About this file
This is a Questions and Answers Amendment document for a state and local contract opportunity designated B-50131, a rebid for trailers (Models D1 through D9 and DL). The solicitation addresses specifications for multiple trailer units with clarifications on technical requirements. The document addresses three key inquiries: the compatibility of synthetic rope specifications with winch capacity, axle configuration options for a 7,000-gallon trailer, and overall length limitations. The specification references indicate these are equipment specifications numbered 545-60-25DL and 549-60-07D6.
The government response maintains existing specification language requiring synthetic rope to meet or exceed winch capacity per industry standards, rejecting a vendor request to modify this requirement. For the 7,000-gallon trailer axle configuration, the specification calls for a minimum of two tandem axles, with vendor proposals including three tridem axles permitted as an exceeding design per procurement guidelines. The maximum overall length for the trailers is specified at 45 feet. This amendment clarifies technical ambiguities identified during the bidding process to ensure vendors understand the government's expectations and constraints for the trailer rebid.

B-50131 - REBID Trailers D1, D2, D3, D4, D5, D6, D7, D8, D9, DL Questions & Answers Amendment 2
Specification 545-60-25DL Question 1 - Specifications are calling out for a synthetic rope that has a higher capacity than the winch. To get a higher capacity synthetic rope, the diameter must increase. The hole in the drum of the winch is sized for a rope that meets the winch capacity (no higher) and the larger diameter rope would not fit the spool of the winch. The winch and rope are rated for a dead lift weight. A line pulls of dragging a piece of equipment onto the trailer will never see that kind of stress. What the customer is asking for is not compatible.
Can you please change the verbiage of the spec to state that the synthetic rope should be sized to meet or exceed the capacity of the winch?
Answer 1 - We see no need to change verbiage. Based on industry standards, a proper sized Synthetic rope will be in excess of winch capacity.
Specification 549-60-07D6 Question 2 - What axle configuration do they want on the 7000-gallon trailer?
Answer 2 - Minimum of two (tandem) specified, if vendors design includes three (tridem) that would exceed and per procurement guidelines we can accept with a minimum called for.
Question 3 - What is the acceptable, maximum overall length?
Answer 3 - Maximum of 45’ is specified.
