SERVICES FOR SUPPLY AND INSTALL OF FUEL TANKS

October 16th, 2023

SCOPE: In accordance with the terms and conditions of the service contract, the contractor shall supply, deliver and complete the installation of one (1) 2,000-gallon fuel tank with an option to install two (2) additional 2,000-gallon fuel tanks as described below. All Services performed under this contract shall be performed in accordance with applicable codes, accepted industry standards.

CONFIDENTIALITY: The information developed under this task order is the property of the U. S.

Government and shall be kept in strict confidence.

PERFORMANCE PERIOD: The work of this service shall be provided within 365 days after date of contract award.

I. PROJECT DESCRIPTION

This project will replace the outdated 100LL, Jet A (Option line item Tank) and unleaded fuel (Option line item Tank) tanks and system components that provide heating, vehicle, and airplane fuel for the

Yukon Charlie National Park’s main operations hub in Eagle, Alaska. Services anticipated include electrical service layout and construction and fuel tank procurement and install.

Specific components of the work include:

1. NPS Staff will provide the gravel pads for the tanks while the Contactor will be responsible for trenching and placing the new electrical lines. Contractor will also need to supply power for future tanks on the pads. See site layout provided by NPS.

2. One 2,000 gallon fuel tank will be replaced with a new 2,000 gallon tank and an option to replace two additional 2,000 gallon tanks with 2,000 gallon tanks. All tanks will be double-walled steel using FireGuard tanks or similar. The tanks shall include all current electrical, mechanical metering, and emergency pump-stop systems along with distribution system, pumps, and hoses for each tank appropriate for aviation and unleaded fuels. The tanks are to be delivered and installed at locations determined by the NPS. Aviation tank designs must be built to ATA specification 103 and in accordance with NFPA 30 (see attached cutsheet for more guidance on aviation fuel tank requirements). The tanks shall incorporate a fuel monitoring system capable of functioning in a remote environment for tracking multiple agencies fuel use. Unleaded fuel tanks should match the aviation tanks in all respects except the dispensing system, which only need meet requirements for unleaded fuel.

3. All tanks will need to be around 20-35 GPM at the nozzle, this is with a 100ft hose length.

4. Existing power at the hanger is 120v.

5. Contract package prepared by the Contractor shall include demolition and disposal of existing tanks, associated piping and transferring of fuel from old tanks to new.

6. It is anticipated the Contractor shall develop and submit for approval the tank shop drawings and electrical distribution drawings and that the design will be prepared using “sheet spec” format in lieu of full CSI specifications.

Description of Services:

Provide labor, raw materials, equipment, system components, testing, and services to manufacture and deliver 1 ea. 2,000 gallon tank (100LL) with an option for an additional 2 ea. 2,000 gallon tank (Jet A & unleaded), double walled, above ground, fire rated, aviation/unleaded gasoline dispensing, fuel storage tank system and related appurtenances. Two (2) tanks will be fitted with components capable of dispensing aviation grade fuels and one (1) tank capable of dispensing regular unleaded fuel. The assembled tanks (system) shall be delivered to the Eagle Alaska, NPS Hangar.

Please include in your proposal the method you intend to use to deliver the tank system and the cost for an alternate delivery method.

Description of Equipment:

Tank:

The tank shall meet UL 2085 specifications equal to a Fireguard. Tank capacity shall be 2,000 gallons.

The tank shall be mounted on skids with the proper UL 142 nameplate for a supported tank system. The skids shall be integral to the tank. All tank openings shall be located on the tanks top. The tank fill port shall have a overfill containment basin with flowback drain integrated into the tank. In addition, ports are required for suction, interstitial monitoring, one normal vent for the primary tank, two emergency vents for the primary and secondary tank, one for the fuel quantity gauge and alarm, and one spare plugged with an approved cast iron plug and a frost proof drain valve. The tank shall have an approved ladder, fueling platform, lifting lugs, and ground points. The tank shall have a manhole large enough to allow personnel entry for tank inspection and cleaning. Entire system shall be primed and painted with marine grade paint. See attached photographs for an example of type of tank required.

TANK FABRICATION:

Fabricate tanks in accordance with UL 2085, Standard for Steel Aboveground Tanks for Flammable and

Combustible Liquids with the UL 142 nameplate for supported tanks. All ports shall be female threaded. All ports shall be raised and broadened such that there are no depressions around port openings, to prevent ice, snow or liquids from pooling around tank openings. Several items listed in these specifications may be deviations from your standard tanks and therefore careful review of these specifications, close contact with the COR and the SR, and careful review of the project requirements is critical for a successful proposal.

Appurtenances:

For the 2 aviation fuel tanks: provide one hundred ten volt aviation gas approved pump, clock type fuel quantity gauge with overfill alarm, overfill prevention valve, proper fire extinguishers, emergency shut offs, aviation fuel filters, hose reel, static ground reel, ¾” or 1” aviation grade fuel hose min. 100 ft, aviation nozzle, aviation grade fuel filters and housing, and keytrol type monitoring system are the primary appurtenances. For the unleaded fuel tank: provide one hundred ten volt unleaded gas approved pump, clock type fuel quantity gauge with overfill alarm, overfill prevention valve, proper fire extinguishers, emergency shut offs, unleaded fuel filters, hose reel, static ground reel, ¾” or 1” unleaded grade fuel hose min. 100 ft, unleaded nozzle, unleaded grade fuel filters and housing, and keytrol type monitoring system are the primary appurtenances. Provide drop tubes, normal pressure vacuum vent pipe long enough to be twelve (12) feet above ground level and set below the pressure of the emergency vents, emergency vent pipes long enough to be two feet above tank top, solenoid anti siphon valve, and isolation valves. System shall arrive as completely assembled and as ready for use as possible. Contact with the Park Representative is critical to understanding the fuel delivery options available in Eagle so the proper appurtenances are proposed. The tank should have motorized reel drive with manual override option for fuel hose.

Fuel Distribution Manifold:

The pump, hose reel, ground reel, filters, piping, isolation valves, and electrical connections shall be mounted in a lockable enclosure that is a minimum of 36” off the ground, with secondary fuel containment, to avoid snow build-up interference. No keyed locks are necessary. Provide a welded-on hasp for use with a 3/8 inch shackle pad lock. Existing power source is the Eagle community electrical grid available at the hangar. Contractor shall provide provisions for electrical connection to existing power source. Entire system shall be primed and painted with marine grade paint as specified.

Delivery: Delivery and installation window is limited from May to the end of September, with the road condition dictating access to the city of Eagle.

III. SCOPE OF SERVICE REQUIREMENTS

GENERAL

This work shall consist of the preparation of a single set of Construction/Equipment cutsheets Documents for the combined work of each project. At a minimum will include a layout of the electrical lines, and tank placement. All documents shall be prepared using the English System of Weights and Measurements. All work performed shall comply with applicable laws, regulations and NPS policies and guidelines.

QUALITY CONTROL

The Contractor is responsible for quality control which includes ensuring the technical accuracy, completeness, and correctness of the equipment specifications and construction. The Contractor shall accomplish a Quality Control Review and shall make corrections prior to each submittal to the COR.

The contractor is responsible for testing each system prior to each submittal to the COR.

CONSTRUCTION DOCUMENTS

Based on this Scope of Work and the Kickoff meeting prepare the following:

• Construction Drawings, specification Drawings/cutsheets, Layout diagrams.

• Product File

SITE VISIT AND SCHEMATIC SITE PLAN

Perform a site visit coordinated in advance with the COR. Subsequently, produce a schematic site plan for review and approval prior to proceeding with purchase of materials.

The work in this task order shall be completed in accordance with the following schedule activities:
