The contract requires a vendor to provide cold storage and processing of sharpshot deer collected during CWD management activities from January through March each year. IDNR anticipates delivering between 200 and 600 deer to three field laboratory locations in Winnebago, McHenry, and Stephenson Counties. The vendor must provide drop-off locations within 25 miles of these labs, perform skinning, washing, deboning, grinding, and packaging of deer into 1-pound frozen bags, and flash freeze venison to 0 degrees Fahrenheit. The contract term is from January 1, 2026, to December 31, 2028, with options for two additional years of renewal.
The contract is funded through the Wildlife Restoration and Basic Hunter Education Federal Assistance Program (CFDA #15.611), with specific federal requirements for procurement and performance. The vendor will process deer individually, label each container with a carcass number, and hold venison frozen until CWD testing is confirmed. After testing, processed venison will be made available for pickup by Northern Illinois Food Bank or other designated entities. The contract includes provisions for subcontracting, with a requirement that at least 51% of work be completed by the prime contractor. 26-422DNR-DIREC-B-49362
The Parties to this contract are the State of Illinois acting through the undersigned Agency (collectively the State) and the Vendor. This contract, consisting of the signature page and numbered sections listed below and any attachments referenced in this contract, constitute the entire contract between the Parties concerning the subject matter of the contract, and in signing the contract, the Vendor affirms that the Certifications and Financial Disclosures and Conflicts of Interest attached hereto are true and accurate as of the date of the Vendor’s execution of the contract. This contract supersedes all prior proposals, contracts and understandings between the Parties concerning the subject matter of the contract. This contract can be signed in multiple counterparts upon agreement of the Parties.
1. SCOPE OF WORK
1.1. OVERVIEW AND PURPOSE: Annually during the period of January through March, the Illinois Department of Natural Resources (IDNR) biologists reduce densities of white-tailed deer (hereafter; deer) using targeted removal (i.e., sharpshooting) to gain information on Chronic Wasting Disease (CWD) distribution and to implement disease control measures. CWD is a neurological disease of the central nervous system of cervids (i.e., deer, elk, moose) that threatens the long-term health of deer populations in Illinois. Where it occurs, CWD has demonstrated an ability to reach high infection levels and spread over large areas that if left unmanaged, could potentially reduce deer populations to minimal levels.
1.2 SUPPLIES AND/OR SERVICES REQUIRED: Vendor shall provide cold storage and processing of sharpshot deer from Chronic Wasting Disease (CWD) management activities to ready the venison for human consumption.
| IDNR staff shall deliver sharpshot deer to one of three field laboratories where biological data are collected, tissue samples extracted for disease testing, and carcasses prepared for venison processing. IDNR staff will then deliver sharpshot deer to drop-off locations daily for cold storage and processing. The drop-off locations must be within a defined distance of the following field laboratories: Rock Cut Lab, Loves Park, IL (Winnebago County), Black Crown Lab, McHenry, IL (McHenry County), and Lake Le-Aqua-Na Lab, Lena, IL (Stephenson County). IDNR anticipates delivery of between 200 and 600 deer to each location during the sharpshooting season for each year listed. Vendor shall provide cold storage with the capacity to store up to 300 processed deer at any given time. | |
| 1.2.1 | Vendor shall provide for drop-off and temporary cold storage of deer carcasses within the following distances of CWD laboratories: |
Rock Cut Lab (Winnebago County): within 25 miles 6425 Hart Road Loves Park, IL 61111
Black Crown Marsh Lab (McHenry County): within 25 miles 1414 Lily Lake Road McHenry, IL 60051
Lake Le-Aqua-Na Lab (Stephenson County): within 25 miles 8542 N. Lake Road Lena, IL 61048
| 1.2.2 | Vendor shall provide: skinning, washing, deboning, grinding and packaging. Packaging shall consist of 1-pound frozen bags. |
| 1.2.3 | Vendor shall flash freeze ground venison to 0 degrees Fahrenheit and store at a temperature below 25 degrees Fahrenheit. |
| 1.2.4 | Vendor shall properly dispose of non-consumable portions or byproduct of the carcass. Vendor shall ensure storage and processing conditions are sanitary at all times. |
| 1.2.5 | Vendor must process and store deer individually, separately labelling the container with the carcass number to allow for retrieval of all of the venison from any individual animal. All venison shall be held frozen until CWD testing is confirmed. Test results are typically provided to IDNR within 1-2 weeks of harvest, at which time the vendor will be notified and can proceed with making arrangements for pickup as described in 1.2.6. IDNR shall dispose of all CWD positive animals. |
| 1.2.6 | Vendor shall assist with logistics of the pickup of processed venison by Northern Illinois Food Bank, IDNR, or other designated entity identified by IDNR. |
| 1.2.7 | Vendor shall coordinate with IDNR to provide access to cooler storage as needed. |
| 1.2.8 | IDNR shall provide: gutting, transportation and delivery of carcasses to Vendor’ drop-off locations, and CWD testing with results. IDNR shall provide contact information and logistics to enable transfer of finished product to the food banks. IDNR shall dispose of all CWD positive animals. |
1.3 MILESTONES AND DELIVERABLES: Vendor shall be able to accommodate cold storage and processing needs beginning mid-January through mid-April of each year. Vendor shall not perform services, provide supplies or incur expenses in amount exceeding the amount shown in this contract, unless the State has authorized a higher amount in writing prior to the Vendor performing the services, providing the supplies, or incurring the expenses.
1.4 VENDOR/STAFF SPECIFICATIONS:
| 1.4.1 | The Vendor shall provide all necessary equipment, materials, and personnel to provide the services in the time frame specified and at the capacity required. |
| 1.4.2 | Vendor shall have a minimum of two (2) years of experience in performing venison processing services. Vendor should provide a statement explaining experience at time of bid. |
