About this file
Addendum #2 for Bid No. B24-09 is issued by Larimer County for the North Landfill Cell 1 Construction project on 11/15/2024. The addendum provides additional details and clarifications for bidders, including responses to four specific questions about liner installation timeline, material storage, liner edge definitions, and labor requirements. The document indicates the project involves constructing a new 20-acre municipal solid waste landfill cell, with an excavation scope of 792,000 cubic yards of materials, including 735,000 cubic yards of cut-to-fill for structural elements. The project requires at least 80% of work to be performed by Colorado labor under the Keep Jobs in Colorado Act.
The excavation and earthwork details reveal a total fill requirement of 90,000 cubic yards, with 33,000 cubic yards of material imbalance to be obtained on-site without importing additional materials. The liner installation will depend on completing Milestones #1 and #2 and availability of geosynthetics installer crews and suitable weather conditions. Bidders must acknowledge the addendum on their Bid Form, and any further questions must be submitted in writing by 4:00 PM Mountain Time on 11/18/2024. The geotechnical soils report is included as Attachment B of the bid package, and the project involves minimal clearing and grubbing, topsoil stripping, and preparation of various layers including a prepared subgrade and protective cover layer.

ADDENDUM #2
to
BID NO. B24-09
North Landfill Cell 1 Construction
The following shall become as fully a part of the above-named drawings, specifications, and bid documents as if therein written and shall take full and complete precedence over anything therein contained to the contrary.
Acknowledgment: Each bidder MUST indicate on the Bid Form their acknowledgment of this addendum or their bid will be rejected.
Each bidder shall be responsible for reading each item of this addendum to ascertain to what extent and in what manner it affects the work to be performed.
The following information is available online at Rocky Mountain e-Purchasing at https://www.bidnetdirect.com/colorado/larimer-county/ under this project:
1. Addendum No. 1: I. 1st Set of Questions & Responses
II. Revisions
2. Communication No 1: Pre-Bid Attendance List
Pre-Bid Presentation
3. Addendum No. 2: I. 2nd Set of Questions & Responses
II. Additional Information Enclosures: Excavation / Soil Data / Base Liner Earthwork Pre-Bid Presentation Slide
I. 2nd Set of Questions & Responses:
Question #01: What is the approximate timeline/start date for liner installation?
Response #01: The timeline and start date for liner installation will be dependent on the timeframe for completion of Milestones #1 and #2 and availability of geosynthetics installer crew and suitable weather conditions.
Question #02: How early could the site take delivery of liner materials for storage?
Response #02: After product storage and handling has been approved by the Design
Engineer/Owner in accordance with Section 01 66 00 of the Project Manual.

Question #03: After review of the project plans, I have the following question related to the HDPE Liner , GCL, and Geocomposite supply and installation bid item quantities:
Drawing C403 shows a dashed line around the perimeter of the cell labeled in the legend as “Edge of Liner”. Termination details shown on sheet C601 show both “Edge of Waste” and “Coordinate Boundary / Edge of Liner” lines.
Which line correlates with the dashed line shown on Drawing C403 in relation to bid item quantities, surveyed for measurement and payment?
Based on the bid item quantities it appears the dashed line shown on drawing C403 should be labeled as “Edge of Waste Boundary”, not “Edge of Liner”. Please either confirm or adjust the bid item quantities as needed.
Response #03: The dashed line labeled "Edge of Liner" on the plan view sheets is representative of the edge of liner system based on the permitted cell area and corresponds with the control points required on Sheet C402. The edge of liner sign on detail 2/C601 is a physical sign to be posted at the edge of the anchor trench. The edge of waste reference is for the County/CDPHE only.
The details (2/C601, 3/C601, and 4/C601) demonstrate the anchoring and tie-in methods for the liner, which do go beyond the permitted lined cell area. The area provided in the bid schedule includes the vendor recommended 10% additional area for slopes, trenching/tie-ins, corners, etc. The area provided for the geosynthetic materials is sufficiently conservative for the total lined area. Bid on the quantity provided in the bid schedule. We will work with the manufacturer/award vendor to determine the final area of materials to order.
Question #04: Does Article 8.01 A.12 in the EJCDC C-520 agreement apply for this contract?
Response #04: Yes. This project is classified as a public works project, and under state statute §8-17-101, at least 80% of the work must be performed by Colorado labor.
