About this file
This document is a Request for Information (RFI) Responses for the Portland Air National Guard's B315 RQS Exterior project dated 8/7/2025. The RFI addresses multiple aspects of an exterior renovation project, including EIFS (Exterior Insulation and Finish System) installation, electrical device removal and replacement, security device handling, and scope clarifications. Key points include sealing the entire exterior with a base standard cream color, repairing existing gutters with a potential full replacement option, and addressing specific construction details such as retaining wall removal and work around mechanical areas.
The project involves careful coordination with government staff, particularly regarding security devices, electrical components, and site access. BOLI (Bureau of Labor and Industries) requirements mandate that all parties receive BOLI rates for projects exceeding $50,000, and the only recognized apprenticeship for plasterers in Oregon is through Local 82. Temporary fencing and project scheduling will be managed collaboratively, with the Notice to Proceed (NTP) typically issued within 10 days of the Initial Task Assignment (ITA) posting. The contractor will be responsible for removing and reinstalling various exterior elements, coordinating with on-site security teams, and ensuring minimal disruption to government operations.

Portland Air National Guard RFI Responses
B315 RQS Exterior
8/7/2025
1. What is the detail where EFIS meets ground (EFIS cannot touch ground) like it does on east side. Contractor to follow current code with installing the products specified in the specs, written by the manufacturer. If further questions exist, Tremco representative can clarify. For any existing EIFS that is not part of the current scope, these areas are not to be included in scope.
2. Will all devices attached to the wall be removed so that Dryvit Aqua flash be installed around openings. Contractor to remove devices attached to exterior and reattach.
a. If so, please address how access and security devices will be dealt with. Devices will be taken down, and given to building users.
3. In section E with BOLI requirements E2 States that this job must follow BOLI requirements for Apprentices, the only apprenticeship recognized for plasterers in the state of Oregon is through Local 82 and ran by BOLI does this mean work must be performed by Union plasters? All parties are to receive BOLI rates when a project exceeds $50,000.00
4. Will a full building repair be included as a CLIN? No, it will not.
5. Who is in charge of temp fencing on the north side of the building? The contractor is responsible for procuring and installing the temp fence, as well as removal after the project is complete.
6. The scope does not include full gutter replacement, only repairing existing. Please confirm this is the intention. Yes, this the scope in the base bid. However, government is adding a CLIN for full gutter replacement.
7. Clarifying the scope includes sealing the entire exterior with base standard cream color.
Yes, this is correct. The entire envelope is to be painted the base standard color.
8. There was a discussion about somehow restoring the existing fiberglass cover over the main entrance to the building to reduce leaking which is apparent there. Is this officially in the scope, if so are there drawings and specs? This has not been added as a clin item, the government is seeking alternative routes to repair the entry cover. Do not include it in your bid
9. The bid docs reference timelines, but no specific dates. If awarded, when would you like this work to start? On all Oregon Military Contracts, the dates apply to when the NTP is issued. The NTP is typically issued with in 10 days of ITA posted. All bonds and insurance are due within those 7-10 days, then NTP is given. Once the NTP is issued, the contractor submits a schedule and we deny or approve based on holiday schedule, weekend drill status, etc. We work together to create a schedule that meets the needs of both parties, the best we can.
10. Is it acceptable to saw cut the retaining walls at or below grade and leave the footings in place to be covered by dirt/barkdust/etc.? Remove the wall down to below grade of the walkway’s concrete at least 2 inches. There must be a clear ending to where the bark dust will stop and where the walking path begins.
11. There are a significant number of electrical items that will need to be removed and replaced to facilitate the EIFS work.
a. Some of those items are security/entry keypads. Can we assume that keypads must remain in place and the work will have to be done around them? All work will be done around the security devices. If the device must be removed, the government will remove and reinstall. This work must be pre-orchestrated with the security team prior to starting that section.
b. Can we assume that large exterior lights, horn strobes, and receptacles can be removed and replaced as needed to facilitate the work? Contractor to remove and hand over to the government’s on-base electrician to reinstall when project is complete.
12. Please confirm that the use of 7’ temporary fencing at the rear (secured) area of the building exterior suffices to allow for unescorted work? Confirmed, responsibility of contractor.
13. There is a gate at the rear (NW?) corner of the building off of the parking lot. Our scaffolding would have to come right through that gate. If proper temporary fencing was placed and secured to the existing fence in that location, could the gate remain open for the duration of the project? If the vehicle gate is the one in question, the gate cannot remain open, and the entrance and exit must not be hindered for the government staff. Temp fencing must not obstruct the use of that gate.
14. Please clarify the scope of work at the rear of the building where the mechanical alcove
is. There were multiple verbal discussions, but there is no written record of the extent of the work.
a. It was mentioned that the scope of work should end below the mechanical platform. Incorrect, the scope is to go as far as you can all around the mech equipment without removing any of it.
b. It was also mentioned that no scope of work should happen in the alcove at all. This was not mentioned by the government. See 14.a for clarity on scope in mech alcove.
