II. 3rd Set of Questions & Responses:
Question #01a:
RE: Earthwork - Landfills:
Can the contractor assume enough of the onsite excavation is suitable for embankment as-is without having to borrow material?
Response #01a: Yes, there is sufficient onsite material to borrow for the perimeter berm (assumed to be embankment reference) as well as the other structural fill components of the project.
Question #01b:
Several samples show the site excavation out of tolerance o Plasticity Index Over 20 o Liquid Limit Over 45
Response #01b: The structural fill may be a variety of materials as listed in Section 2.1.B.1 or 2.1.B.2. The PI and LL requirements are specific to the cohesive soil option. The borrow soil testing requirements are listed in Section 3.6.A.1.
The results will be used to confirm in situ compaction requirements are met for the site-specific material. In summary, 'out of tolerance' material is not a concern for structural fill requirements.
Question #01c:
The soils reports indicates that there will be excavation into the claystone/siltstone which appears to be intended as embankment.
Can the specification be revised to a max particle size of 6-inchs in the general fill?
*Note that in specification 3.3 states that no stone larger then 3 inches not be placed in the upper 6 inches of structural fill, this is achievable.
Response #01c: The Geotechnical Report was developed for the entire site. Minimal excavation into claystone or siltstone is anticipated in this Cell 1 development area. The specification will not be revised at this time for a greater particle size, but may be visited with borrow soil data results during the project period.
Question #01d:
Please verify testing frequencies o In-Situ Density & Moisture Content 1 per 10,000 sf/lift 10,000 SF x 6” = 1 test per 185 Cubic Yards At 735,000 CY = 3,973 Nuclear Density and Moisture Tests o Standard Proctor, Atterberg Limits, & Classifications– 1 per 5,000 CY 735,000 CY = 147 Samples o Sieve Analysis 1 per 2,000 CY 735,000 CY = 368 Samples
Response #01d: Provide unit cost and bid on # of tests indicated in your calculations. Test frequency may be reduced by Engineer during construction activities based on borrow soil consistency and proven compaction methods.
Question #02: 3.6 B – Minimum Compactions o Please clarify the minimum moisture for embankment *Minimum 4% of optimum? Or 0% to 4% of optimum?
Response #02: 0% to 4% of Optimum Moisture Content. This is a requirement for both 31
23 00 and 31 38 10.
Question #03: Trenching, Backfill and Compaction for Utilities o Please verify testing requirements One-point compaction test for every 5 in-place density tests Sand Cone or Drive Cylinder for every 10 in-place nuclear tests
Response #03: Confirmed.
Question #04: Where onsite is the designated borrow to complete the embankment and protective cover?
Response #04: Additional borrow material required for the Work that is not available from excavation quantities will be obtained to the south of the work area as designated in coordination with the Owner and the Engineer. If the available onsite material is not sufficient quality for meeting embankment and protective cover property requirements then that will be worked out with the Owner and Engineer once borrow source test results are received, but should not be considered for this bid.
Question #05: Are there any materials that will be supplied by the owner.
Response #05: No materials will be supplied by the Owner with the exception of the additional soil balance material required.
Question #06: What is the diameter of the 8' Sch40 steel indicator posts.
Response #06: Assume 4-inches.
Question #07: What is the anticipated routing for electrical to connect to power? The specs state we are to coordinate with Poudre Valley REA for work they're completing on-site, is that work what the Contractor will be connecting the pump station to?
Response #07: The pump station will be run off of a diesel generator. No electrical routing is required for the scope of this project. Coordination with PVREA limited to physical coordination of work from a spatial standpoint if project timeframes overlap.
Question #08: Confirming the requirement that a certified EPG service provider is required to install the specified EPG pump system.
Response #08: Confirmed.
Question #09: The 300 x 300 Working Pad in the plans is actually 250 x 360. The area is the same but the size of the working pad affects the access road size.
Confirming we are to install the working pad as shown on the plans or a 300x300 pad.
Response #09: Install working pad to the dimensions shown on the Plans (250’ x 360’).
The callout is incorrect.
Question #10: Confirm the requirement for the HDPE pipe boot on the 8" cleanout when it is sitting on top of the upper most layer of liner and not passing through the HDPE liner.
Response #10: No HDPE pipe boot is required for Temporary Leachate Cleanout Detail 3 on Sheet C602.
Question #11: Do details 3 and 4 of C601 stop at the base of the slopes on the east and west end or do they extend up the slopes?
Response #11: They should extend up the sideslopes.
Question #12: On detail 1 of sheet C 600, is there a difference between 'FILL' and 'SOIL FILL SURFACING' or can that be the same materials.
Response #12: They can be same material.
Question #13: Is there a special detail for the headwalls? The CDOT details are referencing standard headwalls with 1 or 2 pipes but the designed headwalls have 3 and 4 pipes. Further the notes added to sheet C605 state to use Ba = 42" but none of the tables show a Ba dimension smaller than 54.
Response #13: There is not a special detail. Contractor will need to submit a shop drawing in alignment with the CDOT standards, such as for required spacing between the pipes, proportional to a smaller diameter (42") pipes in parallel.
Question #14: Confirming duel contained forcemain outside diameter is 8" SDR 17. One detail in the plans shows it's a 12".
Response #14: Confirmed 8". Detail 2 on Sheet C604 is incorrect and the Dual-Contained Forcemain Pipe Detail 1 on Sheet C600 should be referenced instead.
Question #15: Sheet C600 shows a perimeter drainage channel running over the duel contained forcemain but sheet C405 shows 4 parallel 24" RCP pipes running over the forcemain. Confirming the 3' depth of the forcemain is deep enough to fit the RCP overtop.
Response #15: Sheet C405 is plan view only and the cross section on Sheet C600 should be referred to for the vertical spacing. The 3' depth requirement for the forcemain is a minimum requirement below grade and thus will be greater overall in the context of meeting the 3' deep requirement under the perimeter channel - please see 6.2' minimum requirement noted in Detail 2 of Sheet C600.
Question #16: Can details be provided on the Temporary Stormwater Sump in the South West corner of Cell 1.
Response #16: The temporary stormwater sump does not require any construction beyond excavation of the grades shown. It suffices as a natural low point and is not a physical structure.
Question #17: Detail 2 on sheet C600 shows the perimeter drainage channel has turf reinforcement matting. Confirm if the perimeter drainage channel requires TRM.
Response #17: Yes; TRM is required for perimeter channels.
Question #18: Is it anticipated that material on-site will meet the requirements for the 12" prepared subgrade and the 12" protective layer.
Response #18: Assume for the bid that the on-site material does meet the requirements for both the 12" prepared subgrade and the 12" protective layer.
Question #19: Should the Contractor assume that any temporary roads constructed for Item 5 will remain in place after construction or be required to be removed and restored?
Response #19: Any temporary access road created other than the primary access road shown in the drawings should be considered to require removal and restoration.
Question #20: Confirming the 12" prepared subgrade under the liner system is only on the cell floor and does not extend up the slopes.
Response #20: The 12" prepared subgrade is part of the liner system and does extend up the slopes. The protective cover layer also extends up the slopes. This is accounted for in the bid quantity.
Question #21: What location of the site will be the acceptable borrow site?
Response #21: See Response #04.
Question #22: Will all excavation of additional material required from the borrow source location be paid for under the unit rate of Item 7B Excavation? If yes, can the bid item be updated to accurately portray the cost of the project and reduce change orders. If not, can you tell us what item to include the cost for excavation from the borrow site.
Response #22: Bid Item 7C, Additional Excavation and Hauling for onsite borrow material has been added to the bid schedule.
Question #23: What line item should the access road leading to the 300'x300' working pad be paid for under?
Response #23: Bid Schedule Line Item #26 includes the working pad volume (10,000 CY) and the access ramp (i.e, 'road') volume (~14,300 CY).
Question #24: Confirm the quantity for item 24. Perimeter Road Gravel Surface (8").
Response #24: Bid Schedule Line Item #24 Quantity has been revised to 3,700 CY to account for the access road surfacing in addition to the perimeter road surfacing. Accordingly, Bid Schedule Line Item #25 has been revised to
147,400 SF.
Question #25: Confirming Item 18 - Nonwoven Geotextile includes compensation for installing the nonwoven geotextile in the sump. The specs state it covers the leachate columns and spillways but does not mention the sump.
Response #25: Confirmed it includes the installation of geotextile within the leachate sump.
Question #26: In the prebid it was quickly mentioned that the Contractor is to provide an Office Trailer for the Owner. Please confirm if this is the case and what pay item this is to be included in. The specifications only discuss the Contractors Office Trailer.
Response #26: A separate trailer will not need to be provided for the Owner. Contractor to provide a designated office space within the Contractor’s Trailer for the Owner Site Representative. Cost should be included under Pay Item 1 – Mobilization, Demobilization, and General Conditions.
Question #27: Please provide details on what to include in item 27E. Reviewing the Measurement and Payment, 01 22 00, for 27E it stated pipe trench and riprap base excavation, bedding, backfill, and compaction per 31 23 33. This seems to lead to overlapping bid items since items 27A (RCP) and 27B (Riprap) state they are to include procuring, furnishing, and installing said materials which would include excavation, bedding, backfill, and compaction per the specifications.
Response #27: The procuring, furnishing, and installation of Line Item #27 is part of the Payment statement meant to encompass the following subitems. Bid Schedule Line Item #27E will be for excavation, bedding, backfill, and compaction of the trenches related to the stormwater pipe features. You can exclude this portion from Items #27A and #27B.
Question #28: Confirming the Contractor will be able to reuse bedrock from the cut on-site as embankment material based on Larimer Counties expectation that no import material will be required. After comparing the Earthwork specification, 31 23 00, to the Geotech samples taken of the bedrock, some samples of the bedrock exceed the maximum liquid limit and plasticity index required by the specifications. Please confirm that all bedrock encountered should be assumed to be able to be placed as embankment on-site and no import material is required to supplement any bedrock encountered.
Response #28: See Responses to #01a-d and #04.
Question #29: Regarding quantities and payment, will Larimer County be paying based on measured in place quantities or planned quantities?
Response #29: Measured in place per as-built surveys or equivalent records.
Question #30: Regarding the earthwork quantities, will Larimer County be paying based on comparison of existing and design surfaces as determined via as-built conditions?
Response #30: Yes.
Question #31: Are there any DBE requirements or goals for this project? If so, will those requirements be utilized in the award decision?
Response #31: No.
Question #32: Will this project be awarded on lowest competent bid or best value? If best value, can a criterion of evaluation be provided, please?
Response #32: The project will be awarded to the Contractor whose Team satisfies all qualifications and submits the lowest-priced bid that is deemed responsive, responsible, reasonable, and in compliance with all specifications.
Question #32: Is there an erosion control/stormwater management plan for this project? I do not see one included in the drawings. Project Manual Section 01 11 00 Summary of Work Part 1.2.C.7 notes “Contractor shall be responsible…in accordance with the Drawings and Landfill Stormwater Management Plan.” Can the Landfill Stormwater Management Plan (drawings and narrative) be provided, please?
Response #32: Yes - Stormwater Management Plan published with this addendum as Exhibit F. The Contractor is still required to obtain a CDPHE General COR400000 Stormwater Discharges Associated with Construction Activity (Stormwater Management Plan).
Question #33: We do not see a pay item for the 3’ Wide Trickle Channel in the NW pond. Can a pay item for that scope be added to the bid form, please? Also, it looks like the detail shown on C401 that references that work is incorrect. Detail noted is 5/C609 and 3’ Wide Trickle Channel detail appears to be 5C607.
Response #33: The trickle channel should be included in Bid Schedule Line Item #28. You are correct that the trickle channel reference should be 5/C607.
Question #34: We do not see any dimensions noted on Detail 1 on Sheet C604 (“Leachate Pump Station”). These are required to provide accurate pricing and installation.
Please provide an updated detail fully dimensioned between all pipe, fittings, and appurtenances.
Response #34: The dimension requirements for the pump station are indicated in Detail 1 (e.g., all pipe dimensions, 8 ft spacing on center for the riser pipes, minimum lengths of 3" stainless steel pipes leading in/out of flowmeter).
The minimum height of the riser can be determined based on Section A. A new detail will not be provided as part of the Bid.
Question #35: Pay Item 27CE “Trench excavation, bedding, backfill and compaction” is listed on the Bid Form with a unit of measure of LF, but per Project Manual “Measurement and Payment” Section 01 22 00-1.5.B.16.a.4).a), the unit of measure is “Cubic Yard”. Please clarify which unit of measure is correct, bid form or project manual?
Response #35: Provide in Linear Feet.
Question #36: Can some additional information or a specification and mfg. be provided for the frac tank?
Response #36: Frac tank required capacity per detail 2/C600 is 21,000 gallons, which is a standard industry size. Example manufacturer would be Adler, but any tank vendor is acceptable so long as capacity and inlet capabilities are met.
Question #37: Where is the power source for the pumps coming from, solar, generator, other?
Please clarify what will be provided to the contractor for a power source and where will it be located?
Response #37: A generator should be assumed as the source of power for the pumps and contractor for the purposes of the bid. Location to be determined through coordination between Award Contractor and Owner.
Question #38: Can the stormwater management permits be transferred to others once the project site is seeded? Please clarify the transfer process and timing of this process to either the County, or another contractor.
Response #38: The Owner has their own Stormwater Management Plan now added as Exhibit F. The Contractor is still required to obtain a CDPHE General COR400000 Stormwater Discharges Associated with Construction Activity (Stormwater Management Plan). The Contractor's permit is only applicable for the duration of the project and will not need to be transferred.
Question #39: Can the deadline for questions be extended?
Response #39: No, the question deadline will not be extended.
