About this file

This is a Questions and Answers document from the Illinois Environmental Protection Agency (IEPA) regarding solicitation 24-532EPA-LAND5-B-44877 for a statewide recycling needs assessment. The document addresses concerns about conducting a scientific survey that requires compliance with the Paperwork Reduction Act (PRA), which typically has a 10-month approval timeline.

The IEPA's response indicates that timeline concerns will be addressed during contract negotiations with the selected vendor, though it does not directly address the PRA compliance requirements or potential alternative funding sources that were raised in the question. The underlying contract opportunity seeks a vendor to perform a statewide waste characterization study to determine the annual volume of materials generated in Illinois and their end-of-life handling methods by geographic region.

24-532EPA-LAND5-B-44877 Questions and Answers

1. IEPA wants a scientific survey, however the funding source for this requires compliance with the PRA, and getting approval can take 10 months. How does IEPA expect compliance with both the timeline and the PRA requirements? Is the survey still subject to the requirements of the PRA? has IEPA considered either extending the timeline of the project or funding the survey with non-federal funding that would not be subject to the PRA?

Response: Once a Vendor is selected, a contract will be put in place with the appropriate deadlines.
