About this file
This document appears to be an excerpt from the Railway Safety Act of the Republic of Korea. It outlines regulations regarding the requirement for owners of older railcars to undergo periodic "precision safety diagnoses" to evaluate the physical condition and safety performance of their railcars. Key details include:
The owner of a railcar manufactured over a certain period or driving distance must undergo a precision safety diagnosis at regular intervals, as prescribed by the Ministry of Land, Infrastructure and Transport (MOLIT). MOLIT may also order an owner to undergo a diagnosis if a safety incident has occurred. The owner is prohibited from operating a railcar that has not undergone the required diagnosis or is deemed unfit for continued use.
The precision safety diagnosis must be conducted by an approved diagnosis institution. Specific standards, methods, and procedures for the diagnosis are established by MOLIT ordinance.
