About this file
This document contains questions and answers related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services for JPMC Medical Supplies, Contract No. 22-416CMS-BOSS4-B-27234. The IFB establishes a Joint Purchase Master Contract to enable the State of Illinois, its agencies, governmental units, and qualified not-for-profit agencies to purchase medical supplies on an as-needed basis during the contract period. Bidders must have an active Illinois Procurement Gateway registration number and may submit percent discounts off MSRP for any or all of the medical supply categories. The State prefers to award to a single prime vendor for all categories. Unbalanced pricing may result in bid rejection.
The total contract value is estimated, and quantities are for evaluation purposes only. The Business Enterprise Program goal is 3% of the overall contract value. Bidders must submit an MSRP price list in Excel or CSV format with their bid, and percent discounts will be applied to determine the evaluated price. All questions and answers will be published in an amendment for all bidders to view.

Questions and Answers #1
8/23/22
Q1 If we are in the process of reapplying for our expired Illinois Procurement Gateway Registration number, is this sufficient for submitting Forms B?
A1 Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section
A.22.1.2. If submitting Forms B, you must have an Active Illinois Procurement Gateway registration # with expiration date.
Q2 We are a BEP Firm but are not listed on the BidBuy BEP Directory Vendor List. How could we be added to this BidBuy Directory Vendor List?
A2 Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, Section
A.23. The Vendors associated with the NIGP Codes are listed on the BEP Vendor Listing attached in BidBuy for the solicitation. Only Vendors certified as BEP at the time of bid submission in the NIGP Codes used to calculate the Business Enterprise Program goal shall count towards the goal.
Q3
Please list all agencies that we will offer our services.
A3 Please reference State of Illinois IFB, Title Page, and the Contract: State Supplemental Provisions, 5.2. and 5.3.
“Governmental unit” means State of Illinois, any State agency as defined in Section 1-15.100 of the Illinois Procurement Code, officers of the State of Illinois, any public authority which has the power to tax, or any other public entity created by statute.
“Qualified not-for-profit agency” means any not-for-profit agency that qualifies under Section 45-35 of the Illinois Procurement Code and that either (1) acts pursuant to a board established by or controlled by a unit of local government or (2) receives grant funds from the State or from a unit of local government.
By submitting a bid, Vendor agrees to extend all terms and conditions, specifications, and pricing or discounts specified in the resulting contract for the items in the resulting contract to all governmental units and qualified not-for-profit agencies.
Q4 Will these agencies be allowed to purchase from other sources or be required to only purchase medical supplies from the selected vendor?
A4 Please reference State of Illinois IFB, Title Page.
The purpose of this solicitation is to establish a Joint Purchase Master Contract to enable Central Management Services, governmental units, and qualified not-for-profit agencies to purchase medical supplies on an as needed basis during the contract period.
All governmental units and qualified not-for-profit agencies will use the Joint Purchase Master Contract.
Q5 What is the total value of this contract?
A5 Please reference State of Illinois IFB, Contract Pricing, Section 2.2 Types of Pricing.
The Illinois Office of the Comptroller requires the State to indicate whether the contract price is firm or estimated at the time it is submitted for obligation.
The total price of this contract is estimated.
Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, A.22.3. Price.
Quantities and designated Unit Costs are for evaluation purposes only and does not guarantee nor represent any actual usage or anticipated value for the medical supplies being purchased.
Q6 The BEP Goal is 3% of what value?
A6 Per the Utilization Plan Part 1, Commitment and Signature section, the BEP Goal is 3% of the value of the overall contract value.
For example, if the contract value ends up with an overall value of $100,00.00, the BEP Goal would be $3,000.00
Q7 Not clear on how to submit pricing. When and how do we receive the secondary bid number? How many items will be listed for pricing, or will it be a % off our pricing?
A7 Please reference State of Illinois IFB, Section 1. Part A. Instructions and General Information, A.22.3. Price.
Bidder should enter a percent discount for each category line Item in BidBuy they wish to bid on. The MSRP list shall be in Excel or CSV format and attached to BidBuy at the time of the bid opening.
Bidder may submit a quote in BidBuy for any or all Category Line Items, however, it is the preference of the State to award to a single prime vendor for all Medical Supplies Categories.
Multi-discounts for different sections of a price list and/or chain discounts are not acceptable.
Any pricing or percentage off discounts on the Line Item and on the items listed in the Bidder’s required MSRP list of product offerings attached to their bid in BidBuy which is deemed too low, too high or availability of options from one bidder to the next in relation to the prices, percentage discounts and options bid by others, may be seen as an attempt to manipulate the evaluation process or otherwise structure the bid to the unfairness of other bidders and to the disadvantage of the State. Such unbalanced pricing may be cause for rejection of the bid in whole or in part.
If the bidder carries products under all the NIGP Codes used in line 1 for example, bidder will submit a Manufacturer’s Suggested Retail Price (MSRP) list in BidBuy and enter the percent off discount for the price list in line 1.
Q8 Will all bidders be privy to view all Q&A?
A8 All questions and answers will be published by an Amendment for all bidders to view.
