About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the Minnesota Air National Guard for billboard advertising services.

The solicitation (W50S7E26QA003) was issued on 09 JUL 2026 with an offer due date of 22 JUL 2026 at 02:00 PM. The contracting officer is Daniel Byler, reachable at 612-713-2613. This is a Women-Owned Small Business (WOSB) set-aside for 100% of the requirement, under NAICS code 541850 with a size standard of USD 34,500,000.00. The solicitation uses a Request for Quote (RFQ) method with Firm Fixed Price pricing arrangement.

The requirement consists of five billboard advertising line items, each for 6-month service periods with delivery starting 01 September 2026: Billboard I-94 (Sauk Centre), Billboard I-35N (Wyoming), Billboard I-35N (Hinkley), Billboard Hwy 14 (Mankato), and Billboard Hwy 52 (St. Paul). Inspection and acceptance will occur after the contractor produces approved advertising graphics and displays them on the static billboards. The contractor is responsible for transportation costs under FOB Destination terms. All items ship to HQ MNANG in St. Paul, Minnesota (DoDAAC: F9M6ST), with SSgt David Reynertson as the point of contact. Evaluation will use a best-value trade-off approach considering price, technical acceptability, equipment capabilities, delivery time, and past performance as equally weighted factors (combined equal to price). Payment will be made via the Wide Area WorkFlow (WAWF) system using Invoice 2in1 document type for these fixed-price service line items.
