About this file
This document is a set of questions and answers related to a state of Illinois Department of Juvenile Justice (DJJ) Request for Proposal (RFP) for a Trauma Informed Intervention For Youth - Staff Education contract. The RFP indicates that the contract term is for 10 years, with the bulk of the work to be completed in the first 3 years, and the remaining 7 years for additional consulting services as needed. The vendor shall provide up to 4 trainings per year for the first 3 years, and technical support and quarterly meetings in years 4-10. The DJJ is open to considering a shorter 3-year contract term with an extension option. The document also defines a Prime Vendor as a contractor that works directly with the government and manages any subcontractors.
The RFP indicates that electronic submissions are required, and interested parties must first register their business with the Illinois Business Enterprise Program (BEP) Office to become eligible as a Prime Vendor. The funding source and specific budget amounts are not provided in the document.

B-35797 Bidders Question with Answer
QUESTION:
Please clarify whether the contract term itself is negotiable. Would the State of Illinois consider entering into a contract for a term of less than ten years, as stated in RFP B-35797? For example, the bulk of the work is to be done in years one through three. Would the State be willing to enter into a three-year contract with the possibility of an extension for implementation support in the following years?
If the State prefers to enter into a ten-year contract, can we modify the language regarding ongoing consultation “as needed” and clarify the level of ongoing support would be a fixed amount contractually?
Contractual language at issue:
D.3.2 Vendor shall provide up to 4 trainings to designated IDJJ trainers each year of the first three years of this contract. Virtual online trainings will be considered as an alternate training medium. The format and location of those trainings shall be mutually determined by the Vendor and the Agency once a contract is awarded. Additional follow-up trainings or one-on-one trainings may be requested of vendor based on outcomes of larger trainings. Any additional smaller or one-on-one trainings would need to be mutually agreed upon by both parties.
D.3.9 In years 4-10 of the contract, vendor shall provide technical support and consultation only as needed or requested by Agency. In addition, Vendor shall participate in quarterly meeting with Agency to discuss any concerns and provide updates on programming as needed.
AGENCY RESPONSE:
The Department of Juvenile Justice (DJJ) anticipates most if not all service to be completed in the first three years. DJJ intends to utilize the remaining 7 years for additional consulting services as needed and as indicated in the RFP contract specifications (D.2.1):
“The following seven (7) years will consist of quarterly meetings between vendor and Agency regarding any status or programming updates. In years 7-10, the Vendor shall be available only as needed for technical support and consultation.”
QUESTION:
What is a Prime Vendor?
AGENCY RESPONSE:
A Prime Vendor is one that works directly with the Government. They manage any subcontractors and are responsible for ensuring that the work is completed as defined in the contract. To become a prime vendor, you must first register your business with the Illinois BEP Office. https://cei.illinois.gov/business-enterprise-program.html
