PERFORMANCE WORK STATEMENT (PWS)

STALL MAINTENANCE AND CLEANING SERVICES

UNITED STATES PARK POLICE HORSE MOUNTED PATROL

PART 1

GENERAL INFORMATION

1. GENERAL: This is a nonpersonal services contract to provide stall maintenance and cleaning services for a horse stable belonging to the United States Park Police (USPP) Horse Mounted Patrol (HMP) Unit in the geographic area of San Francisco, CA. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, labor, transportation, supervision, and any other nonpersonal services necessary to perform HMP stall maintenance services as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services.

The Government shall provide all the tools, equipment, and supplies necessary for this PWS. The contractor shall meet the standards in this contract.

1.2 Background: The USPP is a component of the NPS which is a bureau of the US Department of the Interior (DOI). The USPP is interested in the purchase of the necessary services to perform stall maintenance and cleaning services for its HMP stables located in the Presidio of San Francisco, CA. The USPP is one of the oldest uniformed federal law enforcement agencies in the United States. It functions as a full-service law enforcement agency with responsibilities and jurisdiction in National Park Service areas primarily located in the Washington, D.C., San Francisco, and New York City and certain other government lands. In addition to performing the normal crime prevention, investigation, and apprehension functions of an urban police force, the USPP is also responsible for policing many of the famous monuments in the United States and shares law enforcement jurisdiction in all lands administered by the National Park Service (NPS) with a force of National Park Rangers. The USPP HMP is one of the oldest established police equestrian units in the United States. Horse mounted patrols are assigned to Federal parks in Washington, DC, New York City, and San Francisco. These nationally acclaimed officers and mounts are highly respected for crowd management techniques. The USPP HMP also functions to maintain order during major demonstrations and special events and have been transported to other sites in the NPS system to control demonstrations.

1.3 Objectives: The contractor shall provide stall maintenance and cleaning services for the horse stable belonging to the USPP San Francisco Field Office (SFFO) HMP in the geographic area of San Francisco, CA.

1.4 Scope: The contractor shall provide stall maintenance and cleaning services seven days per week, including Federal holidays, at one (1) USPP SFFO HMP stable. Stall maintenance and cleaning services include, but are not limited to, feeding and watering horses, cleaning box stalls, aisles, turnout areas, and paddocks.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months, four (4) 12-month option years, and one (1) six-month option to extend IAW FAR Clause 52.217-8 Option to Extend Services. The Period of Performance reads as follows:

The Government reserves the right to exercise any of the options, as the prices stated in the pricing schedule. IAW FAR 17.205(a), the Government shall give the contractor written notice of its intent to exercise options as least sixty (60) days before the contract expires.

IAW FAR 17.206(a), prices for options will be included in the price schedule. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which they assure themselves that work complies with the requirement of the contract.

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).

This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Recognized Holidays: Service shall be provided seven (7) days a week, to include all Federal holidays, except for when otherwise noted in the PWS and/or authorized by the Contracting Officer’s Representative (COR).

1.6.4 Hours of Operation: The contractor is responsible for providing daily services at the SFFO HMP stable between the hours of 0500 to 1100. Deviation from this schedule is only permitted with prior permission from the COR. On occasion, the contractor may be requested to provide late afternoon (PM) stable services at the SFFO HMP stable anytime between the hours of 1500 to 1800. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance: The work to be performed under this contract will be performed at USPP SFFO HMP stable located in San Francisco, CA as depicted in Table

1. The USPP SFFP HMP has one (1) stable.

1.6.6 Type of Contract: The government will award a Firm-Fixed Price contract.

1.6.7 Security Requirements: Contractor personnel performing work under this contract will be subject to a National Agency Check (NAC) and a Local Agency Check (LAC) at the start of work, and throughout the life of the contract. After award of the contract, the contractor shall provide the full name and identifying information, to include date of birth, place of birth, social security number, and residence address, of each proposed contractor personnel to the COR. The COR will coordinate with the USPP to perform the NAC and LAC at no cost to the contractor. Only personnel who are determined acceptable to the COR based on these name checks will be authorized to perform work under this PWS.

1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information, alarm codes, and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7.2 Stable Access: The contractor’s employee(s) will be provided access to the stable through a combination lock and is permitted to be onsite without a member of the USPP present. The contractor will also be provided with the alarm code for the stable.

1.6.8 Special Qualifications: The contractor must provide services in a variety of environmental conditions, including temperature extremes, weather conditions, insects, etc. The contractor must be able to follow oral and written directions and possess the knowledge and ability to use stall cleaning tools. The contractor‘s employees must be able to successfully communicate in English with USPP Staff. The contractor’s employees must be legal US residents with authorization to work. IAW 1.6.7, the USPP will perform a background check on each employee working under this contract.

1.6.9 Service Contract Act: This contract is subject to the provisions of the Service Contract Act which require federal contractors and subcontractors to pay service employees fair wages and benefits that align with local prevailing rates. Non-compliance with the Service Contract Act can lead to penalties such as contract termination and back pay obligations.

1.6.10 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.

The contracting officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.11 Contracting Officer Representative (COR): The COR will be appointed by the Contracting Officer (CO) in a memo that outlines their authority and responsibilities. A copy of the memo will be provided to the contractor after award. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor contractor's performance and notifies both the CO and contractor of any deficiencies;

coordinate availability of government furnished property; and provide site entry of contractor personnel. The COR is not authorized to change any of the terms and conditions of the contract, which includes any changes in cost or price, estimates, or changes in delivery dates.

1.6.11.1 The Contracting Officer’s Representative (COR), Alternate COR, and/or his/her designated USPP point of contact (POC) will regularly inspect the quality of the stall maintenance and cleaning services at the SFFO HMP stable. The COR shall coordinate with the contractor’s Principal Representative (PR) and/or Alternate Principal Representative (APR) to resolve any missed stall cleaning services, or any other identified deficiency. The contractor shall correct any deficiencies on the spot, when possible, and in all cases, as promptly as practicable.

1.6.12 Contractor’s Key Personnel: The contractor’s Principal Representative (PR) and Alternate Principal Representative (APR) are designated as key personnel and shall be designated in writing, with copies provided to the CO and COR. The PR is responsible for the performance of the work, and the APR acts for the PR if/when the PR is not available. The PR and APR must be employees of the contractor. The PR and APR shall be able to speak English and make decisions for the company with respect to the work requested. The contractor shall provide the full name and identifying information, to include date of birth, place of birth, social security number, and residence address, along with contact information (email, phone number) of their PR and APR to the CO and COR within 5 days after award. The PR and APR shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract. No substitutions of key personnel may occur within the first 60 days after award. After that period, the contractor shall make every reasonable effort to provide advance notice to the COR of any changes to key personnel at least 30 days prior to the anticipated change.

Recommended key personnel are not allowed to work on the contract unless/until the substitution is accepted by the CO.

1.6.12.1 As this contract requires stall cleaning services seven (7) days a week; to include Federal holidays, the contractor must be available seven (7) days a week. The contractor’s PR or APR shall be immediately available to be telephonically contacted by the COR between 0800 to 1600 hours seven days a week in case of emergency or any issue involving the contractor’s work performance.

1.6.12.2 The PR or APR do not have to be present onsite during stall maintenance and cleaning services. However, if the PR or APR are not going to be onsite during the stall maintenance and cleaning services, the PR or APR must designate an onsite employee who will be the lead of the contractor’s stall maintenance cleaning team.

1.6.13 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

1.6.14 Contractor Travel: The contractor’s employees are responsible for their own transportation to and from the USPP SFFO HMP stable. The Government does not provide any transportation for the contractor or its employees to or from the HMP stable.

The HMP stable is accessible by restricted federal highways but are a distance from public transportation routes. Drivers must be knowledgeable of the roadways and applicable restrictions. The contractor will have to be able to access the designated stables to perform the designated services.

1.6.15 Other Direct Costs: Not applicable.

1.6.16 Data Rights: Not applicable.

1.6.17 Reserved.

1.6.18 Phase In / Phase Out Period: Not applicable. The contractor must be able to fully perform all services at the start of the performance period.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1 DEFINITIONS:

2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations.

This individual has authority to provide technical directions to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5 DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the people that are listed in the proposal.

2.1.7 PRINCIPAL REPRESENTATIVE. The contractor’s principal representative or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of the contract and is responsible for the contractor’s work performance.

2.1.8 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.9 QUALITY ASSURANCE. The government procedures to verify that services being performed by the contractor are performed according to acceptable standards.

2.1.10 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.11 QUALITY CONTROL. All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.12 SUBCONTRACTOR. One that enters into a contract with a prime contractor.

The Government does not have privity of contract with the subcontractor.

2.1.13 WORK DAY. The number of hours per day the contractor provides services in accordance with the contract.

INFORMATION

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1 Services: Not applicable.

3.2 Facilities: Not applicable.

3.3 Utilities: The Government will provide the necessary utilities, to include, but not limited to, water and electricity, for the contractor to perform its stall maintenance and cleaning services. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish the task.

3.4 Equipment: The Government shall provide wheelbarrows, pitchforks, brooms, shovels, hoof picks, and other appropriate tools and other incidental equipment items necessary to successfully perform the work as outlined in this PWS. The Government shall also provide the exterior manure dumpsters that are associated with the contractor’s performance in this PWS.

3.5 Materials: The Government will provide the feed, hay, alfalfa, and bedding stall shavings that are associated with the contractor’s performance in this PWS.

3.6 Information: This information is provided to assist with planning and the level of effort required to complete the tasks as outlined in the PWS. All information provided is an estimation and is not exact.

Stable Information (Number of Horses):

Table 2 identifies the number of horses at the HMP stable and is the approximate number at the beginning of this contract. The anticipated maximum quantity throughout the life of the contract is also just an estimate.

Stable Information about Aisles and Indoor Turnouts

The HMP stable has aisles between the stalls and a wash stall that need to be cleaned daily.

Stable Information about Paddocks:

The HMP stable has fenced-in paddocks that are large enough for the horses to move freely when not housed in their individual stalls. The approximate size of the paddocks and other pertinent information is provided in Table 4. Attachment A is an aerial map of the USPP SFFO HMP Stable depicting locations of the paddocks.

There is one (1) paddock south of the stable that is approximately 175 feet by 100 feet in size. The paddock is used on a daily basis. A map of the SFFO Stable is included for reference.

SFFO Stable - Upper Paddock (Small)

There is one (1) small paddock south of the stables that is approximately 30 feet by 40 feet.

This paddock is used infrequently.

SFFO Stable - Lower Paddock

There is one (1) paddock attached to the stable that is divided into two sections. The total size is approximately 50 feet by 75 feet in size. Both paddocks are used on a daily basis. A map of the SFFO Stable is included for reference.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The contractor shall provide all personnel, labor, supervision, and transportation necessary to perform stall maintenance services as defined in this PWS except for those items specified as Government furnished property and services in Part 3 of this PWS.

4.2 Materials: Not Applicable.

4.3 Equipment: Not Applicable.

PART 5

SPECIFIC TASKS

5. STALL MAINTENANCE AND CLEANING TASKS:

5.1 The contractor shall provide stall maintenance and cleaning services for the stable belonging to the USPP SFFO HMP in the geographic area of San Francisco, CA.

5.1.1 Due to the dynamic nature of law enforcement, personnel changes, fluctuation of horse donations and retirements, HMP personnel training and horse training, the quantity of horses at the stable may change during the life of this contract. The stable will not have all available stalls utilized at all times, i.e., there will not be a horse in all the stalls.

On a daily basis, the contractor is responsible for cleaning the aisles, turnout areas, and any paddock that was used.

5.1.2 The contractor shall not clean stalls that are not occupied by a horse unless requested by the COR. The contractor shall not be compensated for empty stalls.

Therefore, the contractor will not charge and will not receive payment for cleaning empty stalls.

5.1.3 The size of a USPP stable box stall is approximately 150 square feet. For each stall, aisle, turnout area, and paddock to be cleaned, the contractor is responsible for performing the work IAW PWS Tasks 1, 2, 3 and 4.

5.1.4 The contractor will be paid based on the actual number of stalls cleaned at the HMP stable, along with the daily cleaning of the aisles, wash stall, and paddocks at the HMP stable.

5.2 TASK 1: Initial Feed, Water, and Lead Horses to Turnout Area

5.2.1 The first designated person, either USPP staff or contractor, to arrive in the morning shall:

5.2.1.1 Dispense hay or soaked alfalfa to all horses as designated on their stall card.

5.2.1.2 Ensure that all horses have available water, either working automatic waterer, full water bucket, or both.

5.2.1.3 A USPP Officer shall feed all horses the designated amount of grain and administer designated medication and/or nutritional additives if applicable. When a USPP officer is not available, the COR or their designee may contact the contractor for assistance with feeding the horses. Stall cards on each stall, as well as the board in the stable, provides the information required to feed the horses.

5.2.2 After the horse has consumed feed, the contractor shall safely halter and lead the horse from the stall.

5.2.3 The contractor shall be observant of any signs of injuries or illness. The contractor shall be observant of any physical symptoms of illness such as elevated respiratory rate;

unusual discharge in the horse’s eyes, nose, and mouth; unusual bowel movements; dark-colored urine; abnormal colored gums; unusual sweating; odd stance; or altered gait. The contractor shall be observant for any behavioral symptoms of illness such as exhibiting dullness in response; signs of restlessness; or unusual eating patterns. Any injuries or illness shall immediately be reported to the COR or USPP staff assigned to the stable.

5.2.4 After leading the horse out of the stall, secure the horse in cross ties or release into the paddock or turnout area dependent on what other stall maintenance services may be ongoing or IAW directions provided by USPP staff. Any horse placed in turnout shall have its halter removed. The contractor shall always lead a horse with the appropriate halter and lead rope.

5.2.5 Prior to returning the horse to the stall or releasing it into the paddock, the contractor shall pick each horse’s hoofs.

5.3 TASK 2: Clean Box Stalls

5.3.1 Horses shall not be in the stall while performing task 2.

5.3.1.1 Utilizing wheelbarrows, pitch forks, brooms, shovels, or other appropriate tools provided by the Government, the contractor shall clean each stall occupied by a horse.

5.3.1.2 Check automatic waterer and/or water bucket for cleanliness. There should be no algae, mold, or foreign debris in the automatic waterer and/or water bucket. Clean if necessary. Test waterer to ensure it is working condition. Fill water bucket if necessary.

Filling of water buckets shall be considered necessary if less than ¾ full.

5.3.1.3 Check feed bucket for cleanliness and consumption of feed. There should be no algae, mold, manure, or foreign debris other than feed in the feed bucket. Clean if necessary.

5.3.1.4 Check stall for damage and areas that pose a potential threat of injury to the horse. Report damage and potential injury sites to USPP staff prior to returning the horse to its stall.

5.3.1.5 Remove all manure, soiled and/or water saturated bedding and soiled hay from the stall. If the stall is equipped with rubber mats, the contractor shall ensure that there is no manure, bedding or other debris lodged under the mats and that the mats lay flat.

5.3.1.6 Dump soiled bedding/hay and manure in the exterior manure dumpster or other designated manure collection area. At the SFFO Stable, the manure collection container is a top load dumpster. This requires the contractor to push the loaded wheelbarrow up an inclined ramp to empty.

5.3.1.7 Replace removed soiled bedding with an equal amount of Government provided clean/dry sawdust or wood shavings. Spread bedding in stalls evenly.

5.4.1 Utilizing wheelbarrows, pitch forks, brooms, shovels, or other appropriate tools provided by the Government, the contractor shall:

5.4.1.1 Sweep aisle, clean up any manure, hay, dirt, and/or bedding and dispose in the manure dumpster or other designated area.

5.4.1.2 Pick manure from turnout areas and paddocks and dispose of in designated manure dumpster. Remove any trash or hazardous debris from the paddocks and dispose of it in the appropriate trash receptacle. Report any hazards to COR or on duty USPP personnel assigned the stables.

5.4.1.3 Provide all horses with additional hay or soaked alfalfa as designated on their stall card (as needed) after stalls are cleaned.

5.4.1.4 Check, clean, and fill outdoor waterers, buckets, or basins. There should be no algae, mold, or foreign matter in the outdoor waterer, buckets, or basins. Provide hay or soaked alfalfa as needed to horses remaining in turnout.

5.4.1.5 Remove cobwebs and dust from the exterior walls of all stalls, and all aisle walls and posts (up to 8’).

5.4.1.6 Fill feed bins with 50-pound bags of feed when feed bins are empty.

5.4.1.7 Store all tools in the designated storage area(s).

5.5 TASK 4: PM Stable Services

5.5.1 Between zero (0) and approximately five (5) times a month, the USPP may have a requirement for the contractor to perform stable services in the late afternoon, AKA PM Stable Services. These PM Stables Services are entirely independent of the daily stable services performed in Tasks 1, 2 and 3 of this PWS. The COR, or designee, will notify the contractor via telephone call, text, email, or in person, of the requirement for PM Stable Services. The COR, or designee, will provide the contractor with as much advance notice as possible. Because this task is required infrequently and sporadically, this task is not mandatory to be performed by the contractor. If the contractor does not have the capability to perform this task on a specific date, the USPP is responsible for finding another solution such as using an off duty USPP HMP officer. The contractor shall only be paid for PM Stable Services when the contractor actually performs such services.

5.5.2 When notified by the COR, or designee, and accepted by the contractor, the contractor shall perform the following tasks for PM Stable Services:

5.5.2.1 If applicable, return horses that are turned out to outdoor paddocks to the stable.

The contractor shall always lead a horse with the appropriate halter and lead rope.

5.5.2.2 Prior to returning the horse to their designated stall, the contractor shall pick each horse’s hoofs.

5.5.2.3 The contractor shall be observant of any signs of injuries or illness. The contractor shall be observant of any physical symptoms of illness such as elevated respiratory rate; unusual discharge in the horse’s eyes, nose, and mouth; unusual bowel movements; dark-colored urine; abnormal colored gums; unusual sweating; odd stance;

or altered gait. The contractor shall be observant for any behavioral symptoms of illness such as exhibiting dullness in response; signs of restlessness; or unusual eating patterns.

Any injuries or illness shall immediately be reported to the COR or USPP staff assigned to the stable.

5.5.2.4 Check each occupied stall for damage and areas that pose a potential threat of injury to the horse. Report damage and potential injury sites to COR or USPP staff prior to returning the horse to its stall.

5.5.2.5 Check automatic waterer and/or water bucket for cleanliness. There should be no algae, mold, or foreign debris in the automatic waterer and/or water bucket. Clean if necessary. Test waterer to ensure it is working condition. Fill water bucket if necessary.

Filling of water buckets shall be considered necessary if less than ¾ full.

5.5.2.6 Check feed bucket for cleanliness. There should be no algae, mold, manure, or foreign debris other than feed in the feed bucket. Clean if necessary.

5.5.2.7 Dispense hay or soaked alfalfa to all horses as designated on their stall card.

5.5.2.8 If applicable, feed horses grain and administer designated medications and/or nutritional additives/supplements as designated on their stall card.

5.5.2.9 Sweep aisle, clean up any manure, hay, dirt, and/or bedding and dispose in the manure dumpster or other designated area.

5.5.2.10 Ensure each horse is secured in their designated stall with the latch properly fastened.

5.5.2.11 Upon departure, turn off all interior lights and ensure exterior doors of the USPP SFFO HMP Stable are properly locked and secured, and the alarm system is properly activated.

6.1. The Contractor may be provided copies of memoranda applicable to the USPP HMP Stable published by the USPP HMP Commander.

PART 7

SPECIAL CONTRACT REQUIREMENTS

7.0 INVOICING PROCEDURES

7.1 The contractor will be paid based on the actual number of stalls cleaned, along with the cleaning of the aisles, indoor turnout area, and paddocks. The Government will not pay for services not performed.

7.2 The contractor must invoice the Government on either a biweekly or monthly basis by submitting the invoice approved by the COR to IPP after completing all the following parts of this section.

7.3 The contractor’s invoice cannot charge for a greater daily number of stall cleanings than the number of horses that were being stabled. For example, if there are 4 horses, 5 stall cleanings cannot be invoiced.

7.4 Each day that the aisle(s), indoor turnout area, and the paddock at the stable is cleaned/serviced, the invoice will annotate that work on the invoice. The cost to clean/service the aisle, indoor turnout area, and the paddock is a cumulative cost, i.e. each area is not invoiced separately.

7.5 An invoice will be prepared by the contractor and submitted to the COR electronically at a minimum on a monthly basis. At a minimum, the invoice shall include the following information:

1. Dates of service

2. Stable location serviced

3. Quantity of stalls serviced each day

4. Daily annotation of the service provided to the aisle, turn-out area and paddocks

5. Pricing as outlined in the pricing schedule at award

6. Approval / Signature Block for the COR

7.6 The COR will maintain a document that tracks the same billing information as mentioned above. By maintaining this document, the COR will confirm the work depicted on each invoice was actually completed by the contractor. If there is a discrepancy between the invoice and the COR’s documentation, the discrepancy shall be resolved as soon as possible.

7.7 If the COR concurs that the contractor’s invoice is accurate, the COR will acknowledge the contractor’s invoice is correct by dating, printing their name, and signing the invoice.

7.8 The contractor shall only submit invoices via IPP that have been already approved by the COR. The COR will reject any invoices that have not already been approved for payment.
