About this file
This document is a Questions and Answers (Q&A) amendment for Solicitation No. 140A2325Q0099 for Special Educational (SPED) Testing and Evaluation Services in Riverside. The Q&A addresses five key clarification points about the solicitation, including pricing structure, testing requirements, and personnel qualifications. The solicitation requires a licensed psychologist to provide testing services per student, with a pricing model of one rate per student regardless of the number of tests or evaluation types needed (which may include Psychometric, Psychoeducational, ADHD, and Autism Evaluations).
Key details include that the testing is an initial or tri-annual re-evaluation, the licensed psychologist does not need to be full-time at the school but must be licensed in Oklahoma, and can operate a private practice while performing these services. The solicitation specifies a quantity of 30 students, with a three-step process involving testing, reporting, and meetings. Importantly, the school will not accept a doctoral level intern and requires a fully licensed psychologist to perform the testing services, with the testing priced on a per-student basis that covers potentially multiple test types and sessions.

Project Title Special Educational (SPED) Testing and Evaluation Services, Riverside
Q&A (1-5)
1Q. The solicitation asks for a price per student, but I’m wondering what to do in cases where a student needs more than one visit to finish all their testing, some might need 3 or 4 sessions, while others only need one.
1A. The testing requirement is priced per student which includes different types of tests, see section “d” in scope of work.
Example, one student may require more than one test/evaluation services (testing for Psychometric, Psychoeducational, ADHD and Autism Evaluations), and vendor is required to charge 1 price rate per student with multiple tests and/or evaluations vs one student may require one (1) test and/or evaluation required to charge 1 price rate per student.
2Q. Since the time and workload per student can vary so much? Or is there a way to account for that while still meeting the per-student format the solicitation asks for? An example one student needs 5 visits, one student needs one visit (They both can not be the same bill rate).
2A. The testing requirement is priced per student. Do not anticipate 5 visits but may require a second visit to complete testing.
This includes a three (3) step process (testing, reporting, and meetings) regarding per student test. See the attach scope of work, Contractor Responsibilities a-k.
3Q. To confirm if the licensed psychologist for the opportunity must be full time at the school.
3A. This is an initial (upon request) test and/or evaluation or re-evaluation (every 3 years), a licensed psychologist is not needed full time at the school but must be a licensed psychologist to perform test as needed per student. Hence, testing requirement is priced per student.
4Q. In other words, can the doctor travel to the school during the school year to perform multiple testings over a period of time while also operating their full-time private practice off campus. An example would be if a doctor in another area traveled and coordinated with the school, testing over the course of a week for perhaps 10 students.

4A. This requirement is to meet our testing requirements as requested, per student need. Correct, your firm’s key personnel can operate their private practice off campus, as long as you meet our requirements per the scope of work.
5Q. If a doctoral level intern could provide the testing at the school under the supervision of a licensed psychologist. The licensed psychologist would serve as key personnel.
5A. See scope of work, School Psychologist Minimum Qualification. A Licensed Psychologist is required in the State of Oklahoma, school will not accept a doctoral level intern.
