About this file
This is a draft specification document for a design-build construction project for the National Security Agency-Utah (NSA-U) Consolidation Mission Facility (CMF) located at Camp Williams, Utah. The United States Army Corps of Engineers (USACE) Sacramento District is issuing this draft specification in advance of the anticipated solicitation planned for July 2026 to provide the construction industry with early visibility into upcoming requirements. This posting is for informational purposes only and does not constitute a formal Request for Proposals, nor does it commit the Government to solicit or award a contract.
The project scope encompasses comprehensive design and construction services to develop new mission and support facilities at the NSA-U campus. Key deliverables include a multi-story, secure Mission Facility constructed to Intelligence Community Directive (ICD) 705 Sensitive Compartmented Information Facility (SCIF) standards; an unclassified Commons Facility providing workforce support amenities and mission-support functions; a structured parking facility with a new Vehicle Control Point (VCP); and all required supporting facilities, site work, environmental measures, and infrastructure. Once the formal RFP is published, the Government will establish a specific window for Requests for Information (RFIs). No questions, feedback, or unsolicited submissions are being accepted during this draft phase, and interested parties should monitor for the official solicitation release and RFI window opening.

Temporary wiring to be secured above the ground or floor and cannot present an obstacle to persons or equipment. Open wiring may only be used outside of buildings, and then only in strict accordance with the provisions of the National Electrical Code.
1.9.3 Circuit Protection
In addition to the present requirements in EM 385-1-1 and NFPA 70 , ensure 15-ampere and 20-ampere receptacle outlets used for obtaining power during construction have ground fault circuit interrupters (GFCI) for personnel protection. Block and brick saws to be equipped with GFCI. The Contracting Officer may allow an exception to this requirement for circuits for concrete vibrators or circuits operating at other than 60 Hertz normal (in both cases an assured grounding program as described in the NFPA 70 , except utilizing the daily inspection frequency of the grounding means of such equipment, may be permitted). The assured grounding program cannot be permitted as a substitute for usage of GFCI'S except as described above.
Ensure generator-powered 15- and 20-ampere, 60 Hertz receptacle outlets have GFCI'S, and are to be properly grounded. Provide a testing means which will impose a measured fault of 5 milliamperes, plus or minus 1 milliamperes, and result in tripping the GFCI unit.
1.10 UTILITIES
Immediately notify the Contracting Officer in writing if utilities not shown on the drawings interfere with construction operations, to enable a determination by the Contracting Officer as to the necessity for removal or relocation. If such utilities are removed or relocated as directed by the Contracting Officer, an equitable adjustment in the Contract price to be made pursuant to the Contract Clause CHANGES to cover the cost of additional pertinent work or delay.
Ensure pole lines, signs, pipelines, and private improvements that interfere with or are to be replaced by new construction are moved to new locations by the owners (or by the State of Utah or its agents) in advance of construction operations. Notify the Contracting Officer at least 30 calendar days in advance of the work start date for removal of such utilities or private improvements. Ensure to preserve and protect improvements from injury or damage during construction operations. Assume

full responsibility for reimbursing the owners for damage to their properties, utilities, or improvements, or interference with their services caused through construction operations.
Ensure digging/excavation permits are approved prior to utility excavation. See Section 1.12 for details on Digging permits.
1.11 PLANNED UTILITY OUTAGES AND STREET CLOSURES
Prior to starting work on the contract, provide the Contracting Officer with a listing of all anticipated outages ( Shut Down Utility Services List ) that will or could impact the ongoing operations of the Government related to the work under this contract. The Contracting Officer will provide outage numbers for each outage, which are tracked in the Government's Outage Tracking System. All outages are to be incorporated and indicated as start milestones or critical start milestones in the Contractor's CPM schedule submission. No utility services are to be interrupted by the Contractor to make connections, to relocate, or for any purpose without approval of the Contracting Officer.
It is anticipated that the Contractor will be connecting into the following "Live Building Systems" during the construction of this project.
Escorts (refer to Specification Section 01 59 00 titled Construction Security Plan) will be required when working inside occupied structures when connecting into the existing services mentioned below:

performed on energized electrical circuits unless proof is provided that no other means exist.
Operation of valves on water mains will be by Government personnel. Where shutoff of water lines interrupts service to fire hydrants or fire sprinkler systems, arrange his operations and have sufficient material and personnel available to complete the work without undue delay or to restore service without delay in event of emergency.
Flow in gas mains which have been shut off is not to be restored until the Government inspector has determined that all items serviced by the gas line have been shut off.
Fire protection water outages affecting existing operational buildings must not last longer than 10 hours in a 24 hour period; these should be performed off normal business hours.
The Government's Outage Coordination Team may add steps to the Contractor's Outage Script for the preparation work and actual operation to interrupt the services involved.
The Contractor is required to attend weekly Outage Meetings with the USACE/MPO team to review upcoming and ongoing outages to insure there are no interruptions in utilities for current operational facilities.
Power outages to be restricted to off-duty hours and weekends. Other utilities may be connected and streets closed during normal working hours with the outage duration and street closure as short as possible. Outages and street closures are to be scheduled as far in advance as possible with the Contracting Officer and in no case less than 45 days before the outage or closure. Obtain in writing from the Contracting Officer a statement or schedule giving the permissible times of utility outages or road closures for particular installations and the maximum time allowed for such outage.
Strictly observe such schedules and will be held responsible for violations.

ENGINEERING AND
CONSTRUCTION BULLETIN
No. 2004-21 Issuing Office: CECW-E /CEMP-I Issued: 15 Dec 2004
Subject: MILCON Project Close-out, The RED ZONE Meeting
Applicability: Guidance
Note: This is an update of ECB 2002-14, which expired on 22 May 2004.
1. The U.S. Army Corps of Engineers is endorsing the Air Force’s Air Combat Command (ACC) initiative called The Red Zone Meeting as an approach for timely completion and close-out for MILCON projects. The Red Zone meeting gets its name from the football term used to describe the team effort to move the ball the last 20 yards into the end zone. The close-out of a MILCON project sometimes can be equally as hard and most definitely requires the whole team’s efforts.
2. The Red Zone meeting is held approximately 60 days before the anticipated Beneficial Occupancy Date (BOD). The whole Project Delivery Team (PDT) meets to discuss the close-out process, to schedule the events and assign responsibilities for actions necessary to produce a timely physical, as well as fiscal, project close-out. Enclosed is a copy of the ACC brochure describing their program.
(Enclosure1)
3. The Corps of Engineers will apply the Red Zone meeting process to all MILCON projects. The Red Zone meeting should be included in every Project Management Plan (PMP). Ongoing projects with existing PMPs should incorporate Red Zone meetings if project BOD has not been reached. The Corps’ Project Manager will schedule the meeting and ensure all the key players attend. The enclosed sample checklist (in Word) will help to ensure key milestones are discussed. (Enclosure 2) This file can be customized to include unique requirements for individual projects.

1.3 INSTALLATION STANDARDS
No Installation Design Guide exists for this project to reference. The design and construction of this facility to conform to the surrounding facilities and the requirements issued in this solicitation. Features differing from the requirements in this RFP may be allowed if said changes otherwise provide the same level of function, quality and performance established in Solicitation. The Government will be the sole authority in determining if changes are acceptable.
1.3.1 Design Standards
The following design requirements and standards are to be met to ensure the campus’s real property vision and planning objectives for physical development are achieved, with the ability to endure changes to NSA missions or programs.
1.3.1.1 Topography
Terrain is a major consideration for layout and form of development.
Specific to each project site, apply the following guidelines:
a. Align roadways and buildings along site’s planned grading.
b. Locate large buildings that have an expansive footprint in relatively flat areas. Where topography is sloping, orient buildings parallel with the contours. Alternatively, locate the building to take advantage of terrace levels that respond to the natural topography and integrate with building programming.
1.3.1.2 Building Envelope Design Objectives
a. Develop a simple, yet sculptural massing fully responding to the programmatic needs of the facility.
b. Present a campus-sense of “design continuity” through the artistic expression of the building facade and related elements.
c. Reflect an awareness of the balance between the desired quality of design and the essential value of efficiency and economy.
d. Establish outside place-making to create a campus site identity that focuses on community.
1.3.1.2.1 Building Envelope Standards Parameters
The following building envelope standards address discrete components of building exterior appearance and aesthetic style.
a. Massing, Form and Height: Building compositional form and compatibility with neighboring structures and human scale.
b. Texture: 3-Dimensional elements that add scale, visual interest and depth to a building’s surfaces.
c. Materials and Color: Facade/exterior skin composition appropriate for building function and location plus color palettes for stipulated materials.

CUI
d. Fenestration: Patterning and expression of building windows and other openings.
e. Screens & Enclosures: Equipment must be screened from view with exterior materials in order to enhance building aesthetic.
f. Lighting: Methods for lighting facades, portals and architectural features.
1.3.1.3 Facility Planning Concepts
Each facility is to be designed to include the following design objectives:
a. Architectural Expression: Reflective of function, yet particularly humanistic and visually distinctive.
b. Stylistic Expression: Simplicity and clarity of geometric forms and use of materials to celebrate the professional community housed by “People buildings,” as well as the communal nature of Campus Amenity Facilities.
c. Visual Impact: Expressive of structure and technological sophistication, but also expressive of distinction between communal nature of Campus Amenity Facilities and gravity of Office Buildings.
d. Cohesive Design Expression: Stylistic sensitivity provided for the variety of facility types.
e. Building Scale: Expressive image, celebrating specific building functionality and internal space flexibility and sophistication.
1.3.1.3.1 Overall Design Strategies
a. Balance of building height, length, bulk, and mass ensures compatibility with, and graceful transition between neighboring Operations Buildings.
b. Visual focal points created along the campus corridor that contribute to clarity of building function and location of the building entrance.
c. Designs that incorporate elements that modulate the size and scale of the building and support the human scale along the Corridor.
1.3.1.3.2 Individual Expression
a. Lengthy glass facades are interrupted by expressive large-scale vertical recesses. Random patterns of solar shading elements placed vertically further complement the design.
b. To enhance the pedestrian experience, the lower base of the building is distinct and separate from the overall larger building’s mass. Entryways are well-defined and easily accessible.
c. Unique attributes are incorporated into the building design such as by having color and relief introduced through colored panels surfaced in an “iridescent” coating.
