About this file
This is a Questions and Answers document dated 29 July 2026 addressing contractor responsibilities for a chiller installation project at a government facility.
The document clarifies five key operational requirements: (1) the contractor is responsible for unloading the chiller equipment at Building 1555; (2) the contractor must deliver the chiller from Building 1555 to Building 207; (3) the Government or its installation contractor will complete all placement, mechanical, electrical, piping, and controls connections prior to contractor start-up; (4) the contractor's start-up services are limited to equipment start-up and operational verification after installation is complete, with the Government noting it typically performs start-up to maintain manufacturer warranty eligibility; and (5) delivery coordination requires a bill of lading for commercial gate access, with Government escort to Building 207 available if needed.

Q/A
29 July 2026
1. Will the Government provide the personnel and equipment necessary to unload the chiller at Building 1555? Contractor should be responsible for unloading the equipment.
2. Will the Government or its installation contractor be responsible for moving the chiller from Building 1555 to Building 207? Contractor should be responsible for delivering the equipment to the site(B207).
3. Will the Government or its installation contractor complete all placement, mechanical, electrical, piping and controls connections before the contractor-provided start-up? Yes
4. Is the contractor’s required start-up limited to equipment start-up and operational verification after installation is complete? We usually start up the equipment because we’ll still get a manufacturer warranty.
5. Are there any specific delivery appointment, truck, driver or base-access requirements that should be coordinated in advance? For the commercial gate (for the chiller delivery), a bill of lading will be needed. We can escort them to B207 if needed.
