STATEMENT OF WORK
EDUCATIONAL TESTING
BACKGROUND:
Riverside Indian School is responsible for implementing special education and related services as authorized under P.L. 108-446 Individuals with Disabilities Education Improvement Act of 2004 (IDEIA). The purpose of IDEIA is to provide a free appropriate public education to students who have an identified disability
PLACE OF PERFORMANCE:
Riverside Indian School 101 Riverside Drive Anadarko, OK 73005
SCOPE OF WORK:
Students currently enrolled in Special Education are required to re-evaluated to determine eligibility every three years. New student referrals will also be evaluated within 60 days of receiving parental consent. The number of students qualified to be evaluated in any school year varies. The number of students needing testing can range from 10 to 30 students.
The contractor shall provide one licensed School Psychologist to ensure the provision of mental health testing and evaluation services for those special education students identified or those referred for possible special education services attending RIS.
Each school year in anticipated to commence in the month of August and end in the month of May.
CONTRACTOR RESPONSIBILITIES:
The contractor shall:
a. Provide a State of Oklahoma Licensed Psychologist provider
b. Meet with RIS Special Education Coordinator and the Government Point of
Contact (POC) on the first day of work to organize structure for service provisions and procedures delineated for providing required evaluations.
c. Coordinate testing schedules with the RIS Special Education Teachers, Case Workers and Government's POC.
d. Conduct (both initial and re-evaluations) Psychometric, Psychoeducational, ADHD and Autism Evaluations, and referred behavioral consultation for enrolled students at RIS. Evaluations primarily involve cognitive (WJ and CToni-2), academic (WJ-Behavior Battery), and social/behavioral patterns (BASC-3, SAED 3, ABAS E Beck Youth Inventory 2nd Edition, Conners Comprehensive Behavioral Rating Scales). The BASC-3 will only be utilized at the student's caseworker's request.
e. Provide all testing on site as needed. Meetings shall be with in person (direct services). During normal business hours from 8:00 am to 4:30 pm, Monday through Friday, excluding holidays.
f. Virtual Service: Strictly at the discretion of school, not an option to circumvent on-site/direct services. Scheduling will be determined by the Business Technician based on weather conditions, school testing periods, school-based activities, as well as other unforeseen circumstances.
g. Provide all necessary supplies, materials, and equipment (testing devices/aides) to perform testing and evaluations.
h. Complete written report for the student case file within one week after testing and provide report to RIS Special Education Coordinator.
i. Coordinate the Evaluation Team Summary Report (ETSR) with the Special Education teachers.
Attend all (either in person or virtually) Evaluation Team Summary Report meeting to review and interpret the report with the Individualized Education Plan (IEP) team to determine continued eligibility.
j. Attend either in person or virtually all (Response to Intervention) RTl meetings.
k. Provide a 30 minute in-service presentation to staff regarding the special education process at the beginning of the school year.
Contractor's licensed provider is subject to a background investigation approved by the Bureau of Indian Education/Human Resource Office/Personnel Security prior to start of any performance of work.
All materials furnished or produced by the Contractor under this contract, including but not limited to documents, reports, and correspondence will remain confidential.
Contractor shall not release information relating to work performed, researched, or information derived under this contract to any person, groups, organizations without expressed written consent of RIS Government POC.
RIS will provide a site on campus for the contractor to conduct the evaluations/testing of students.
SCHOOL PSYCHOLIGIST MINIMUM QUALIFICATON:
Licensure Requirements — Licensed Psychologist: The contractor's provider is required to be licensed in the state of Oklahoma and shall have an active license in place throughout the life of the contract.
