Summary: General Specifications for Multi-Sensor Sewer Inspection Services
This document is Appendix A to a City of Philadelphia sewer inspection contract, establishing general specifications for multi-sensor inspections (MSI) of sanitary, combined, and storm sewers. The City of Philadelphia intends to award a contract for multi-sensor sewer inspection services with quotes due through PHLContracts no later than 10:30 AM on the bid opening date. The contractor must be prepared to mobilize and begin work within ten (10) business days after issuance of a Purchase Order, with at least one full-time crew assigned to the contract and additional crews available within two weeks if necessary. Work is generally expected to occur Monday through Friday between 6:00 AM and 6:00 PM, though the contractor may request alternative scheduling. The contractor must submit a look-ahead inspection schedule weekly in MS Excel format, conduct work during dry weather conditions, and provide monthly progress reports detailing job status, inspection footage, costs, and financial summaries. The contract includes inspection types combining CCTV and Sonar, Sonar only, or Laser technology, with jobs assigned by the City's Representative as they arise with no minimum guarantee.
The contractor is responsible for supplying all vehicles, equipment, materials, and personnel; obtaining secure storage and necessary permits; maintaining replacement equipment within twenty-four hours of breakdown; and restoring any damage to streets, structures, or property at no additional cost to the City. Key requirements include providing site supervisor and 24-hour emergency contact information, a Health and Safety Plan (HASP) prepared by a certified industrial hygienist compliant with OSHA and NIOSH requirements, confined space atmospheric testing procedures, traffic control measures, and coordination with private property owners with minimum forty-eight hours' advance notice. The contractor must conduct pre-inspections to determine cleaning needs and clean sewers as necessary before MSI work. Payment to the contractor may be delayed if required documents are not submitted timely, and the contractor bears full responsibility for retrieving any lost equipment or materials from the sewer system and for associated retrieval costs.
