Statement of Need
RA Cooling Tower Sump Pumps Repair
Building 433
Buckley Air Force Base (BAFB) Colorado 80011
03 August 2021
General: A Contractor is required to recondition the 3 Layne Verti-line pumps and motors that support the chilled water system in buildings 430 and 433. The Contractor shall provide the work as specified in this Statement of Need and will be responsible to provide all materials and labor required to complete this repair.
1.0 Overview
The cooling system in buildings 430 and 433 are supported by 3 Layne Verti-line 12TLC pumps which are powered by General Electric 75HP motors. A vibration test conducted in January 2021 found excess vibration requiring the replacement of motor bearings on all 3 motors. Since the test, the pump seals have been found to be leaking significantly. In light of the vibration tests and leaking seals, the pumps will also need to be rebuilt to a like new condition (all wear items replaced) in order to prevent premature pump failure. Should all 3 pumps fail, the cooling to buildings 430 and 433 would be lost and critical missions would be jeopardized. The pumps are maintained by 460 CES but the shops lack the resources to make this repair, outside mechanical repair services are required.
2.0 Statement of Need
Rebuild the 3 cooling tower sump pumps and motors serving buildings 430 and 433.
3.0 Scope
The Contractor is responsible for providing all equipment (except as noted below), labor, and installation for the completion of this repair to include:
• Uninstall pumps/motors
• Replacing motor bearings for all 3 motors
• Rebuilding all 3 pumps, including: mechanical seals, head shafts, top shafts, bowl shafts, bushings, and couplings.
• Reinstall pumps/motors
• Verify alignment/vibration
The Contractor will not have to provide a boom/crane to lift the motors/pumps. 460 CES will provide the boom/crane and personnel to operate it.
Two pumps will need to remain operational at all times, only one pump may be removed for work at a time. It is paramount that the cooling system remain operational at all times but it is not within the scope of this project for the Contractor to supply additional backup pumping equipment.
This work is in the restricted area and Contractor personnel will require escorts. The Contractor is responsible for providing escorts.
