About this file

This document outlines the scope of electrical repair work required at various National Park Service locations in Alaska. It identifies 23 separate projects requiring work such as replacing surface-mounted electrical panels, addressing improper grounding configurations and equipment bonding, installing protective conduit and flexing around exposed wiring, correcting panel overfill and conductor splicing issues, and properly identifying circuits. The related federal contract opportunity is solicitation number 140P9723R0003 for Electrical Repair Construction services in three Alaska National Parks. The solicitation was issued by the Department of the Interior National Park Service Alaska Region to secure a contractor to complete the repair work specified.

Deficiency Description

The surface-mounted CMD on the exterior of

House 106 has been heaved off the building.

The surface-mounted CMD on the exterior of

House 107 has missing screws for the dead-front.

Panel ‘A’ in House 109 has no ground bar and has the exterior ground bonding wire and

EGCs tied to the neutral bar inside of the panel.

Panel ‘A’ in House 109 has a broken handle to the enclosure.

Panel ‘A” in House 110 has its EGCs landed on the neutral bar in the panel.

Panel ‘Well House’ is fed from a 100A 2-Pole breaker on the CMD using wire not rated for

100A.

Panel ‘Cache’ has tape covering circuits 10 with a note labeled “DO NOT TURN OFF”.

Panel ‘EM’ had missing screws in the enclosure.

The surface-mounted exterior CMD has begun to rust and has no visible markings on the exterior or interior of panel.

Panel ‘Bunk’ has improper grounding.

Panel ‘Bunk’ has no visible markings.

Surge protection device connected to building

CMD has been destroyed.

Old communications station receptacle switch has and incomming and outgoing feed through what looks to be a 3/4" knockout with no bushing.

The ‘Well House Disconnect’ is fed from the

CMD without the use of any shielding other than wire insulation.

The neutral and ground wire for the ‘Well

House Disconnect’ circuit is bypassing the enclosure and feeding straight through to the

CMD.

The surface-mounted exterior CMD has multiple dissimilar metals terminated on the load side of the disconnect.

The surface-mounted exterior CMD has the

‘Well House Disconnect’ Equipment

Grounding Conductor needs to be properly terminated on the CMD ground bar.

The ‘Well House Disconnect’ has no bushings between flex leaving disconnect and enclosure.

The ‘Well House Disconnect’ has a 20A 2-

Pole disconnect breaker tapped with only one conductor feeding to the Well House receptacle.

In the surface-mounted gutter located on the exterior of the generator building there are capped conductors assumed to be for a, no-longer in use, remote generator start/stop button located in the MACB – Ranger

Residence (C1),.

Solar array disconnect on exterior of building has the designated hot conductors terminated in the neutral bar and the designated neutral conductors terminated in the line side of the disconnects.

PVC conduit coupling to exterior gutter is no longer attached to the gutter.

MTS has empty corrugated tubing entering enclosure.

Panel ‘C’ has improperly terminated ground wires and no ground bar.

Conductors in panel ‘C’ are spliced together without the use of a splice connector.

MTS has knockouts not being used.

MTS has conductors to and from the primary and secondary generators using knockouts without conduit, flex, or any form of protection.

Conductors feeding the emergency side of the MTS are short and lie directly on top of the terminals for the utility side feed.

Panel ‘Inverter Sub’ is providing a alternative source of power to the bus of panel ‘A’.

The surface-mounted exterior CMD located on the Employee Recreation Hall is mounted

7’ AFG, which is above the acceptable mounting height.

Panel ‘Rec’ has a neutral designated wire feeding the line side of its busway, and an unmarked conductor bonded to the neutral bar in the panel.

Required Repair Park Work

Order #

Replace incoming conduit and resecuring CMD to exterior of building.

26431076

Provide new screws to secure dead-front to enclosure. 26431077

Provide new ground bar for panel and moving ground rod connection point, EGCs off of the neutral bar to the new ground bar in the panel.

26431079

Replace enclosure door. 26431079

Move EGCs to existing ground bar in panel.

26431080

Replace 100A 2-Pole breaker with breaker rated to protect conductors, or refeeding 'Well House' panel with (3) #2

AWG Cu.

26431081

Provide lockout for circuit in question. 26431082

Provide extra screws for panel enclosure and dead-front to securely fasten cover.

26431083

Replace exterior CMD with new similar CMD 26431084

Provide ground bar or similar device to allow for multiple ground taps to the panel enclosure.

26431084

Provide visible markings on panel to designate panel type and ratings.

26431084

Provide new surge protection device and all associated connections to building CMD.

26431085

Provide bushing in knockout to protect conductors. 26431085

Provide new conduit, PVC, flex, or other approved form of raceway to protect conductors.

26431086

Terminate ground and neutral conductors on a new ground bar and existing neutral bar in the disconnect.

26431086

Provide an Anti-Oxidation compound in the screw terminals to prevent oxidation.

26431086

Replace Equipment Grounding Conductor with proper insulated ground and terminate at a proper ground lug in the CMD and "Well House Disconnect".

26431086

Provide new flex screw in connector for flex leaving enclosure.

26431086

Replace 20A 2-Pole disconnect with 20A 1-Pole disconnect for the Well House receptacle.
