Q1: Do you want these tanks to be rectangular like in the photos? Another option is cylindrical.
A1: If the tanks meet standard design and/or aviation specs than there is no real preference, the thought behind round was the ability to shed snow better.

Q2: Do you want the tank sloped with a low point sump?
A2: This would be preferred but please compare costs with other means of draining.
Q3: Do you want a water draw hand pump at ground level piped to the low point, so that any water that collects can be removed from tank?
A3: If left as a top fill this would be preferred
Q4: Do you want internal tank coating? Since we cannot use a floating suction in this size tank, this would be best practice if system in not ATA
103.
A4: ATA 103 does not need to be met, but we need to try and get as close as possible for the jet fuel tank. DOI does have 2k tanks that have floating suction but do not meet ATA103 and that is fine. Also having an internal coating would be preferred if it meets aviation standards.
Q5: What is the basis of design for the meter or what would you want to see us use?
A5: The meter should just be something that tracks gallons used, this does not need to be complicated or transmitted to any other device.
The NPS wants a deceives that tracks agency usage since many agencies will be drawing fuel form these tanks. We need the meter /counter that can be reset and is visible for the end user during filling and the fuel monitoring/ keytrol type system referenced is intended to be a basic system that lets specified users (FWS, BLM, NPS, ETC) pump fuel under their meter and have an accurate total consumption to complement the hard copy turned in for specific planes or fleet vehicles.
Q6: Would it be possible to push the bid due date due to the number of questions we have moving around that are unanswered, please. A couple of weeks would be good.
A6: The proposal due date is being pushed out 1 additional week, May 27, 2024.

Q7: Lastly, I hear that there are answers to some other questions regarding the keytrol, etc. Where can I find this information or amendments?
A7: All Q&A is posted to amendments and can be found in SAM.gov with all other docs for
140P9724R0002.
Q8: Define extent of electrical scope of work to
¿supply power for future tanks¿. Reference Item
No. 1 in the Scope of Work project description.
Is this power for Bid Item No. 0003 and Bid Item
No. 0005 or is it only for the 100LL tank associated with Bid Item No. 0003? Is all of this cost to be included in Bid Item No. 0001? YUCH ¿
Eagle Airport Future Fuel Tank configuration Plan only shows ¿electrical tie in¿ to the 100LL tank.
A8: Electrical should be bid for all 3 pads in
CLIN 1, please break it out in your cost so it is easily understood.
Q9: In the Project Description Tank Fabrication
Appurtenances there is reference to the ¿keytrol type monitoring system.¿ Is this the same system as the ¿fuel monitoring system¿ of 01 10 00

A9: Correct this would be the same, this should be a simple system that the NPS can use to track what agencies are using fuel.
Q10: Referencing ATA-103, will all three of these tanks be required to have floating suction, internal ladder, 2 access manways, and 1 in 20 floor slope?
A10: ATA 103 should only apply to the aviation tanks, but we will be changing that verbiage to at a minimum the tanks need to meet aviation standards and if cost effective having ATA 103 items would be preferred. Like a floating suction for the jet A tank. But complying to ATA 103 will no longer be a requirement.
Q11: 52.236-7 states that Contractor is responsible for all costs associated with permitting. Who¿s jurisdiction does this installation fall under, federal, state, or other?

A11: It is the state.
Q12: Solicitation states 213 calendar days from notice to proceed after allowing not less than 60 calendar days for Government to accept offer for offers due 5/20/2024 and the solicitation also says that the period of performance is 05/01/2024 to 11/20/2024 and delivery is 11/30/2024;
mathematically impossible to achieve 11/30/2024 with 213 calendar days from NTP.
Scope of Services page 1 says that the performance period is ¿365 days after date of contract award¿ while page 7 says ¿contract is to be substantially complete by estimated September
6th, 2024.¿
Section 01 10 00 states ¿Work shall be completed within 213 calendar days of the start date provided on the Notice to Proceed.¿
52.211-10 states ¿complete the entire work ready for use not later than November 30, 2024.¿ It will be expensive and impractical to extend the performance period into the winter months as provided for in Alternate 1 Section F ¿
Deliveries or Performance.
A12: Due to long periods of review these dates have shifted. The goal would be to get this award and installed this summer. The NPS understands lead times and that there is a process to procure these items. The PoP will be 365 days, but we would like the tanks to be installed this summer/fall to have operational fuel systems next season if possible.
Q13: The SoW specifies that they would like the new tanks to be ATA Specification 103 in accordance with NFPA 30. However in order to reach that specification we would need to implement a floating suction system within the tank which isn't possible in the 2,000 Gal tanks the SoW requests. Would it be possible to either have the SoW switched to a 6,000 Gal tank so that we may reach the ATA specification. Or have the
ATA specification removed so that we may install the 2,000 GAL tanks.
A13: Meeting ATA 103 will be removed but if possible, meeting certain requirements would

2k tank. This prevents water from being pumped into the planes.
Q14: The tanks shall incorporate a fuel monitoring system capable of functioning in a remote environment for tracking multiple agencies fuel use. (Because the system is in a remote location and the internet may or may not be available how will it be managed and what are they wanting to capture i.e. employee#, plane, entity? Will the capture info using USB).
A14: The park is not looking for an overly complicated system, this system does not need to talk via Wi-Fi and would be a local system of record. Many agencies will use these pumps so a way to track usage per agency is what the park is looking for.
Q15: All tanks will need to be around 20-35 GPM at the nozzle, this is with a 100ft hose length.
Existing power at the hanger is 120v. (Because there is 220 Available, it is advisable to go with a Red Jacket submersible pump (220v) to get the minimum 20 gpm thru a 1¿ 100¿ hose) is this acceptable?
A15: Any method that fits within the parameters of the SOW and the new data of having 220v on site could be a viable option. Note this system is for aircraft and needs to be rated for such usage.
Q16: SF1442 states the POP to be 05/01/2024 to
11/30/2024 do you still anticipate being able to accomplish this project during that time frame.
A16: The PoP will change based on award, it would be nice if we could still install before winter, but the NPS fully understand that if this is not possible than there will be a shift in PoP.
Please bid and price out according to a reasonable timeline.
Q17: Have you considered the long lead time of
AST fire guard tanks, of 12-14 weeks for manufacturing?
A17: The NPS understands there are long lead times and the time it takes to procure items, this project has shifted. We would like an
