1601 Brenner Avenue Salisbury, North Carolina 28144

Subject: Statement of Work: Bldg 17 A&C HVAC Location: Salisbury VAMC Campus Project #: 659-20-302 Date: 03 August 2021

STATEMENT OF WORK

SCOPE OF WORK:

Due to the Covid-19 pandemic, a need was identified for additional storage of medical supplies on the Salisbury

VAMC campus. Buildings 17A and 17C can accommodate supplies however these buildings require reliable climate control involving the addition of insulation and HVAC units. The intent is to provide adequate heat and A/C for supplies that may remain in storage for extended periods (non-rotating stock). The selected general contractor (GC) will provide all administration, supervision, labor, materials, tools and equipment, and perform all operations necessary to complete this project. Work will be performed according to A&E project specifications, VA Master

Specifications, all applicable codes and all current Salisbury VAMC policies, procedures and best practices involving construction operations.

1.0 ADMINISTRATIVE and COORDINATION:

Period of Performance. The contractor will have 240 days from the Notice to Proceed which includes the time required for all submittals, material procurement, planning and mobilization, construction activities, and inspections. Disapproved submittals are not reason for additional time or delay cost for the contract.

POCs. The Contracting Officer’s Representative (COR) will be the primary Point of Contact for communication and coordination on site throughout the period of performance. The Contracting

Officer (CO) retains authority for matters pertaining to the contract, as well as all financial authority on behalf of the

Government.

Supervision by Contractor. The GC will provide one overall Site Superintendent as “Competent Person” who will be on-site whenever work is being performed. The Site Superintendent will be separate from any sub-contractor personnel and will be directly employed by the general contractor. Responsibilities of the Site Superintendent include but are not limited to a) Oversight of the project, b) Preliminary approval of all material submittals and change order requests, and c) Supervision of any subcontractors. The GC will provide a resume’ of the proposed Site Superintendent candidate(s) to the CO/COR prior to NTP for review and approval.

Contractor Badging. Badges must be worn by all contractors and subcontractors while on campus. The Salisbury

VAMC requirements for access badges will be provided. Generally, the documentation for badges include two forms of ID, proof of OSHA construction safety certification and proof of negative TB testing and Flu vaccination. All workers must be legally authorized to work in the United States.

Site Survey. Potential bidders may conduct individual site visits upon coordination with the COR. Upon award, the

GC and COR will conduct a Pre-Construction meeting and walk-through before mobilization. The GC must field verify all measurements and report any discrepancies to the COR prior to award of contract. Failure to verify or obtain accurate field data is not an acceptable reason for modification of the contract; furthermore, delays occurring directly from failure to obtain accurate field verifications are at no cost to the government.

All GC plans and bid proposals will be formulated according to existing conditions. Any changes expected to be implemented by VA must be specified and agreed to in advance by both parties.

Construction Material Storage & Laydown, Parking, Site Security. To be coordinated with the COR prior to commencement of work. Exact conditions of that area of campus cannot be fully predicted in advance. The work site may require an enclosure to ensure adequate safety to the staff and public. At a minimum, signage is required indicate boundaries of the work site.

Schedule. Daily schedule is TBD, however work cannot impede Hospital operations. VA personnel may require access to the site during regular hours. Weekends, holidays and work after normal business hours can be coordinated, but must be approved by the COR.

Phased Construction Plan. The contractor will provide the Contracting Officer a phased construction plan to perform this contract. The GC will update this plan on a regular basis (minimum monthly) and submit to the

Contracting Officer and COR. Contractor proposals should clearly note potential project milestones.

Inspections, Reports & Progress Meetings. The COR will inspect the worksite regularly. A schedule of progress meetings will be determined, however once weekly is anticipated. The GC will report construction progress daily to the COR via email. The format will be discussed in the Pre-Construction meeting. The presence or absence of a

Government inspector does not relieve the contractor from any contract requirements, nor is the inspector authorized to change any term or condition of the contract without written authorization from the Contracting

Officer. Any intended A/E site inspections will be communicated to the GC. VA will communicate discrepancies in the project, Safety violations, and the like via Project Deficiency Report (format will be provided prior to NTP).

Removal of Unacceptable & Unauthorized Work. All work which does not conform to the requirements of the contract will be considered unacceptable. Unacceptable work, whether the result of poor workmanship, use of defective materials, damage through carelessness or any other cause, found to exist prior to the final acceptance of the work, will be remedied or removed immediately and replaced in an acceptable manner unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price.

2.0 TECHNICAL REQUIREMENTS:

Reference Charlotte Engineers A/E Document “Service Upgrades to Buildings 17A & 17C”, May 20, 2021 for specific requirements, specifications, and drawings.

Bid Alternates:

Alternate One: Omit Emergency Generator and ATS. However, Bldgs 17 A, B and C should be wired and prepared to receive an emergency generator as a future project when determined to be feasible.

Alternate Two: Installation of additional internal split systems to Bldg 17C in lieu of PAC AC.

Alternate Three: Coiling door replacement to Bldg 17A.

Existing Facilities. The current HVAC units (one Gree unit at B17C and one Mitsubishi R410A unit at B17A) may be removed along with the associated interior controls and wiring. Both units service only a portion of their respective buildings and have had prior repairs. Units and associated equipment should be dismantled as minimally as possible and will be retained by VA for servicing and possible re-use.

Climate Control. The target temperature control range for medical PPE storage is 66o F to 75o F, with a Relative

Humidity range of 20% to 60%.

Existing Stock & Stored Property. The GC will be responsible for safely moving and/or shifting any stock or fixtures inside the buildings to allow for adequate workspace and will be responsible for any damage that may occur. Stock must be inside and locked upon leaving the site. Adequate covering will be used as needed to protect stock during work.

VA will explore additional storage options prior to commencement of work; however, VA cannot estimate future available space inside the buildings with certainty. Therefore, proposals should include a general itemization for possible temporary relocation of stock as part of the project, to include providing labor and a temporary CONEX type storage unit.

PPE. Personal protective equipment (PPE), such as eye protection, hearing protection, face masks or shields, knee pads, and the like will be worn when appropriate. Generally, all bona-fide construction sites at VAMC Salisbury are considered Hard Hat Areas. Appropriate warning signage and/or barriers will be emplaced by the GC, to be discussed at the pre-construction meeting.

Site Clean-Up and Restoration. The contractor shall ensure the work site and areas around the work site are free of any debris and portable tools upon completion of work each day. Contractor shall remove and properly dispose of all scrap materials and equipment at the completion of the job and prior to final payment. Unused excess material may be retained by VA (TBD).
