About this file

This is a Federal Assistance Provisions contractual agreement executed by the State of Illinois Department of Natural Resources (IDNR) with an awarded vendor for services related to the Statewide Public Lands Wildlife Habitat Development Project (Project # W-76-D-57). The agreement establishes the terms and conditions for contractor performance under the Wildlife Restoration and Basic Hunter Education Federal Assistance Program (CFDA # 15.611). The contractor is responsible for adhering to all applicable federal, state, and local regulations while completing project work within the agreement term, with no extensions permitted without written IDNR approval. The contractor must conduct a minimum of two progress meetings with IDNR during the project period, coinciding with the end of the first and third quarters, unless an alternate schedule is mutually agreed upon. The agreement provides for reimbursement-based payment on a cost-sharing basis, with the contractor providing a non-federal matching share of a state percentage of allowable costs while federal funds cover a federal percentage of approvable expenses, with the specific percentages to be detailed on the pricing page. The contractor may utilize up to the awarded amount of federal funds for eligible expenses. All requests for reimbursement must be submitted within 60 days following the end of a project period, supported by documentation of eligible expenses including canceled checks and paid bills. The funding is derived from the U.S. Fish and Wildlife Service's Wildlife Restoration and Basic Hunter Education Federal Assistance Program. The contractor must comply with extensive federal requirements including debarment and suspension certifications, the Byrd Anti-Lobbying Amendment (for awards of $100,000 or more), Davis-Bacon Act provisions (for construction contracts exceeding $2,000), the Build America, Buy America Act, equal employment opportunity standards, and environmental compliance under the Clean Air Act and Federal Water Pollution Control Act (for contracts exceeding $150,000). Equipment purchases of $100 or more must be reported, with competitive procurement required for professional services, computer equipment, and software when costs meet or exceed $25,000. All real property conservation or habitat practices funded through the agreement must be maintained for a minimum of 10 years, and any real property purchased must have a perpetual conservation easement conveyed to IDNR unless the department holds fee title.
