Dear Simon, REFERENCE: NPS Arc Flash Evaluation - DENALI Trip Report

On 4/18/22 through 4/21/22 and 6/13/22 through 6/15/22 Billy Comer, with Consolidated Contracting, Connor Zietlow, with RSA Engineering, and Caleb Kopp with RSA Engineering travelled to Denali National Park and the National Park Service facilities in Talkeetna to investigate the electrical distribution systems. Connor also travelled back to Denali National Park on 8/9/22 to finalize the data gathering for this report. The intent of the site visits were to gather enough information on the equipment to provide an accurate arc flash calculation and provide warning labels for the equipment and determine any code deficiencies. Any equipment which is single phase and 240V, or less, an arc flash calculation is not required. See one-line diagrams for further information on site electrical systems. The following report will address any code issues we discovered as part of our investigation.

Concessions A-Frames Units 1-6:

The Concessions A-Frame Units 1-6 consist of (6) A-Frame cabins fed from a pad mounted distribution panel, ‘MDP3’, see below B530. Located on MDP3 are (3) 100A 2-Pole Circuit Breakers.

Each of these breakers we assume feeds a 200A 3-Pole fused disconnect with 200A fuses. These fused disconnects are mounted on a plywood backboard located between building B530 and the Concession Condos. The farthest left disconnect feeds each of the Concessions Cabin Units 1-5, see below. The central-Left disconnect feeds each of the A-Frame Units 1-6. The central-right disconnect, we assumed feeds each of the Concession Condo Units 1-32 & NPS Condo Units 33- 48, see below, due to lack of readable markings on the disconnect housing and that it was unable to be opened. The feeds from the disconnects Concessions Condos and Cabins are distributed via multiple splice cabinets mounted at a variety of heights on 4’x4’ wooden posts distributed throughout the concession area. The feed to the A-Frame Units from the fused central-left disconnect goes into a 4’x4’ wooden post mounted panel, denoted panel ‘A-Frame DP’. Panel ‘A-Frame DP’ we assume, due to warn out labeling, is a 200A, Square D type NQ panelboard with a 200A 3-Pole MCB. Through

(2) 100A, 2-Pole and (4) 125A 2-Pole breakers, panel ‘A-Frame DP’ feeds directly into A-Frame units 3 and 5, and units 1,2,4, and 6 respectively to a single recess-mounted 100A, 120/208V, 1Ø Panel mounted on the interior of the cabin that is on the left side of the front door. The panels in units 1-3 have a 100A 2-Pole main circuit breaker (MCB) each, and the panels in units 4-6 are main lug only

(MLO).

The following are issues we noted with the distribution system:

1. ‘A-Frame Dist’ Units 1-3 all have a staircase within the working clearance of the panel. If the buildings are not going to be demolished, the panels must be relocated to provide 3’ in front of the panel.

http://www.rsa-ak.com/

2. Units 2 and 3 have no ground bar and the equipment grounding conductors (EGC) are terminated on Neutral Bar. Recommend providing ground bar in panel and moving all ground wire on neutral bar to new ground bar.

3. Units 2-6 are not bonded to the ground rod located outside of the units. Recommend bonding ground bar to ground rod driven into the ground.

4. Units 4-6 have no disconnecting means. Recommend intercepting incoming feed to panels and providing 100A, 2-pole circuit breaker or fused disconnect in line with incoming service conductors. The bond required in item 3 will need to be done within the ground lug of this disconnect.

5. The panel ‘A-Frame DP’ is old, dented, and missing panel information. Breakers for units 1,2,4 and 6 are rated at 125A and using #2 AWG Cu to feed each cabin. With a 100A 2-Pole disconnect on each of these cabins. Recommend replacing panel with similar style of panel, and breakers for cabins 1,2,4 and 6, with 100A 2-Pole breakers rated for use in the panel.

6. Fused disconnects for units are mounted on an unstable backboard. Recommend resetting or stabilizing backboard to prevent it from collapsing in the future.

7. Fused disconnect mounted farthest to the right is not in use but has hot conductors entering the line side of the disconnect. Recommend providing lockout for the disconnect to prevent unwanted access.

Concessions Area Bus Barn/Shop B530:

Behind the Concessions Area Bus Barn/Shop building is GVEAs primary distribution line to a Utility Distribution transformer rated at 300KVA, 277/480V, 3Ø which feeds the concessions area of the park. The service entrance equipment for the Employee Dining Hall B546 is located behind the Concession Area Bus Barn/Shop and consists of a CT cabinet with separate meterbase and a 200A, 3-pole fused disconnect with 175A fuses feeding a 112.5kVA, 480V:120/208V, 3Ø pad-mounted transformer designated, 'Employee Dining Hall Transformer’, see B546 below. The service entrance equipment for the main distribution panel, ‘MPD1’, a 277/480V, 600A, 3Ø Square D type I-Line panel with main lugs, consists of a CT cabinet with meterbase and a 600A 3-Pole fused disconnect with 600A fuses. The fused disconnect feeds ‘MDP1’. 'MDP1’ feeds a 225kVA, 480V:120/208V, 3Ø transformer, for ‘MDP3’, see B526 below, the ‘Bus Dispatch Transformer’ see B583 below, and the 225kVA, 480V:120/208V, 3Ø ‘Bus Barn/Shop Transformer’. The ‘Bus Barn/Shop Transformer’ feeds a surface-mounted 600A, 120/208V, 3Ø Square D type I-Line distribution panel for the Bus Barn/Shop with a 600A 3-Pole MCB. Panel ‘MDP’ feeds a 30A Eaton unlabeled safety switch feeding the air compressor in the mechanical room which was unable to be opened, which was assumed to be unfused based on location of switch and upstream breaker, via a 60A 3-Pole breaker; Panel ‘A’ a surface-mounted 120/208V, 225A, 3Ø Square D type NQOD with main lugs, with a 225A, 3-pole breaker; panel ‘B’, a surface-mounted 120/208V, 100A, 3Ø Square D type NQOD with main lugs, with a 100A, 3-pole breaker; panel ‘C’, a surface-mounted 120/208V, 225A, 1Ø Cuttler Hammer type PB with a 225A 2-Pole Main Circuit Breaker (MCB), and panel ‘D’, a surface-mounted 120/208V, 125A, 3Ø Siemens type A-series 2 with main lugs, with 70A, 3-pole breaker; and panel ‘E’, a surface-mounted Square D 120/208V, 225A, 3Ø type NQ with main lugs, with 225A, 3-pole breaker. Panel ‘A’ sub feeds a 30A Square D floor exhaust safety switch that was unable to be opened. Based on similar equipment in the area, the safety switch is assumed to be fused with 30A fuses. Panel ‘C’ sub-feeds panel designated ‘Sub D’, which we will refer to as Panel ‘Sub C’, with a 100A 2-Pole breaker. Panel ‘Sub C’ is a 120/208V, 125A, 1Ø Cutler Hammer type PB with main lugs. Located in the mechanical room are (2) 30A, 3Ø Square D safety switches with 20A fuses which are abandoned in place, labeled CP-1 and CP-2.

1. In Panel ‘A’ there are (3) #12 AWG Cu wires landed on a breaker in space 18. Type QO breakers are not rated for terminating more than 2 #12 AWG Cu wires per lug. Recommend intercepting and splicing incoming circuits to terminate a single #12 AWG Cu pig tail conductor on the breaker.

2. Panel ‘D’ is fed using (3) #6 AWG Cu wires which are rated for only 55A and are undersized for 70A breaker. Replace feeders to Panel 'D' with wire rated for 70A or greater. Alternately do a load data log and determine if a 60A breaker would be adequate for the load.

8. Panel ‘C’ has no ground bar and the EGC’s are terminated on Neutral Bar. Recommend providing ground bar in panel and moving all ground wire on neutral bar to new ground bar.

3. Panel ‘Sub D’ is fed from the panel C. Recommend relabeling panel as ‘Sub C’ to avoid confusion.

4. Fused disconnects in mechanical room are abandoned in place. Recommend removing and salvaging them for later use.

The Concessions Cabin Units 1-5 consist of (5) cabin units fed from (1) 200A 3-Pole fused disconnect with 200A fuses, via multiple splice cabinets mounted on 4’x4’ wooden posts distributed throughout the area. From the splice cabinets near the cabin units, the incoming feed from the associated disconnect is tapped off and use to feed (1) surface-mounted 120/208, 100A, 1Ø Square D type QO Load Center with main lugs mounted on the exterior of each cabin.

1. Cabin Units 1-5 all have no ground bar, and the EGC are terminated on Neutral Bar and are missing a ground rod to bond panel ground to earth ground. Recommend providing new ground bar in panel, moving all ground wire on neutral bar to new ground bar, and bonding new ground bar in panel to new ground rod with #4 bare copper ground.

2. Cabin Unit 5 incoming feed to its panel has been broken. The panel is now being fed with S.O. cord slightly buried underground from a nearby splice cabinet. Recommend replacing Cabin Unit 5’s incoming feed with new conduit and conductors, (3)#2 AWG Cu and (1)#8 AWG Cu ground in 1.25” conduit.

3. Cabin Unit 2 has a breaker located on the main bus bar that is off set from the bus bar.

Recommend replacing breaker or rerouting conductors in panel to allow breaker to sit flush on bus bar.

4. Splice box outside of Cabin Units 3 & 4 is a splice cabinet that has been crushed and is unusable. Recommend replacing cabinet with new enclosure rated NEMA 3R and remounting on a new 4”x4” post in the ground.

Concessions Condo Units 1-32:

The Concessions Condo Units 1-32 consist of 8 buildings with (4) condos each, fed from (1) 200A 3-Pole fused disconnect with 200A fuses, via multiple splice cabinets mounted on 4”x4” wooden posts distributed throughout the area. From the splice cabinets near the condo buildings, the incoming feed from the associated disconnect is tapped off and use to feed (1) surface-mounted 120/208, 100A, 1Ø Square D type QO Load Center with main lugs mounted on the exterior of each condo. The panel located on the exterior of condo units 1-8 and 13-32 all had (1) 100A 2-Pole MCB located in the panel, while units 9-12, had (1) 200A 2-Pole MCB located in the panel.

1. The panels for all the units have the same issues. For each panel there are neutral designated wires used as current carrying conductors, the panels are mounted above 6’7” to highest breaker position, and the panels are all heaved off center from the incoming feeder conduit. Recommend designating neutral conductors as current carrying conductors on each end, using approved means and methods. To fix working height recommend bringing in of gravel or dirt to bring ground level 6” up to make the height of the highest breaker position within 6’7” AFG, building 1' tall platform beneath panel, or relocating panel to bring height of highest breaker position within 6’7” to AFG or AFF and replace incoming conduit with approved liquid tight conduit to avoid future issues. Recommend releveling each panel after working height issue is rectified.

2. The panels located on the exterior of Condo Units 5-8 have been badly damaged and need to be replaced.

3. The panels located on the exterior of Condo Units 29-32 have been heaved off the exterior wall. Recommend refastening panel and associated incoming conduit to wall.

2. The enclosed circuit breaker directly feeding the disconnect for AHU-1 has the label “ELECTRIC UNIT HEATER M-44”. Further site investigation is required to determine if this is fed from the panel ‘M’ and circuit 44. If so, the circuit breaker located on panel ‘M’ is oversized for the conductors that it is feeding and needs to be replaced with a 30A 3-Pole breaker rated for use in the panel. If panel ‘M’ circuit 44 is not feeding the enclosed circuit breaker, then the signage on said breaker must be replaced with signage to accurately reflect installation.

3. Fused disconnects in mechanical room are abandoned in place. Recommend removing and salvaging them for later use.

Backcountry Information Center (BIC):

The BIC building consists of an exterior mounted CMD with a 70A 2-Pole circuit breaker surface-mounted on the exterior of B91, see above. The CMD feeds a splice box adjacent, which is fed through to another splice box located outside of the BIC building, which in turn feeds a surface-mounted 100A, 120/240V, 1Ø Square D type QO load center with main lugs, designated ‘BIC Storage’, building disconnect located in the storage area of the building. ‘BIC Storage’ feeds a panel with no visible bus rating, assumed to be a 100A, 120/240V, 3Ø Square D type QO load center with main lugs, designated ‘BIC Office’ from a 60A 2-Pole MCB.

1. Panel ‘BIC Storage’ has a ground wire terminated on (2) lugs of the grounding bar.

Recommend providing new reducer to allow for ground wire to be terminated on only one lug of the ground bar.

2. Panel ‘BIC Office’ is fed with 3 legs of power. Further site investigation is required to determine where the third leg is fed from. Recommend replacing panel with 100A, 120/240V, 1Ø Square D type QO load center.

3. Panel ‘BIC Office’ is missing breaker blanks at each third space. A work order was submitted during the site visit to rectify this issue.

4. Panel ‘BIC Office’ has a wall mounted desk violating the working clearance of the panel and has no visible markings of panel ratings. Recommend removing desk and relocating across the room from its original location and providing new designation as to clarify panel bus rating.

5. Outside of the BIC is a splice box with a welded hole in the cover from an unprotected conductor splice and a broken PVC conduit feeding the panel ‘BIC Storage’. Provide Polaris connectors or approved equal splice connectors for all connections in splice cabinet and replace splice cabinet enclosure cover. Also replace broken PVC conduit underneath building for feeders to ‘BIC Storage’ panel.

Denali Visitor Center B548:

The Denali Visitor Center building consists of the Powerhouse building B140 where a GVEA service transformer brings power to a 277/480V, 1200A, 3Ø Siemens type SB3 switchboard with a 1000A MCB, and a surface-mounted exterior meterbase for building B550, see below. The main switchboard has a 600A 3-Pole breaker and a 500A 3-Pole breaker, that have no identifiable markings, and sub feed the Power House Area (A.R.A.) ATS and the HQ. CCC Camp ATS respectively. GVEA meters power usage in this main switchboard for the Power House Area and the HQ. CCC Camp here. The Power House Area ATS and the HQ. CCC Camp ATS are both 600A, 277/480V, 3Ø Cummins Onan model OT automatic transfer switches which have their emergency side fed by the emergency switchboard designated ‘Emer Power Dist SWBD’, a 277/480V, 1200A, 3Ø Siemens type SB3 switchboard with a 1000A 3-Pole Siemens Sentron Series type ND6 MCB.

The ’Emer Power Dist SWBD’ has a 500A 3-Pole breaker and a 600A 3-Pole breaker feeding the HQ. CCC Camp ATS and the Power House Area ATS, respectively. ‘Emer Power Dist SWBD’ is fed by a 750kVA, 277/480V, 3Ø Cumming Onon Gen Set. From the two ATS’s, emergency power is provided for C-Camp, HQ, A.R.A., Denali Visitor Center, the MSLC, and the MTA Telecom Hut, mentioned later. Providing power to the Denali Visitor Center is a surface-mounted, 200A 3-Pole Square D fused disconnect with 200A TRS200R fuses, on the exterior of the powerhouse building designated ‘Visitor Center Main Disconnect’. We assume that this fused disconnect is fed from a tap on the primary side of the 300kVA, 480V:12470V, 3Ø transformer designated, ‘HQ and C-Camp transformer’, which is pad mounted outside of the powerhouse, based on maintenance personnel information and lack of visible connection points or feeders directly to this disconnect. ‘HQ and C- Camp transformer’ then distributes power at medium voltage to all of C-Camp and HQ. The ‘Visitor Center Main Disconnect’ feeds the Visitor Center transformer, a 112.5kVA, 480:120/208V, 3Ø Square D pad mounted step-down transformer. The Visitor Center transformer feeds a 400A 3-Pole building disconnect, surface-mounted on the exterior of the visitor center and denoted ‘Visitor Center Service Disconnect’.
