About this file
This is a draft Request for Proposals (RFP) for design-build construction services issued by the United States Army Corps of Engineers (USACE) Sacramento District for the National Security Agency-Utah (NSA-U) Consolidation Mission Facility at Camp Williams, Utah. The Government anticipates issuing the formal solicitation on or about July 2026. This draft posting is provided solely for advance planning and early industry visibility and does not constitute a binding solicitation or commitment to award a contract. The Government is not accepting questions, feedback, or unsolicited submissions at this time and will not respond to any inquiries regarding these draft documents.
The project scope encompasses comprehensive design and construction services for new mission and support facilities at the NSA-U campus, including: a multi-story, secure Mission Facility constructed to Intelligence Community Directive (ICD) 705 Sensitive Compartmented Information Facility (SCIF) standards; an unclassified Commons Facility providing workforce support amenities and mission-support functions; a structured parking facility with a new Vehicle Control Point (VCP); and all required supporting facilities, site work, environmental measures, and infrastructure. Once the formal RFP is published, a specific window for Requests for Information (RFIs) will be established, and interested parties will be responsible for monitoring official channels for solicitation updates and submission requirements.

IV. CONTRACTOR TEAMING ARRANGEMENTS
"Offeror" may include a group of two (2) or more entities that have formed a "Contractor Team Arrangement" (CTA); this includes partnerships, joint ventures (JVs), and Subcontractor agreements.
In the case of entities that have formed a CTA, the experience and performance history of any member of the team, whether or not gained while working with the other member(s) of the currently proposed CTA, may be considered as a part of the Offeror's proposal.
W9123826RA012
In the case of CTAs involving a prime Contractor and Subcontractor(s), where the prime Contractor submits the offer, the prime Contractor must have completed at least two (2) of the projects submitted.
An Offeror that relies upon the experience or past performance of a CTA member must maintain that CTA throughout contract performance. The Government must approve any changes to CTAs.
V. CONTRACTOR RESPONSIBILITY
Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 9.1 requires that contracts be awarded only to responsible prospective Contractors. To be determined responsible, a prospective Contractor must meet the standards in RFO 9.104-1, and any other standards set forth in the solicitation.
To be determined responsible, Offerors must provide a statement regarding previous experience completing comparable work as well as information about the business organization, financial resources, and equipment to be used in performing the contract, by completion of a Pre-Award Survey (see solicitation Attachment 14).
If the Offeror does not demonstrate sufficient resources in the completed Pre-Award Survey, acceptable evidence of "ability to obtain" the required adequate resources normally consists of a commitment or explicit arrangement that will be in existence at the time of contract award to rent, purchase or otherwise acquire the needed facilities, equipment, other resources, or personnel.
Financial statements. If the financial statement is more than sixty (60) days old, Offerors must submit a certificate stating that the firm's financial condition is substantially the same, or, if not the same, state the changes that have taken place.
Additionally, Offerors must provide letter(s) from banks or other financial institutions with which the Offeror conducts business. The letters should contain information about your firm's accounts, loans, lines of credit, etc., to assist the Government in determining financial stability, history of timely payments, the length and nature of the relationship between the firm and the financial institution, and the firm's financial ability to perform the contract. The letters should also provide the name, telephone number, and email address of a bank representative the Government may contact if they have further questions. If responding to the solicitation as a CTA this information must be provided for each CTA participant.
VI. BONDING BY INDIVIDUAL SURETIES
Offerors utilizing individual sureties in support of a bid bond shall include a Standard Form (SF) 24, Bid Bond, SF 28, Affidavit of Individual Surety, the bond, and a pledge of acceptable assets from each individual acting as an individual surety (see FAR 52.228-11, Individual Surety - Pledges of Assets).
Pledges of acceptable collateral assets shall be in the form of (1) evidence of an escrow account and/or (2) a recorded lien on real estate.
W9123826RA012
Failure to provide all required bonding documents will render the Offeror Nonresponsible and thus ineligible for award.
VII. SUBMISSION REQUIREMENTS
Media Limits. Only submit the electronic files specifically requested in this section. Do not submit excess information, audio-visual materials, electronic media, etc. Do not include links to information on websites in lieu of incorporating the information in the offer.

Offeror should not use unusual font styles such as script or condensed fonts; all text and graphics must be clearly legible. Offeror should justify to the left margin. Offeror should not use a font size smaller than 10-point.
Volumes and Tabs. Volumes directly correlate to evaluation factors. Tabs directly correlate to evaluation subfactors. Although the Government may consider information contained anywhere in an offer, the Government is not obligated to search for or consider information that is not located in the specified Tab. For electronic offers, Tab means a PDF bookmark. If information under a Tab is not applicable to your offer, omit that Tab, or include a placeholder, but do not renumber subsequent Tabs.
Conditioning Offer. Offerors may not propose exceptions to the solicitation. Inclusion of any standard company terms and conditions that conflict with the solicitation may result in a determination that the offer is Nonresponsive and thus ineligible for award. Questions about the terms and conditions or technical requirements must be resolved through ProjNet prior to offer submission.
Restrictions on Offeror-Provided Information. Offers shall not contain classified data. "Confidential" projects may be submitted to demonstrate capability if all information required for evaluation can be provided to the Government. Section 00 22 00 - Supplementary Instructions
00 22 00 - Supplementary Instructions
I. AWARD BASIS
a. The Government intends to award one (1) firm-fixed-price (FFP) contract to the responsive and responsible Offeror that provides the best value to the Government, considering all price and non-price (technical) factors.
II. EVALUATION OVERVIEW
a. This requirement will be solicited and awarded using the Best Value Trade-Off (BVTO) source selection process, as outlined in RFO Part 15 (including RFO 15.103-1), Defense FAR Supplement (DFARS) Class Deviation (CD) 2026-O0048, [RFO] Part 15 [DFARS] Part 215, the Procedures, Guidance, and Information (PGI) outlined in CD 2026-O0048, Department of Defense (DoD) Source Selection Procedures (SSP) dated 20 August 2022, Army FAR Supplement (AFARS) Part 5115, AFARS Appendix AA, Army Source Selection Supplement (AS3) (dated 28 November 2017), and USACE Acquisition Instructions (UAI) Subpart 5115.3.
b. The BVTO process allows the Government to award to other than the lowest-priced offer or other than the highest-technically rated offer based on an integrated assessment and comparative analysis of proposals against all source selection criteria in the solicitation, including cost or price and non-cost or non-price factors .
c. The evaluation will be conducted in two (2) consecutive phases, utilizing the Two-Phase DB procedures outlined in RFO 36.101-2.
d. All eligible Offerors are invited to submit Phase 1 proposals, which consists of non-price qualification factors.
e. The Government will select up to five (5) of the most highly qualified Offerors from Phase 1;
these Offerors will be given the opportunity to submit Phase 2 proposals, which will consist of technical and price factors.
f. In accordance with RFO 15.203, the Government intends to compete the award without negotiations but reserves the right to do so if in the best interest of the Government.
g. During evaluation, the Government may annotate perceived proposal strengths, deficiencies, and weaknesses, which may be discussed with Offerors should the Government enter into negotiations.
"Strength" means any aspect of a proposal when judged against a stated evaluation criterion that enhances the merit of the proposal or increases the probability of successful performance of the contract.
W9123826RA012
"Deficiency" is any part of an offer that does not conform to a material requirement of a RFP. A material requirement is one that affects price, quantity, quality, or delivery, or that the RFP requires to be met at the time of proposal submission.
"Weakness" means a flaw in the proposal that increases the risk of unsuccessful contract performance. A "significant weakness" in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.
