flooding and cleaning for salt removal, and filling water tanks for street cleaning equipment during street sweeping operations. The bid submission deadline is April 13, 2026, with electronic submissions required through BidBuy. Equipment must be newly manufactured or used with less than three years of service and 3,000 operating hours, delivered in fully operational condition with vendor responsibility for all delivery, maintenance, repair, and warranty service at no additional cost to the Department.
The State will award the contract to the lowest priced responsive and responsible bidder, with on-site repairs required within 48 hours of notification or replacement units provided within 72 hours if repairs are not feasible. All equipment defects must be addressed within 72 hours of in-service placement. Vendors must be established manufacturers or authorized dealers with documented manufacturer authorization and must conduct a minimum three-hour training session for two Department-designated personnel. General commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate and auto liability coverage of $1,000,000 per occurrence are mandatory. The maximum total contract term does not exceed ten (10) years including any renewal periods and extensions, with the State retaining the option to terminate rentals with 30 days' notice. A $15 minority contractor initiative fee will be deducted from the first payment for contracts valued at $1,000 or more. No small business set-asides or minority-owned, women-owned, persons with disabilities ownership, or veteran-owned small business preferences are designated for this procurement.
