Building Envelope Scope of Repair
Portland Air National Guard – Building B315
Senior Field Advisor
Tremco Roofing & Building Maintenance
Re: Portland Air National Guard Building B315 Building Envelope Scope of Repair
The following written conceptual scope of repair summary outlines our recommendations to correct the key defective conditions that are impacting the performance of the building envelope, specifically the in-service barrier (face sealed) exterior insulation finish system (EIFS). This narrative serves to repair resultant damage, prevent future water leaks, and reinstate the building envelope assemblies into a functional and maintainable system for their intended service life.
This scope is intended for planning and estimating purposes only and is not to be used for construction, sufficiently detailed to obtain “rough-order-of-magnitude” or ROM pricing. Repairs are to be performed per in accordance with the requirements of the latest adopted editions of the Oregon Structural Specialty Code (OSSC), Oregon Energy Efficiency Specialty Code (OEESC), National Roofing Contractors Association (NRCA) Roofing Manual: Membrane Roof Systems, and manufacturer’s installation guidelines.
Property Description
The subject property, building B315, serves as the garrison for the US Air Force’s 304th Rescue Squadron. The structure is a single-story in height, with the predominant envelope assembly being EIFS at the opaque walls, with select areas of metal panel cladding. Aluminum windows are set into punched openings, and a steep slope roof assembly with standing seam panels provides protection to the structure below.
As a function of our visual assessment, representatives from Certa and Tremco performed scanning of the in-service EIFS with non-destructive moisture meters. Several zones of the façade were identified as likely to be wet, as EIFS of this vintage is referred to as a “barrier” or “face sealed” system, meaning that there are no provisions for drainage. There are also numerous areas where the gutters above are leaking, with signs of targeted maintenance being performed previously.

START OF SCOPE
Water-Managed EIFS - Exterior Cladding
9. The scope describing Water-Managed Exterior Insulation and Finish System (EIFS) in this section is applicable to all exterior walls.
10. Remove and dispose of the existing EIFS system, accessories (vinyl closures, control joints, etc.) fasteners, existing water-resistive barriers, flashing membranes, to expose the underlying wall sheathing.
11. Remove and dispose of the existing metal panel cladding system to expose the underlying wall sheathing.
12. Allowance 1 – Damaged Existing Sheathing: Replace damaged gypsum encountered as part of the work with new Georgia Pacific DensGlass Gold sheathing of matching thickness of panels to be replaced. Contractor shall carry an allowance value of $3,000 for the removal and replacement of existing gypsum sheathing found to be damaged.
a. Secure new gypsum sheathing using 1-1/4 in. long, self-tapping, bugle-headed, corrosion-resistant screws, 6 in. OC at panel edges and in the field. Where existing board is installed with ferrous screws, remove the screws and replace them with stainless steel.
13. Where existing windows will be replaced, remove and dispose of the existing windows so that the liquid applied flashings and air barrier can transition inward to protect the rough openings. Refer to “Punched Windows” section.
14. Install a new water-managed exterior insulation and finish system using vapor-impermeable, cold fluid-applied water-resistive air barrier over the outer plane of the existing wall sheathing. The Basis of Design is the Dryvit Outsulation Plus MD system with Dryvit Backstop NTX Smooth used as the fluid-applied water-resistive air barrier with proprietary system components:
15. Detail penetrations, transitions, and terminations to achieve air and water-tight installation.
16. Apply Dryvit Backstop NTX Smooth liquid applied water-resistive membrane and Dryvit AquaFlash cold fluid-applied flashing as a system, into rough openings of windows and doors.
a. At windows and doors to remain, transition AquaFlash onto the adjacent frame, providing a complete seal from the new system to the fenestration to remain.
17. Apply the cold fluid-applied flashing membrane (Dryvit AquaFlash) per the manufacturer’s published instructions.
18. Where system meets concrete walls near grade, apply a cove (fillet) seal of the Dryvit AquaFlash membrane at the 90-degree transition. Allow to cure tack free.
19. Head Flashing at Windows and Doors to Remain: For the head flashing, fabricate a continuous head flashing from 24-gauge prefinished sheet steel. Coating shall confirm to
AAMA 2605, min. Provide folded end dams, 15-degree slope to drain, 2 in. down leg with hemmed drip profile.
a. Wet set the vertical flashing leg of the head flashing in a full bed of flashing membrane and anchor with corrosive-resistant screws.
b. Apply Dryvit AquaFlash, fully reinforced, over the vertical flashing leg of the flashing with full tie-in to the surrounding liquid-applied field water-resistive air barrier. Coordinate the width and depth of the head flashing to tie into the sealant joints at the jambs of the opening and project out from the wall face sufficiently to extend past the finish face by 3/4 in.
20. Apply Dryvit AquaFlash, fully reinforced with appropriate accessories at penetrations and transitions to that the flashing system seals the component and extends as required over the outer plane of the cured field water-resistive air barrier.
21. EIFS Adhesive: With use of a notched trowel, apply Dryvit Genesis acrylic-modified adhesive over the cured Backstop WRB.
a. Notches shall be a minimum of 3/8 in. wide, 1/2 in. deep, and spaced 1-1/2 in.
apart.
b. The intent is that the adhesive zone between the backside of the insulation and outer plane of the structure serves as the drainage cavity for the new, water-managed EIFS system.
22. Insulation: Apply 2 in. thick Dryvit Expanded Polystyrene (EPS) insulation over the zones of adhesive, starting at the base of wall condition.
a. Take care to not overly shift the boards in such a manner that the notched profile of the wet adhesive is lost. Doing so will limit the system’s ability for drainage.
b. Rasp the backside of the lowest panels for a friction fit to the Dryvit starter track.
23. Install vertical control joints in the EPS to allow for building movement. For pricing, assume control joints at one side of each punched window opening and entry door, and at the head of both ends of sliding glass doors or other large wall penetrations. Provide additional jointing as required by the EIFS manufacturer.
24. Before installing the reinforced base coat (lamina), inspect the surface of the insulation board for:
a. Flatness: Use a minimum 8 ft straight edge. Sand any high areas and out-of-plane board joints flat.
b. Damage and foreign materials: correct deficiencies, as necessary.
c. Surface degradation due to weathering or UV, visible as discoloration: Sand the affected areas to remove deterioration while maintaining the flatness of the surface.
25. Lamina: Mix and apply Dryvit Genesis DM polymer-modified base coat per the manufacturer. Before installing the reinforcing mesh, and with the use of a stainless-steel trowel, apply the base coat on the surface of the insulation board in a uniform thickness of approximately 3/32 in.
26. Reinforcement at Windows: Before the application of reinforcement at the wall field, apply
9 in. x 12 in. diagonal strips of Dryvit Standard Mesh (4.3 oz./yd. weight) reinforcement at the corners of rough openings and penetrations, embedded into the wet base coat. Trowel from the center to the edges of the mesh.
27. Reinforcement at Corners: Before the application of reinforcement at the wall field, apply
Dryvit Corner Mesh (7.2 oz./yd. weight) reinforcement at the inside and outside corners.
Ensure that the reinforcement extends out onto the adjacent wall planes a minimum of 8
in. into the wet base coat. Trowel from the corner to the outer edge of the mesh.
28. While the Genesis DM base coat is still wet, place Dryvit Intermediate Mesh (12 oz./yd.
weight) against the wet mixture. With the curve of the mesh against the wall, trowel from the center to the edges, avoiding wrinkles, until the mesh is fully embedded into the wet base coat.
29. With the use of a steel trowel, apply an additional Genesis DM base coat over the reinforcement, with a minimum of two passes. The overall minimum base coat thickness shall be sufficient to fully embed the reinforcing mesh.
30. Field lap the reinforcement mesh to have at least 2-1/2 in laps.
31. Laps of field reinforcement within 8 in. of an outside corner are not permitted.
32. Allow the base coat mixture to tack up until firm to the touch. Trowel a second tight coat of the base coat mixture over the first coat to fully cover the reinforcing mesh. The result should be such that the reinforcing mesh is centered within the base coat thickness. Do not allow the first pass to completely dry before the second pass. Allow the base coat to cure a minimum of 24 hours before primer and finish coat.
33. Finish Coat: Inspect the outer plane of the base coat for any irregularities such as trowel marks, board lines, rough corners and edges, improper reinforcing mesh embedment, and efflorescence. Remove and/or repair work to achieve a fully finished base coat.
a. Before the application of the finish coat, the contractor shall provide the consultant with a sample panel (minimum 24 in. square) of the proposed finish and texture for approval. Retain a sample of the existing EIFS finish for comparison to the proposed new finish. New finish shall closely match the previous texture and pigment.
b. After approval of the finish sample(s), mix Dryvit Color Prime-W water-based primer to a smooth homogeneous consistency. Apply the primer per the manufacturer with airless spray equipment.
c. Apply Dryvit DPR water-based finish coat per the manufacturer. Do not apply the finish coat where joint sealants are to be applied.
i. Using a clean stainless-steel trowel, apply a coat of the Dryvit finish in a uniform thickness on the properly prepared base coat.
ii. Finishes must be installed continuously to a natural break such as corners, expansion joints, tapeline or continuous flashing joint.
iii. Installation is to maintain a wet edge.
iv. Materials are to be provided in a single batch to complete the project to avoid potential color variations from batch to batch.
v. Sufficient personnel and scaffolding are to be provided to continuously finish a distinct wall area.
vi. On hot windy days, the wall may be fogged with clean potable water to cool the wall and facilitate finish installation. Installation is to be in strict compliance with the manufacturer’s requirements for hot weather application.
vii. Each mechanic must use the same tool and hand motion so that a matching texture results for the entire wall surface when compared to work above, below, and on each side.
viii. Use finish from a single batch number whenever possible. Do not apply the finish in the rain.
34. Hold the EIFS system away +/- 3/8 in. from penetrations, doors, windows, and dissimilar assemblies for the installation of new, water-shedding, dynamic joints.
a. “Back wrap” sections of EPS foam with full embedment into base coat at conditions where sealant joints will be provided.
b. Install the EIFS system, including cementitious lamina. At conditions where sealant joints will be required to bond to the new EIFS panels, DO NOT extend the finish coat into the bond zone.
c. Install Tremco Spectrem 1 silicone sealant over Nomaco SofRod bi-cellular polyethylene foam backer rod to provide continuous weather seal at vertical control joints and interfaces with other exterior assemblies including flashings and windows and doors.
d. Before installing the new sealant, joints shall be cleaned using a “two-cloth” cleaning method.
e. Dispense isopropyl alcohol (min. 90% solution) on a clean, lint-free cloth.
Thoroughly wipe the interior surfaces of the joint. Do not touch the new finish coat with solvent.
f. Set the backer rod into the joint, maintaining a uniform 2:1 (width to depth) ratio.
Ensure an hourglass profile.
g. Sealant is to be installed at all interfaces between EIFS and adjacent materials, including vertical and horizontal joints. At drainage locations for the EIFS system, continuously open joints are sealed with drainage points provided.
h. Provide 3/4 in. wide cut openings at 16 in. centers along the various the sill conditions to permit drainage.

40. Clean and prepare the existing gutters to receive an application of cold fluid-applied waterproofing at seams and at downspout interfaces (throats).
41. With use of a wire wheel, abrade the interior portion of the gutter at seams and downspout connections. Wipe clean with Xylene and allow to flash.
42. With use of painter’s tape, create a zone, centered on the gutter joint/seam, +/- 6 in. wide (3 in. each side).
43. Prior to the start of the waterproofing, lay out a section of Tremco 2011 open-weave glass reinforcing fabric. Pre-cut the sections of reinforcement so that the edges are +/- 1/2 in.
from the boundary edges. This will ensure that the base and top coats have membrane to membrane adhesion, and that the edge of the reinforcement is completely encapsulated with resin. At downspouts, cut the opening for the downspout.
44. Apply Tremco AlphaGuard M-Prime to the targeted area and allow cure.
45. Base Coat: Apply Tremco AlphaGuard MT base coat (first application) over the primed zone with a brush or roller.
a. While the first base coat application is still wet, embed Tremco 2011 open-weave glass reinforcing fabric. Ensure edges and matrix of reinforcement is completely saturated with base coat.
b. Ensure that the 1/2 in. relief is provided at the edges.
c. Apply a second application of base coat over the reinforced zone. Allow cure.
46. Top Coat: Apply Tremco AlphaGuard MT top coat over the cured base coat. Ensure complete closure at the edge. While the top coat is still wet, carefully remove the painter’s tape.
