About this file
This is a seller checklist document issued by the City of Philadelphia Procurement Department for Services, Supplies, and Equipment (SS&E) contracts, specifically applicable to the Multisensor Sewer Inspection bid opportunity in Pennsylvania. The checklist outlines the procedural requirements sellers must follow when submitting quotes through the PHLContracts portal. All quotes must be submitted no later than 10:30 AM on the bid opening date, with quotes received after the opening deadline being rejected. Sellers are responsible for ensuring timely submission of their proposals through the online portal, as faxed and mailed submissions will not be accepted.
Prior to quote submission, sellers must complete several prerequisite steps including payment of annual bid security fees, bid processing fees, and performance security fees where applicable. Sellers must acknowledge the bid and all amendments, complete all required tabs within the PHLContracts system (General, Items, Questions, Subcontractors, Terms & Conditions, and Attachments), and provide mandatory documentation such as executed Consent & Authorization forms, Certificates of Insurance, and bid bonds when applicable. The checklist requires sellers to indicate Local Business Entity (LBE) certification status, enter item pricing, answer all mandatory questions, and if applicable, identify MBE and WBE subcontractor participation with committed dollar values to meet contract goals. No exceptions to terms and conditions are permitted on SS&E contracts, and all validation warnings must be resolved before final quote submission.
